JUNE 5,2014
A Special Workshop Meeting of the City Commission of the City of Delray Beach, Florida, was
called to order by Mayor Cary Glickstem' in the Commission Chambers at City Hall at 9:00 a.m., on
Thursday,June 5, 2014.
Roll call showed:

Commissioner Adam Frankel
Deputy Vice-Mayor Jordana Jarjura

Also present were- Robert Barcinski,Acting City Manager (arrived at 10:35 a.m.)
Terrill Pyburn, Interim City Attorney (arrived at 10:35 a.m,)
Kimberly Wynn,Deputy City Clerk
Mayor Glickstein called the Special meeting to order and announced that it had been called for the
purpose of considering the following Item.
SPECIAL MEETING AGENDA
1. PUBLIC INTERVIEWS: The Commissioners will conduct public interviews for the two
finalists for the City Attorney position.

Mayor Glickstein provided a brief overview of how the City Attorney public interview process
would be conducted then he introduced the first candidate, Mr. Ralf Brooke.
The Mayor and Commissioners asked questions provided by the Human Resources Department
to Mr. Ralf Brookes. Mr. Brookes discussed his professional and personal background. Talked
about how he created and fostered relationships with the public and elected officials. Mr. Brooke
talked about Labor Law and his experience with negotiations. He discussed his association with
the Atlantic Crossings project.

Ms.Jar Jura asked for specific examples of cases that Mr. Brookes worked on that were pertinent
to the City of Delray Beach.
Mr. Brookes provided specific cases on food trucks,ADA compliance and some land use cases.
The Mayor and Commnissioners asked questions provided by the Human Resources Department
to the second candidate, Mt. Noel Pfeffer. Mr_ Pfeffer discussed his professional background
and career as an attorney. He discussed how he fostered relationships with elected officials and
the public. He discussed what he felt would be short term challenges of the City Attorney's
Office and how he planned to overcome them. Mr. Pfeffer talked about his long term goal to
forge relationships and implement policies. He discussed his views on development in the City.

He discussed why he would accept a lower salary. Commission asked additional questions
regarding Mr. Pfeffer's experience, visions for the City and dealing with elected officials and
transitional housing.
2. FINAL SELECTION OF THE NEW CITY ATTORNEY: Consider approval of the final
selection for the new City Attorney; and authorize staff to enter into contract negotiations.
Commission discussion ensued regarding the City Attorney selection.They explained the pool of
resumes' and how and why the list whittled down.
Mr. Frankel moved to appoint Mr. Noel Pfeffer as the new City Attorney and authorized staff to
enter into contract negotiations,seconded by Mr.Jacquet. Upon roll call the Commission voted
as follows: Mr. Jacquet — Yes; Ms. Jarjura — Yes; Mr. Frankel — Yes; Mayor Glickstein —Yes;
Mrs. Petrolia—Yes. Said motion passed with a 5 to 0 vote.
Mayor Glickstein adjourned the Special Meeting at 11:06 a.rn.
