_ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH, FLORIDA,AUTHORIZING THE CITY TO ENTER
INTO A PARTNERSHIP WITH THE SOUTH FLORIDA WATER
MANAGEMENT DISTRICT TO PARTICIPATE IN THE WATER
CONSERVATION HOTEL AND MOTEL PROGRAM (WATER
CHAMP) FOR CITY HOTELS AND MOTELS FOR TWO YEARS;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City desires to enter into a partnership with the South Florida Water Management
District (SFWMD) to support water conservation in the City's lodging facilities;and
WHEREAS, SFWMD has developed the Water Conservation Hotel and Motel Program (Water
CHAMP) to educate,promote, and recognize water conservation efforts in hotels and motels; and
WHEREAS, Water CHAMP provides hotels or motels with free educational materials and signage to
be placed in guest rooms to encourage hotel guests to reuse linen and towels. It also provides, at no charge,
high-efficiency faucet aerators, which are designed to use less than half the water than aerators that operate at
the current federal standard;and
WHEREAS, there are approximately twenty (20) hotels and motels within the City,with approximately
1,126 rooms, that are currently eligible for Water CHAMP; and
WHEREAS, the City desires to educate owners and managers of existing hotels and motels in the City
regarding Water CHAMP and encourage their participation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION, OF THE CITY
OF DELRAY BEACH, FLORIDA,AS FOLLOWS:
Section 1. That the City Commission of the City of Delray Beach, Florida, hereby authorizes the
City to accept a free two-year supply of start-up materials from Water CHAMP (training DVDs, faucet
aerators, audit handbooks, posters, linen and towel reuse cards) and promote Water CHAMP to eligible hotels
and motels in the City.
Section 2. The City will meet with property owners and managers of the hotels and motels to
distribute program start-up materials including a water use survey and questionnaire. The City will return the
completed surveys and questionnaires to SFWMD.
Section 3. The City will provide to SFWMD utility billing records for all participating properties so
that the District may track water use and savings attributed to the program.

Section 4. The City will participate in Water CZIAMP for two years.At the end of two years, the
City Commission will review Water CHAMP and decide,in its sole discretion,whether to purchase materials in
order to continue the program within the City.
Section 5. That this Resolution shall become effective immediately upon its passage.

BACKGROUND
mpl ementi ng water conservati on i s a requi rement of the Consumpti ve Use Permi t i ssued to the Ci ty of
Del ray Beach by the South FI on da Water M anagement Di stri ct (SFWM D). Thi s permit regul aces the
amount of groundwater withdrawn from the wells that supply the City's potable water treatment plant.
Participation in the Water Conservation Hotel and Motel Program (Water CHAMP) will directly
support the City's commitment to water conservation.
Water CHAMP promotes and recognizes the water conservation efforts of lodging faci I iti es. The
SFWM D has requested that the Ci ty consi der i mpl ementi ng Water CHA M P wi thi n the Ci ty's potabl e
water service area. At their June 26, 2014 meeting, the City of Delray Beach Green Implementation
Advancement Board (GIAB) discussed the benefits and costs of Water CHA M P and recommended that
the Ci ty Commi ssi on agree to parti ci pate i n the program.
Water CHA M P i ncl udes three elements: (1) a I i nen reuse program; (2) a towel reuse program; and (3)
i nstal Iation of high-efficiency faucet aerators(1 gal Ion/mi nute). For the i nitial two year start-up period,
the SFWM D wi I I suppl y the i n-room si gnage and faucet aerators for the I odgi ng faci I i ti es that agree to
parti ci pate in the program. In turn, the City will promote lodging faci I i ty participation in the program,
work wi th the SFWM D to track water saved by the program parti ci pants, and provi de f uture program
materials, as needed.
The two pri many benef i is f or the parti ci pati ng properti es are the "green" recognition from the Water
CHA M P brand and the dol I ar savi ngs real i zed f rom reduced water consumpti on. The pri many benef i t to
the Ci ty i s that the potabl a water saved through conservati on efforts wi I I be avai I abl a to support new
demand within the utility service area. By documenting these conservation efforts, the City strengthens
i is case f or the renewal of the Consumpti ve U se Permi t for the water treatment pl ant.

At the conclusion of the i ni ti al two year start-up period, the City wi I I eval uate the benefits and costs of
continuing participation i n Water CHAMP. Should the City decide to continue participation the smal
cost for the program materials (approximately $500 annually) will be budgeted through the utility
enterpri se fund.

DISCUSSION
This item before the Commission is a request for approval to partner with the South Florida Water
Management Di stri ct i n i mpl ementi ng the Water Conservation Hotel and Motel Program.
OPERATING COST
The costs for materials during the initial two year start-up are covered by the South Florida Water
Management District (SFWMD). SFWM D estimated that they will expend approximately $600 per
year for promotional materi al s and faucet aerators. Shoul d the Ci ty deci de to continue participation after
the start-up period, the cost for promotional materials(esti mated not to exceed $500 per yr) would be
funded from the utility enterprise funds. Additionally, a small portion (less than two percent) of the
City Sustai nabi I i ty Off i cer's ti me wi I I be deli rated to outreach and reporting for Water CHAMP.
TIMING OF TH E REQUEST
Thi s i tem i s not time sensitive. The proposed strategy i s to implement program start-up i n advance of
the 2014—2015 Wi nter Season.
RECOMMENDATION
Staff recommends the Commission approve participation i n the Water Conservation Hotel and Motel
Program (Water CHAMP).
