WHE Section 36.02(C)(4) Direct Acquisitions Method/Specialty Goods and Services.

artwork, special events, entertainment, and food and beverage) may be made or entered into by the City
Manager without utilizing a Sealed Competitive Method or the Written Quotations Method. Acquisitions of
specialty goods and services, where the expenditure by the City is estimated to be $25,000 or greater, shall be
subject to approval by the City Commission; and

RESOLUTION NO. 68-141 PURCHASE AWARD TO DELRAY MOTORS
BACKGROUND
Consider a recommendation for advanced approval of expenditures to purchase OEM Ford
parts from Delray Motors in an amount not to exceed $75,000.00 for FY 2014-2015 for parts
and services and consider a motion to adopt Resolution No. 68-14.
The City of Delray Beach has almost 300 Ford trucks and cars within the City fleet, including
more than 120 marked Police Patrol cars. For liability and reliability reasons, OEM parts are
used on all Police pursuit vehicles for brakes, steering, and suspension repairs. Many other
parts are only available as OEM Ford parts through a Ford dealer. The City Garage frequently
has 4 to 6 or more Police vehicles in our shop per day for repairs and maintenance. Obtaining
repair parts in a timely manner is critical in minimizing downtime and returning these vehicles
to the street. Obtaining the best price is also an important factor in determining which vendor
to obtain these parts from.
Delray Motors is known to be one of the largest distributors of OEM Ford parts in the United
States and has an extensive inventory of parts on hand, and a proven track record of providing
excellent delivery services. The Fleet Maintenance Superintendent recently selected twelve
(12) commonly used OEM Ford part numbers and obtained quotes for those parts from three
local Ford dealers: Delray Motors, Auto Nation Ford/Delray, and Wayne Akers Ford in Lake
Worth. Delray Motors provided the lowest price quote on all twelve parts, and keeps 11 of 12
of the part numbers quoted in stock.
This is in compliance with the Code of Ordinances, Chapter 36, Section 36.03(B), "Multiple
Acquisitions from Vendor Exceeding $25,000.00 in Any Fiscal Year'.

DISCUSSION
The item before the City Commission is to approve a Resolution for the purchase of
Automotive and Truck repair parts and outside services from Delray Motors.
TIMING OF THE REQUEST
This request is timed to provide for the uninterrupted flow of vehicle repairs through the City
Garage, for all City owned vehicles.
FUNDING SOURCE
Funding is available from 501-3311-591-52.20 (Garage Fund: Operating Supplies/External
Parts) and 501-3311-591-52.52 (Garage Fund: Operating Supplies/External Parts).
RECOMMENDATION
By motion, approve the Resolution approving the purchase of OEM Ford parts through Delray
Motors; and
By motion, approve the purchase of OEM Ford automotive and truck parts and outside
services from Delray Motors in the amount not to exceed $75,000 for FY 2015.
