Res 03-01RESOLUTION NO. 3-01 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, ESTABLISHING THE TENNIS FACILITIES TASK TEAM AS AN ADVISORY BODY TO THE CITY COMMISSION; PROVIDING FOR THE AUTHORITY OF SAID TASK TEAM; PROVIDING FOR THE COMPOSITION OF SAID TASK TEAM AND APPOINTMENT THERETO; PROVIDING AN EFFECTIVE DATE; AND SETTING A SUNSET DATE. WHEREAS, the City Commission recognizes the importance of citizen input in the development of recommendations on various matters; and WHEREAS, the City Commission wishes to establish a task team to examine, formulate ideas and make recommendations with respect to policies, goals, objectives and strategies for the Delray Beach Tennis Center, the Tennis Stadium, and the Delray Swim and Tennis Club, to include the swimming pool. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That the Tennis Facilities Task Team is hereby established as an advisory body to the City Commission pursuant to the provisions set forth herein. Section 2. That the Tennis Facilities Task Team hereby created shall advise and make recommendations to the City Commission concerning policies, goals, objectives and strategies with respect to programs, marketing, operations, finance and capital improvements for the Delray Beach Tennis Center, the Tennis Stadium, and the Delray Swim and Tennis Club. The goal of the task team recommendations shall be to optimize the balance between (a) stimulating economic activity, (b) recreation programs for youth and adults, (c) developing the sport of tennis, (d) service to Tennis Center members, and (e) providing a venue for community events and entertainment, while not overly burdening the City's taxpayers. Section 3. That the Tennis Facilities Task Team shall consist of ten (10) members appointed by the Mayor and City Commissioners. The composition of the task team shall include persons with diverse backgrounds representing community-wide as well as tennis interests. To the extent possible, the team should include members of the Tennis Center, one or more Tennis Directors from other facilities, representatives of downtown businesses and members from the community at large. A majority of the membership (6 members) shall constitute a quorum. A Chairperson shall be elected by and from among the task team membership. Section 4. That the Tennis Facilities Task Team shall have technical and logistical support provided as designated by the City Manager. Section 5. That the Tennis Facilities Task Team shall immediately after appointment pursue its assigned task with a target completion date of April 17, 2001. Section 6. That the Tennis Facilities Task Team shall disband upon completion of its assigned task unless otherwise extended by action of the City Commission. No. 3-01 MEMORANDUM TO: FROM: SUBJECT: DATE: MAYOR AND CITY COMMISSIONERS ~CI~ MANAGER AGENDA ITEM ~3 - REGULAR MEETING OF JANUARY 16, 2001 RESOLUTION NO. 3-01 (ESTABLISHING A TENNIS FACILITIES TASK TEAM) JANUARY 12, 2001 At the January 9m workshop, it was the consensus of the Commission that a Tennis Facilities Task Team be established for the purpose of advising and making recommendations on various matters associated with the City's Tennis Center, the Tenms Stadium, and the Dekay Swim & Tennis Club. Resolution No. 3-01 has been drafted for your consideration. The resolution provides for the general scope of the task team, along with more definitive goals as to recommendations. As proposed, the task team would consist of ten (10) members. It is suggested that staff be directed to sohdt applications from interested individuals to create an applicant pool along the lines set out in Secuon 3 of the resolution. The list of applicants would then be provided to the City Commission, hopefully at the February 6th regular meeting. Each member of the Commission would then individually appoint two members based on the rotation system. Once the Commission appoints the membership, the resolution provides that the task team shall immediately pursue its assigned task with a target completion date of April 17, 2001. The task team would sunset on the completton of its assignment, unless otherwise extended by actmn of the City Commission.
