10-21-14 Special Workshop City Commission Meetings MinutesSPECIAL WORKSHOP MEETING OCTOBER 21, 2014 A Special Workshop Meeting of the City Commission of the City of Delray Beach, Florida, was called to order by Mayor Cary Glickstein in the Commission Chambers at City Hall at 4:30 p.m., on Tuesday, October 21, 2014. Roll call showed: Present - Vice Mayor Shelly Pettolia (left at 4:58 p.m.) Deputy Vice Mayor Jotdana Jarjura Mayor Cary Glickstein Absent - Commissioner Alson Jacquet Commissioner Adam Frankel Also present were - Francine Ramaglia, Assistant City Manager Noel Pfeffer, City Attorney Kimberly Wynn, Acting City Clerk Mayor Glickstein called the Special Workshop meeting to order and announced that it had been called for the propose of considering the following Item. SPECIAL WORKSHOP MEETING AGENDA 1. Public Comments: a. Alice Finst — spoke regarding Mt. Terry Stewart, Interum City Manager. She stated that he was the most agreeable, friendliest, and most accommodating of all of the City Managers in the last 20-25 years. Mr. Stewart was the best candidate for the City Manager job. b. Mitch Katz, — advised that the day the City Manager interviews are scheduled is also "Delray Reads Day". He invited the candidates to come to the breakfast to see the City in action. Mayor Glickstein then closed public continents as there were no other speakers. 2. DISCUSSION AND SHORTLISTING SELECTION OF FINAL CITY MANAGER CANDIDATES: Colin Baenziget, with Colin Baenziget & Associates, Inc., introduced this item. He stated that there were eight (8) strong candidates. He recommended that the Commissioners select the top five (5) choices for candidates. Mr. Baenziget suggested that they start with a straw ballot then have the Assistant City Manager tally the votes but not tank the selections. Francine Ramaglia, Assistant City Manager, tallied the votes and gave the final number to Mr. Baezinger to read the results into record as follows: • Don Cooper — 3 votes • Andrea McCue — 3 votes • Terry Stewart— 3 votes • Mike Weeka — 3 votes • Robert Hernandez — 2 votes • Pat Salerno — 1 vote Mayor Glickstein asked should they try to get the five (5) candidates. Mr. Baezinger advised that was not necessary to get five (5) at this point. Mr. Hernandez could be an alternate. Mayor Glickstein stated that he wanted to keep it at the top five (5) since that was the stated goal. He asked Mr. Baezinger about the City's ranking in terms of recruiting for the of City Manager position. Discussion ensued regarding City Manager recruitment and the challenges that are often faced by municipalities. They discussed the impact of social media, media and the Sunshine Law. Ms. Jarjura questioned if having an Interim City Manager deterred the process. She commended Mr. Baezinger on the amount of material that was made available to them in their packets. Ms. Jarjura asked about having no negative references included in the packets for the candidates. N1r. Baezinger advised that if there were a lot of negative information, the candidate did not progress in the selection activity. He discussed how information was compiled. Mr. Baezinger advised that our recruitment process and its candidates ranked in the Wi percentile, which was very strong. He distributed a preliminary schedule with a timeline for recruitment of the City Manager. It was the consensus of the Commission that they proceed with the suggested schedule as presented by Mr. Baezinger.
