A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER
TO EXECUTE AND SUBMIT AN APPLICATION TO THE FLORIDA
DEPARTMENT OF TRANSPORTATION FOR THE FLORIDA
HIGHWAY BEAUTIFICATION COUNCIL GRANT TO SUPPORT THE I

BEAUTIFICATION OF THE 1-95/ ATLANTIC AVENUE
INTERCHANGE NORTH-BOUND OFF- AND ON-RAMPS,
PROVIDING CONDITIONS OF APPROVAL; PROVIDING AN
EFFECTIVE DATE
WHEREAS, the Florida Department of Transportation has an open application cycle for
the Florida Highway Beautification Council Grant; and
WHEREAS, the Florida Highway Beautification Council Grant supports projects that
promote the Enhancement and Beautification of State Highways; and
WHEREAS, the City desires to enhance and beautify the landscaping at the 1-95/ Adantic
Avenue Interchange, specifically along the north-bound off- and on-ramps to Adantic Avenue; and
i WHEREAS, the Florida Highway Beautification Council Grant may fund up to
$300,000.00 per project; and
WHEREAS, the City of Delray Beach has entered into an interlocal agreement with the
Delray Beach Community Redevelopment Agency to establish appropriate funds to support the
match for this Grant.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DELRAY BEACH, FLORIDA:
Section 1: That the City Commission supports and authorizes the City Manager to execute
and file an application with the Florida Department of Transportation for the Florida Highway
Beautification Council Grant.
Section 2: That the City Commission authorizes the City Manager to execute all necessary
forms including the attached Florida Department of Transportation Highway Beautification Council
Grant Application.
Section 3: That the City supports the use of roadway beautification funds as matching
funds for the Grant.

Section 4: That the City will provide for the maintenance of the beautification elements
i after construction through a maintenance agreement with the Florida Department of
Transportation.
Section 5: That this Resolution shall be in full force and effect immediately upon its
adoption.

SUBJECT: FDOT Hiahwav Beautification Council Grant Application
The attached Resolution allows the City Manager to execute the necessary
documents for the Florida Department of Transportation Highway Beautification
Council Grant Application. The CRA is seeking funds from FDOT in order to help
reduce the cost of the Gateway project. These funds are provided on a matching
basis with the grant applicant picking up 50% of the cost and FDOT paying the
other 50%. The CRA, through an interlocal agreement, has agreed to pay the
City's 50% share. These funds may only be used for landscaping regarding the
gateway project along the 1-95 north-bound oft and on ramps at Atlantic Avenue.
In accordance with FDOT procedures, the City, not the CRA, must apply for this
grant.
Our office requests that this item be placed on the August 16, 2005 City
Commission agenda. Please call if you have any questions.

General Instructions: Statutory requirements for the Florida Highway Beautification Council Grant Program are found
in Section 339.2405, Florida Statutes. Within Rule Chapter 14-40, Florida Administrative Code, are sections dealing with
the grant application process, grant award process, and funding, construction, and maintenance of beautification
projects. These documents can be reviewed on Florida's Highway Beautification Programs website, http://www.dot.
state.fI.us/emo.
Please complete all items in this application. All attached pages must be typed on 8 1/2 by 11 inch pages. Attached
sketches, photographs, conceptual plans, and maps must be on sheets no larger than 24 x 36 inches. Any document
larger than 81/2 x 11 inches must be folded. Rolled documents will not be forwarded to the Florida Highway
Beautification Council.
To be eligible for a grant, ten copies of the completed application fonn and supporting documents must be received by
the Grant Coordinator by the end of business on October 1. Late or incomplete applications will not be accepted.
Please maintain a file with at least one copy, with original signatures, of all documents. Questions should be directed to
the Grant Coordinator. A Directory of Grant Coordinators is posted on the program website.
