Res 23-01RESOLUTION NO. 23-01 A RESOLUTION OF THE C1TY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, WHICH SUPPORTS KEEPING 561 AREA CODE FOR PALM BEACH COUNTY RESIDENTS. WHEREAS, the City Commission of the City of Delray Beach strongly supports the keeping of area code 561 for Palm Beach County residents; and WHEREAS, the Delray Beach City Commission recognizes that the representatives from our 561 area code region and the Treasure Coast, met with Public Service Commission (PSC) staff in West Palm Beach and expressed overwhelming opposition to the PSC's 10-digit dialing recommendation for this region; and WHEREAS, the Public Service Commission has subsequently sided with local representatives to allow Palm Beach County to keep its 561 area code and establishing a new area code for the Treasure Coast; and WHEREAS, the federal contractor that assigns area codes turned down the State's request citing a federal regulation that violated industry-developed guidelines that require the codes to last at least five years, consequently, the matter will be discussed by the Federal Communication Commission; and WHEREAS, the City Commission believes that with the addition of new technology and the implementation of number conservation measures the 561 area code would have a much longer than projected life span. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That the Delray Beach City Commission strongly supports the keeping of 561 area code for Palm Beach County residents and creating a new area code for the Treasure Coast. Section 2. That the City Clerk is directed to distribute a copy of this resolution to the Federal Communications Commission. Section 3. That this resolution shall take effect immediately upon adoption. In a meeting on September 27. 2000. the Florida Public Service Commission ("FI'SC") staff in Palm Beach Coumy. representatives from our 561 area code region and the lreasure Coast expressed overwhelming opposition to the ten-d]g~t dialing recommendations. Subsequent to that meeting the FPSC sided with our request to allow Palm Beach Count)' to k~p the 561 area code solely for Palm Beach County and asked for a new area code to be provided for the Treasure Coast. Unfortunately. the federal contractor who assigns area codes turned down the state's request citing a federal regulation that v~olated industry-developed guideline~ that reqmre the code~ to last at least five years. This matter will now be decided by the Federal Communications Commission. Wc believe that thc plan which was approved by the FPSC, which extends the 561 area code life a minimm'n of three years, is the best alternative. We believe tha~ with the addition of new technology and the implementation of number conservation measures, the 561 area code would have a much longer than projected life span. With these n~.asurcs in place, the life span of the 561 area code would be approximately nine ye. ars. Additionally, through this plan, lndi~ Rwer, St. Lucie, ancl Martin Counties would enjoy a new area code with relief spanning 24 years tutu the ~tutc. This option would meet much of the selection criteria from thc North ^mencan Numbering Plan Admmistrauon (NANPA) as well as the clear desire o15 our constituents. All four counties impacted by this proposed change support our posiuon as communicated above. This position accomplishes everythh'lg that the local governments. business communit)-, and the general public have expressed in resolutions, letters to the FPSC, and pubbc Ibrums. The City of Delray Beach supports its current 561 area code and opposes to a 10- digit dialing system for our region. After meeting with representatives of the Treasure Coast and Palm Beach County Representatives, the Public Service Commission concurs that Palm Beach County should maintain its 561 area code, and recommends a new area code for the Treasure Coast.
