A Resilient Community-
What does it take?
The ability to not only bounce back, but "bounce
forward" - to recover and at the same time to
enhance the capacities of the community to
better withstand future stresses.
Due to climate change and sea level rise, assets
with multi- decadal lifespans will be exposed to
weather events more extreme and less easy to
predict than ever before. Building codes and
zoning need to plan for changes.
Not
just the

environment, but resilience on
the
societal
level
also.

COMPREHENSIVE PARKING MANAGEMENT REVIEW
ITEM BEFORE COMMISSION
The item before the City Commission is to provide direction to staff regarding parking protocols in
furtherance of the Kimley Horn Parking Management Study.
BACKGROUND
The Kimley Horn Parking study, completed in August 2010, has been going through the
implementation process completing several items while scheduling others for future work programs,
(Capital Improvement Program).
After extensive meetings with the citizens at large, Parking Management Advisory Board (PMAB)
and working closely with the area merchant representatives, staff is seeking direction for parking
operations moving forward.
RECOMMENDATION
Staff is seeking City Commission concurrence with the recommendations provided.

PARKING PROGRAM
STAFF RECOMMENDATIONS
1) FEE BASED PROGRAM: Institute a fee based parking program throughout
the Downtown Core Area during evenings, 5:00 P.M. until 1:00 A.M.
Free Parking from 1:00 a.m. to 5:00 p.m. Swinton Avenue to Intracoastal
Waterway (ICW)
a) 2 hours on Atlantic Avenue & 1 block North & South
b) 30 minutes in select areas along Atlantic Avenue & 1 -block North & South
c) 4 hour parking all other on- street & select surface lot parking spaces
d) 8 hour to unlimited in select lots and garages
Multi -space Meters for on- street, surface lots and garage
a) $2.00/ hour — Atlantic Avenue and 0 Block of each N -S Avenue
b) $1.50 /hour all other on- street parking
c) $1.50 /hour surface lots and
d) $1.00 /hour in the garages with $5.00 cap fee
e) Enforcement hours East of ICW: 9:00 a.m. to 8:00 p.m. seven (7) days a
week
Additional Evening enforcement 5:00 p.m. to 1:00 a.m. Swinton Avenue to
ICW
Install meters in easements requiring free parking 8:00 A.M. — 5:00 P.M. for 10
years
2) ORGANIZATIONAL MODEL:
a) Create Parking Division within Environmental Services
b) Administer as an Enterprise Fund
3) IN -LIEU / PUBLIC PARKING FEE:
a) IN -LIEU
i) Consolidate Area 1 — Beach Area with Area 2 — Core Area increasing
fee to $23,600
ii) Increase Pineapple Grove Way / Old School Square Historic Arts
District (OSSHAD) 30% to $10,140.00 per space
iii) West of Swinton Avenue increase 15% to $4,600
b) PUBLIC PARKING FEE
i) Increase West of Swinton 15% to $18,400
ii) Increase East of Swinton 30% to $23,400
4) TAXI STANDS:
a) Identify stands with signage / modify striping as needed
b) Enact Ordinance for non - compliance regarding regulations for use of taxi
stands
5) EMPLOYEE PARKING:
a) Confirm employee location data
b) Designate parking areas throughout the municipal parking system
c) Daytime employees free; evening employees reduced fee per month
d) Establish regulations / penalties for non - compliance or abuse of the
program
6) VALET PARKING:
a) Review procedures for establishing, cancelling or assigning queues
b) Address Florida Department of Transportation (FDOT) request for
payment for use of FDOT owned right -of -way
c) Amend Section 4 adding "No more than one operator per valet queue area
d) Modify Section 16 to address attendant behavior
e) Retain three (3) year term with two one (1) year extensions at the
discretion of the City Manager
7) TROLLEY SERVICE:
a) In preparation of FDOT grant expiration in 2015 take service in house to
maintain sustainability with Community Redevelopment Agency (CRA)
and South Florida Regional Transportation Authority ( SFRTA) Funding,
(confident SFRTA funding will continue after current trial period)
b) Institute parking operations prior to this proposal.
