PUBLIC HEARING
5. Ordinance No. 42-87 - Bonardi Annexation. Second Reading and
PUBLIC HEARING relative to annexing a o. 49-acre parcel, subject
to R-lAA (Single Family Dwelling) District, located on the west
side of N. W. 4th Avenue between N. W. 9th Street and N. W. 11th
Street.
Recommendation: Assistant Planning Director recommends ap-
proval since the request is consistent with
the City's Land Use Plan.
Action: To adopt the Ordinance on Second Reading.
6. Ordinance No. 4,-87 - SaWl!:rass Construction Comoanv Annexation.
Second Reading and PUBLIC HEARING relative to annexing a 1.46-
acre parcel, subject to R-lAAA (Single Family Dwelling) Dis-
trict, located at the south end of Greenbriar Drive, on the west
side of the cul-de-sac, in the Woodvue Subdivision on the south
side of Germantown Road.
Recommendation: Assistant Planning Director recommends ap-
proval since the request is consistent with
the City's Land Use Plan.
Action: To adopt the Ordinance on Second Reading.
CONSENT AGENDA
7. Ratification of South Central Rel!:ional Wastewater Treatment and
Disoosal Board Action of Aoril 21. lq87. Consider ratification
of SCRWTD Board action relative to contract with Hazen and
Sawy~. for Engineering Services required for the Screening
Building Odor Abatement Project.
Recommendation: SCRWTD Board approved 7-0.
Action: Motion to ratify action.
*8. Contribution - Soil and Water Conservation District. Consider
request for $1,000 to assist in maintaining the District's pro-
gram and continued development of long range programs.
Recommendation: City Manager recommends approval.
Action: Motion to approve.
* 9. Lifel!:uard Towers. Consider award of contract to J. Bruce
Beattie, Inc., the contractor who built the three lifeguard
towers, for the construction of two additional lifeguard towers
for a total of $14,596, with funds to come from the 1986/87
budget.

*10. Blanket Purchase Order for Maenifloc Polvmer. Consider award of
contract to American Cyanamid Company, sole source, for an
estimated 60,000 pounds of polymer to be used in the process
treatment at the Water Treatment Plant. Projected cost not to
exceed $76,000/year, with funds to come from the 1986/87 budget.

*11. 10 Ton Dumo Truck - Public Works Deoartment. Consider award of
contract to Bill Wallace Ford, because of convenience of serv-
ice, in the amount of $27,224.25, with funds to come from the
1986/87 budget. This truck will replace vehicle No. 655, con-
sidered beyond economical repair.
Recommendation: City Manager concurs in recommendation of
the Acting Public Works Director.
Action: Motion to award contract.
*12. Waiver - Julv 4th Celebration. Consider request from the Delray
Beach Firefighter's Benevolent Association for waivers during
the July 4th Celebration for City permits which may be required
for the following: vending along City property east of A-l-A
(as they will have stands to sell hot dogs, Pepsi and potato
chips) and a waiver of the Noise Control Ordinances to permit
outdoor music.
Recommendation: City Manager recommends approval.
Action: 1. Motion to declare emergency under Section 2-9 of
the Code.
2. Motion to grant requested waivers.

*13. A-l-A Sidewalk Pro1ect. Consider award of contract to the low
bidder, Pathway Enterprises, Inc. in the amount of $149,058.25
for reconstruction of sidewalk along the entire public beach.
$100,000 is to come from the Recreation Impact Fund and
$49,058.25 from the Beach Restoration Fund interest earnings
which was approved by the Commission on July 8, 1986.
Recommendation: City Manager concurs in the recommendation
of the City Engineer.
Action: Motion to award contract.
*14. Ordinance No. 4q-87 - Sea Turtles. First Reading creating a new
section of the Code of Ordinances relative to sea turtles.
Recommendation: City Manager concurs in the recommendation
of the City Engineer.
Action: To pass the Ordinance on First Reading.

*15. Ordinance No. 41-87 Amendinl!: Zoninl!: Code Adult Conl!:rel!:ate
Livinl!: Facilities. First Reading amending Chapter 30 "Zoning"
of the Code of Ordinances to provide permitted densities.
Recommendation: Planning & Zoning Board and the Assistant
Planning Director recommend approval.
Action: To pass the Ordinance on First Reading.

*16. Ordinance No. 48-87 - Linpro Comoanv Rezoni..n&. First Reading
relative to rezoning a 6.78-acre parcel from LI (Light Indus-
trial) District to MIC (Mixed Industrial and Commercial)
District, located at the northeast corner of Congress Avenue and
Lowson Boulevard/S. W. lOth Street. It is designated I (Indus-
trial) on the City's Land Use Plan.
Recommendation: Planning & Zoning Board and Assistant Plan-
ning Director recommend approval.
Action: To pass the Ordinance on First Reading.
Note: If passed, Public Hearing June 23rd.
17. Contract for the Delrav Beach Elementarv School Pro 1ect. Con-
sider authorizing execution of contract between the City and Jan
Abell Kenneth Garcia Partnership.
Recommendation: Council action.
