by the City Commission with respect to any matter considered at this
meeting or hearing, such persons will need a record of these
proceedings, and for this purpose such persons may need to ensure that
a verbatim record of the proceedings is made, which record includes
the testimony and evidence upon which the appeal is to be based. The
City does not provide or prepare such record.
SPECIAL MEETING
Pursuant to Section 3.07 of the City Charter of the City of Delray
Beach, Florida, Mayor Doak S. Campbell has instructed me to advise you
of a Special Meeting of the Commission to be held in the Community
Center's Mahogany Room at 5:30 P.M., Monday, March 5, 1990.
This meeting has been called for the purpose of considering:
1. Commission Direction Regarding FY 90/91 Budget Preparation and
Philosphy.

SUBJECT: 1990-91 BUDGET PHILOSOPHY MEETING
MONDAY. MARCH 5. 1990
DATE: March 1, 1990
Background:
The purpose of the philosophical meeting is to provide a budget forum for
Commission and to establish general perimeters within which the 1990-91
budget is to be prepared.
Possible Points of Discussion:
l. Departmental Service and Staffing levels.
a. Modifications to current programs and activities, i.e., increase
public protection and safety services.
b. Privatization of certain City services.
c. Adjustments to current staffing levels.
2. The addition of major capital improvement projects, not already iden-
tified in the Comprehensive Plan.
3. Selection process and funding levels of contributions made to benevolent
or non-profit agencies.
4. Budgetary impact of Personal Service cost, i.e., increases due to merit,
cost-of-1iving and pension, as per union contract.
5. Budgetary impact of City's self insurance program.
a. Rebuilding insurance reserves.
6. Budgetary impact of City's Comprehensive Plan.
