03-27-14 Organizational Meeting Minutes MARCH 27, 2014 DELRAY BEACH CITY COMMISSION ANNUAL ORGANIZATIONAL MEETING (1) Call to Order/Roll Call. The annual Organizational Meeting of the City Commission of the City of Delray Beach, Florida was called to order by Mayor Cary Glickstein in the Commission Chambers at City Hall at 6:00 p.m. on Thursday, March 27,2014. Moll call showed: Commissioner Shelly Petrolia Commissioner Alson jacquet Commissioner Adam Frankel Commissioner Angeleta E. Gray Mayor Cary Glickstein Absent: None Also present were: Louie Chapman,Jr., City Manager Terrill Pyburn, Interim City Attorney Chevelle D. Nubin, City Clerk (2) Pledge of Allegiance to the Flag The Pledge of Allegiance was recited by the Commission and the public. At this time, Mayor Glickstein gave comments to CoMMIssioner Gray and presented her with a plaque for her years of service on the City Commission. (3) Oath of Office administered to Newly-Elected City Commission Members: Commissioner Alson jacquet Commissioner jordana jarjura The City Clerk adininistered the Oath of Office to Commissioner Alson Jacquet (Seat #2) and Commissioner jordana jarjura (Seat#4). (4) Roll Call Newly Sworn-in Commission The City Clerk called the roll of the Commission after newly-elected City Commission Members were sworn in. Roll call showed: Commissioner Shelly Petrolia Commissioner Alson Jacquet Commissioner Adam Frankel Commissioner Jordan Jarjura Mayor Cary Glickstein Absent: None (5) Selection of Vice-Mayor (for the term March 28, 2014 through March 26, 2015) First Motion: Commissioner Frankel moved to appoint Commissioner Jacquet as Vice- Mayor of the City of Delray Beach for the term March 28, 2014 through March 26, 2015, seconded by Commissioner Jacquet Upon roll call the Commission voted as follows: Commissioner Jacquet — Yes; Commissioner Frankel — Yes; Commissioner Jatjura— No; Mayor Glickstein — No; Commissioner Petrolia — No. Said motion denied with a 3 to 2 vote; Commissioner Jacquet and Commissioner Frankel dissenting. Second Motion: Commissioner Jarjura moved to appoint Commissioner Pettolia as Vice- Mayor of the City of Delray Beach for the term March 28, 2014 through March 26, 2015, seconded by Mayor Glickstein. Upon roll call, the Commission voted as follows: Commissioner Frankel No; Commissioner Jarjura — Yes; Mayor Glickstein -- Yes; Commissioner Petrolia—Yes; Commissioner Jacquet--No. Said motion passed with a 3 to 2 vote; Commissioner Frankel and Commissioner Jacquet dissenting. (6) Selection of Deputy Vice-Mayor (for the term March 28, 2014 through March 26, 2015) First Motion: Commissioner Jacquet moved to appoint Commissioner Frankel as Deputy Vice-Mayor of the City of Delray Beach for the term March 28, 2014 through March 26, 2015,motion failed for lack of a second. Second Motion: Commissioner Petrolia moved to appoint Commissioner Jarjura as Deputy Vice-Mayor of the City of Delray Beach for the term March 28, 2014 through March 26, 2015, seconded by Mayor Glickstein. Upon roll call, the Commission voted as follows: Commissioner Frankel — Yes; Commissioner Jarjura — Yes; Mayor Glickstein — Yes; Commissioner Petrolia—Yes; Commissioner Jacquet—Yes. Said motion passed with a 5 to 0 vote. 2 Annual Organizational Meeting March 27,2014 (7) Review and Acceptance of regularly scheduled City Commission Meeting dates for the period April 2014 through March 2015 Commissioner Frankel referenced the meeting dates in 2014 in regards to Passover. There was discussion to move the second regular meeting in April to Wednesday,April 16, 2014. Commissioner Petrolia asked if there was an impasse hearing on April 8,2014. The first regular meeting in September was moved to Thursday, September 4, 2014 and the August 12,2014 Workshop was deleted. Commissioner Petrolia stated the City Clerk is looking at the date regarding the March 17, 2014 Regular Commission Meeting. Commissioner Jacquet stated for either the May 20`s or June Td meeting he may not be in attendance. Commissioner Petrolia moved to approve the Commission Meeting dates as amended, seconded by Commissioner Jarjura. Upon roll call, the Commission voted as follows: Commissioner Jarjura — Yes; Mayor Glickstein — Yes; Commissioner Petrolia — Yes; Commissioner Jacquet—Yes; Commissioner Frankel—Yes. Said motion passed with a 5 to 0 vote. (13) Commission Comments. Commissioner Jacquet gave comments regarding those who supported and did not support him in the election and public service. He also acknowledged and thanked his parents in the audience. Commissioner Jacquet discussed what issues he will continue to work on as promised in his campaign. Commissioner Petrolia had no comments. Commissioner joura gave comments and stated she will keep it brief_ She stated she is humbled and honored to represent the city going forward and proud that double the number of voters turned out for this election. She stated she looks forward to working with her fellow Commissioners. Commissioner Jarjura stated she is excited for Delray to be a leader again and thanked everyone for this opportunity. Commissioner Frankel welcomed Commissioner Jarjura and acknowledged Commissioner Jacquet. He stated it is always great to see Commissioner Jacquet's parents and family. Mayor Eckstein congratulated Commissioner Jarjura and Commissioner Jacquet.
