A Special Meeting of the City Commission of the City of Delray Beach, Florida,
by Mayor Cary Glickstein in the Commission Chambers at City Hall at 4:30
September 21, 2015.
Roll call showed:
Present - Vice Mayor Shelly Petrolia
Deputy Vice Mayor Alson Jacquet
Co tx-nissioner Mitch Katz
Commissioner Jordana Jarjura
Mayor Cary Glickstein
Absent -- None
Also present were - Donald B. Cooper, City Manager
Noel Pfeffer, City Attorney

was called to order

Mayor Glickstein called the Special meeting to order and announced that it had been called for the
purpose of considering the following Items.
SPECIAL MEETING AGENDA
1. Discussion and Shortlisting of Proposers regarding RFP, No. 2015-76 — State
Legislative Lobbyist
Ms. ]arjura moved to deem Wexford Strategies non-responsive, seconded by Mr. Katz. Upon
roll call the Commission voted as follows: Mr. Katz — Yes; Ms. Jarjura — Yes; Mayor
Glickstein — Yes; Mrs. Petrolia — Yes. Said motion passed with a 4 to 0 vote.
Ms. jatjura moved to declare the remaining proposers responsive, seconded by Mrs. Petroha.
Upon roll call the Commission voted as follows: Ms. Jarjura — Yes; Mayor Eckstein — Yes;
Mrs. Petrolia — Yes; Mr. Katz — Yes. Said motion passed with a 4 to 0 vote.
The City Commission discussed narrowing down the remaining proposers. Deputy Vice
Mayor jacquet arrived at 4:32 p.m.
At this point, the Commission ranked the remaining proposers. Ms. Holly Vath, Purchasing
Director, read the results of the ranking. Based on the results, Commission tanked Gray
Robinson, P.A. as #1, Ballard Partners as #2 and Southern Sttategy Group as #3. The
Commission decided to hear five minute presentations from the top two proposers in
alphabetical order (Ballatd Partners and Gray Robinson, P.A.) at the October 6, 2015 Regular
City Commission Meeting.
2. CLOSED ATTORNEY/CLIENT SESSION pursuant to F.S. 286.011(8) re: lberia Bank
v. Auburn Trace, LTD., et al., Case No. 2014CA012272 AO and re: Auburn Trace, Debtor
Case No. 15--10317 PGH.

Purpose: Discuss settlement strategy related to the above cases.
3. SETTLEMENT OF IBERIA BANK V. AUBURN TRACE, LTD., ET AL., CASE
NO. 2014CA012272 AO AND RE: AUBURN TRACE, DEBTOR CASE NO. 15-10317

Mayor Eckstein gave a brief overview regarding the Closed Attorney/Client Session. He
explained that the meeting would include the list of attendees as outlined above. The session
would last about one (1) hour. All Attendees met in the First Floor Conference Room for the
Closed Door Attorney/Client Session.
Mayor Eckstein reconvened the Special Meeting at 5:21 p.m, and stated the Closed Session is
terminated.
Mayor Glickstein adjourned the Special Meeting at 5:21 p.m.
