RE:January 12th Workshop –Development Application Process
On January 12th, the Planning & Zoning Department will present recommendations regarding
the City’s development application review process to seek direction from the City
Commission. The presentation will address the various development-oriented requests
(primarily related to site plans), the approval process and levels, and the boards. The
objectives of the recommendations are to:
improve the development application process;
establish greater process predictability and consistency; and
better manage the process and related expectations.
Attached are five graphics for review prior to the workshop presentation. These graphics,
explained below, illustrate the current process and proposed changes. The presentation will
go into slightly more detail and discussion regarding these changes along with other
recommendations regarding plats, signs, colors, and code relief.
Boards – Current make-up and information regarding the Planning & Zoning Board
(PZB) and the Site Plan Review and Appearance Board (SPRAB). The
recommendation is to combine these two boards into one. The Board would still have
seven members with the combined required qualifications for membership. The Board
would meet twice a month. The first meeting would deal with the comprehensive plan,
land development regulations, and policy-oriented planning items. The second
meeting would deal with development applications for land use, rezoning, site plans,
and plats.
Approval Levels – This graphic presents recommendations to the approval level for
the site plan “classes”. There are currently five site plan classes (I-V). The
recommendation is to convert to four classes with each class representing the
approval level required. The intent is to better communicate the level of approval by
the class and to elevate the required approval based on the actions required for the
request
o Class I – approved by the P&Z Department; includes landscape and sign plans
which comply with the Land Development Regulations (LDRs) and require no

waivers, color approvals based upon a pending color palette, awnings, and
change of uses which propose no site improvements.
o Class II – approved by the Development Services Management Group (DSMG)
with a staff recommendation; includes ROW/easement waivers, color and
awnings which require added review, additions/renovations to existing
structures that are not more than 25 percent of the gross square footage of the
building and not greater than 5,000 square feet, and change of use with site
modifications/no waivers.
o Class III – approved by the Planning & Zoning Board with a staff
recommendation; includes architectural elevations (except CBD), landscape
and sign plans with waivers, and site plans/amendments with no waivers not
within Class II.
o Class IV – approved by the Commission (combines current IV and V) with a
recommendation from the PZB or HPB; includes any site plan with the following
additional required Commission approvals – conditional uses, waivers,
ROW/easement dedications, agreements (workforce housing, parking in lieu, or
landscape maintenance).
Current Site Plan Process – this illustration is a simplistic representation of the site
plan approval process. It illustrates the prerequisite actions that must be made prior to
the site plan. Each one is typically done independently. The graphic also illustrates the
actions after the site plan is approved. Each one of these is also typically done
independently of the others. This creates a lengthy and cumbersome approval
process. In addition, it illustrates the plat process which includes a preliminary and
final plat review by the PZB prior to the Commission approval.
Site Plan Process Proposed – this graphic illustrates the process changes based
upon the previous proposed changes to the approval levels and boards. It is a more
linear process. Combined with the “Approvals” graphic described below, the process
should become more predictable and effectively streamlined.
Class V Approval Grouping – this graphic illustrates the “groupings” of approvals; for
projects requiring site plan approval which also include multiple additional actions for
approval, those site plans and additional actions will be considered together through
the review, recommendation, and approval stages. This will serve as a project
approval ensuring the actions approve all elements of the project at one meeting
rather than through multiple steps.
The workshop discussion will provide the direction necessary to transform these
recommendations into recommended amendments to the LDRs, specifically Chapter 2. This
effort is expected to require approximately four to six months.
