08-09-05 Minutes Special/WS SPECIAL MEETING/WORKSHOP MEETING AUGUST 9, 2005 A Special Meeting/Workshop of the City Commission of the City of Delray Beach, Florida, was called to order by Mayor Jeff Perlman in the First Floor Conference Room at City Hall at 6:03 p.m., on Tuesday, August 9, 2005. Roll call showed: Present - Commissioner Patricia Archer Commissioner J on Levinson Commissioner Alberta McCarthy Mayor Jeff Perlman Absent - Commissioner Rita Ellis Also present were - David T. Harden, City Manager Susan A. Ruby, City Attorney Janet K. Whipple, Acting City Clerk Mayor Perlman called the meeting to order and announced that it had been called for the purpose of considering the following item: SPECIAL MEETING AGENDA 1. REQUEST FOR RELEASE OF FUNDS AND CERTIFICATION /STATUS REPORT/DELRAY BEACH HOUSING AUTHORITY /CARVER ESTATES: Approve a Request for Release of Funds and Certification for the Delray Beach Housing Authority regarding Carver Estates. Status Report on the redevelopment of Carver Estates. Ms. Dorothy Ellington, Executive Director of the Delray Beach Housing Authority, spoke on the redevelopment project at Carver Estates, and explained, in order to receive Section 8 Tenant Relocation Assistance; a "Request for Release of Funds and Certification" must be signed by the Mayor and submitted with the application. She introduced Board members, Joe Bernadel, Dr. Maury Weinman, Andre Tookes, and Gary Rosen. Presentations were provided by consultants from Smart, Ine., concerning affordable housing; Mike Turner and Associates, presented two (2) concept themes for redevelopment of Carver Estates; and Concept Ine. provided a brief description of the project. Ms. Ellington noted dollars would be put into escrow for approximately ten (10) families qualified to purchase houses. Consensus was favorable from the Commission for this project. Ms. Ellington provided a timetable which would begin once the Mayor signed a "Release of Funds", with the Commission's approval. Once approvals have been met, she anticipates families can move back to Carver Estates within six (6) months to one (1) year. The project should take approximately two (2) years for completion. Mr. Levinson moved to approve the release of funds and certification, for the Delray Beach Housing Authority regarding Carver Estates, seconded by Mrs. Archer. Upon roll call, the Commission voted as follows: Mrs. Archer - Yes; Mr. Levinson - Yes; Ms. McCarthy - Yes; Mayor Perlman - Yes. Said motion passed 4-0. Mayor Perlman declared the Special Meeting adjourned at 6:41 p.m. WORKSHOP AGENDA l. Presentation of Countywide Public Art Proiect and the new Boys & Girls Club - Mary O'Connor. President Boys & Girls Clubs of Palm Beach County. Mary O'Connor provided a status report on, and the achievements of, the Boys and Girls Club. She noted the Club was a designated "safe haven" and was open every day after school, 1/2 days for teacher work days, and during the summer. Currently 420 children were being served in Delray Beach. Ms. O'Connor will be requesting $50,000 from the City for assistance. Consensus was favorable from the Commission for the request. A discussion followed concerning the animal Public Art Project. Replicas from four different larger than life animals have been selected to be purchased and painted as were the Alligators during the "Gators Galore" project in 2004. 2. Adelphia Cable Access & Boca Raton Educational Television (BRET) Presentation. Ivan Ladizinsky, Public Information Officer for the City of Delray Beach, and David M. Schmidt of BRET (Boca Raton Educational Television) presented a video demonstrating BRET's current programming and appearance on television Channel 98. BRET is requesting approval from the Commission to provide Adelphia Cable access and local television broadcasting, by installing fiber optics and coaxial cable at Old School Square. If Commission is in favor of this project, BRET will need a letter of approval to connect. Consensus was favorable from the Commission for this request. 3. Presentation ofWiFi Services for Atlantic Avenue Business Community - Global WiFi Plus. Robert Friskney and Brian Kidd provided a presentation on WiFi Services, a wireless connectivity which would allow multiple internet users access on a remote basis. WiFi was not asking for funding but was requesting approval to set up antennas throughout the Downtown area to provide for a wireless canopy for internet access. Consensus of the Commission was to move forward with the project. 2 August 9, 2005 - 4. Discussion regarding proposed budget for FY 2006.
