Res 51-05 (' /,\ RESOLUTION NO. 51-05 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, DESIGNATING THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) AS THE CITY'S INCIDENT MANAGEMENT STANDARD FOR EMERGENCIES OCCURRING WITHIN THE CITY. WHEREAS, the President of the United States has directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), I in order to provide a consistent nationwide approach for federal, state, and local governments to I work together more effectively and efficiently to prevent, prepare for, respond to, and recover from domestic incidents, regardless of cause, size or complexity; and WHEREAS, the collective input and guidance from all federal, state, and local homeland security partners has been, and will continue to be, vital to the development, effective implementation and utilization of a comprehensive National Incident Management System (NIMS); and WHEREAS, it is necessary that all federal, state, and local emergency management agencies and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident management; and WHEREAS, to facilitate the most efficient and effective incident management, it is critical that federal, state and local organizations utilize standardized terminology, standardized organizational structures, uniform personnel qualification standards, uniform standards for planning, training, and exercising, comprehensive resource management, and designated incident facilities during emergencies or disasters; and WHEREAS, the National Incident Management System's (NIMS) standardized procedures for managing personnel, communications, facilities and resources will improve the City's ability to utilize federal funding to enhance local and City agency readiness, maintain first responder safety, and streamline incident management processes; and WHEREAS, the Incident Command System components of the National Incident Management System (NIMS) are already an integral part of various incident management activities throughout the City, including public safety and emergency response organizations through their training programs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DELRA Y BEACH, FLORIDA, THAT: ( " /,\ Section 1. The City Commission of the City of Delray Beach, Florida, adopts and incorporates, as if fully set forth herein, the recitations set forth above. Section 2. The City Commission of the City of Dekay Beach, Florida, supports the direction of the President of the United States and the Secretary of the Department of Homeland Security regarding the development and administration of the National Incident Management System (NIMS), in order to provide a consistent nationwide approach for federal, state and local governments to work together more effectively and efficiendy to prevent, prepare for, respond to and recover &om domestic incidents. Section 3. The City Commission of the City of Dekay Beach, Florida, designates the i National Incident Management System (NIMS) to be utilized as the standard for emergency incident management in the City of Dekay Beach. Section 4. If any section, subsection, clause or provision of this resolution is held invalid, the remainder shall not be affected by such invalidity. Section 5. All resolutions or parts of resolutions in conflict herewith shall be and hereby are repealed. Section 6. This resolution shall take effect immediately upon adoption. This action is recommended by the President of the United States and the Secretary of the Department of Homeland Security for all governmental jurisdictions to increase governmental operational effectiveness and system interoperability in time of various emergencies. NIMS is intended to support all levels of governmental action and compliment our long standing practice of unified command functions and interagency incident management. This action is recommended by the President of the United States and the Secretary of the Department of Homeland Security for all governmental jurisdictions to increase governmental operational effectiveness and system interoperability in time of various emergencies. NIMS is intended to support all levels of governmental action and supports and complements our long standing practice of unified command functions and interagency incident management. Several excellent examples of this are the City's operational profiles during Hurricanes, major community events such as Delray Affair and the 4th of July events, and major emergency field deployments by the Fire-Rescue and Police Departments.
