A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH, FLORIDA, AMENDING RESOLUTION NO. 88-97
WHICH ESTABLISHED THE PARKING MANAGEMENT
ADVISORY BOARD, AS SUBSEQUENTLY AMENDED BY
RESOLUTIONS 10-98, 33-98, 63-00, and 20-04 BY AMENDING
SECTION 3 PERTAINING TO MEMBERSHIP COMPOSITION TO
PROVIDE FOR THE ADDITION OF ONE REPRESENTATIVE
FROM THE GREEN IMPLEMENTATION ADVANCEMENT
BOARD; TO PROVIDE FOR THE ELIMINATION OF ONE
CITIZEN -AT -LARGE REPRESENTATIVE EFFECTIVE JULY 31,
2017; PROVIDING AN EFFECTIVE DATE.
WHEREAS, on December 9, 1997, the City Commission adopted Resolution No. 88-97 establishing
the Parking Management Team as an advisory board to the City Commission; and
WHEREAS, Section 3 of said Resolution No. 88-97, as subsequently amended, sets forth the
membership composition of the Parking Management Advisory Board; and
WHEREAS, the City Commission finds it to be in the best interest of the City of Delray Beach that
one representative from the Green Implementation Advancement Board be added to the Parking Management
Advisory Board and one of the citizen -at -large representatives be eliminated effective July 31, 2017 to provide
for adequate representation of pertinent City advisory boards.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH, FLORIDA, AS FOLLOWS:
Section 1. That Section 3 of Resolution No. 88-97, as subsequently amended, is hereby amended
to read as follows:
That the Parking Management Advisory Board shall be composed of twelve (12) regular
members, and five (5) alternate members until July 31, 2017, with representatives as follows:
(a) A representative and alternate from the Community Redevelopment Agency;
(b) A representative and alternate from the Downtown Development Authority;
(c) A representative and alternate from the Planning and Zoning Board;
(d) A representative and alternate from the Chamber of Commerce;
(e) A representative and alternate from the West Atlantic Redevelopment Coalition;
(f) A representative and alternate from the Green Implementation Advancement Board
A business owner/operator representing the Old School Square Historic Arts District;
A business owner/operator representing the Atlantic Avenue corridor between Swinton
Avenue and Interstate 95;
44 A business owner/operator representing the Atlantic Avenue corridor between Swinton
Avenue and the Intracoastal Waterway;
A business owner/operator representing the Atlantic Avenue and State Road AIA
corridors lying east of the Intracoastal Waterway;
IX Two (2) citizen -at large representatives.
That after 1& 31 2017 one of the citizen -at -lar e representatives will be eliminated to reduce
the membership of the Parking Management A sory Board to eleven 11 re alar members, and fire
(51 alternate members.
The Community Redevelopment Agency, the Downtown Development Authority, the Planning and
Zoning Board, the Chamber of Commerce, the West Atlantic Redevelopment Coalition; and the Green
Implementation Advancement Board shall recommend their respective appointees, with the City
Commission having the authority to approve and ratify all recommendations for membership. The
balance of the Parking Management Advisory Board membership shall be appointed directly by the
City Commission. Alternate members are chosen to fill in for the absent regular members and only for
the membership specified.
Section 2. That this Resolution shall be effective immediately upon passage.

RESOLUTION 52-15: AMENDMENT OF THE MEMBER COMPOSITION OF THE PARKING
MANAGEMENT ADVISORY BOARD
BACKGROUND
At the July 7, 2015 Regular City Commission meeting, the City Attorney's office was requested
to prepare an amendment to Resolution 88-97 which established the Parking Management
Advisory Board to replace one of the citizen -at -large representatives with a member of the
Green Implementation Advancement Board. Since two citizen -at -large representatives were
only recently appointed to this board, the resolution allows for these representatives to
complete their current terms. The proposed resolution provides that upon the expiration of the
terms of the two citizen -at -large representatives, one position will be eliminated.
DISCUSSION
Currently, the Parking Management Advisory Board membership includes two citizen -at -large
representatives. Consistent with the direction of the City Commission, this resolution adds one
representative from the Green Implementation Advancement Board to the Parking
Management Advisory Board and eliminates one of the citizen -at -large representatives
effective July 31, 2017.
The Community Redevelopment Agency, the Downtown Development Authority, the Planning
and Zoning Board, the Chamber of Commerce, and the West Atlantic Redevelopment
Coalition recommend appointees to the Parking Management Advisory Board, and the City
Commission has the authority to approve and ratify all recommendations for membership. This
resolution would give the Green Implementation Advancement Board the same ability to
recommend one appointee to the Parking Management Advisory Board with the City
Commission having the authority to approve and ratify the recommendation.
This resolution also provides that an alternate member of the Green Implementation
Advancement Board will be recommended by that board to serve on the Parking Management
Advisory Board.
