Recommendation: City Attorney recommends approval. Action: To adopt the Ordinance on Second Reading. Second Reading and PUBLIC HEARING was postponed at the January 28th meeting and deferred to the February 11th meeting. 6. Ordinance No. 7-86 - Amendin9 Zonin9 Code - Beauty and Voca- tional Schools. Second Reading and PUBLIC HEARING amending Chapter 30 "Zoning" of the Code of Ordinances to allow beauty schools and several other vocational schools as a permitted use in the GC (General Commercial) District. Recommendation: Planning & Zoning Board and Planning Di- rector recommend approval. Action: To adopt the Ordinance on Second Reading. 7. Ordinance No. 9-86 - Amendin9 Code - License Fee for Hypno- tists. Second Reading and PUBLIC HEARING amending Chapter 15 "Licenses" of the Code of Ordinances relative to requlrlng hypnotists to comply with the requirements of Florida Statutes. Recommendation: Council action. Action: To adopt the Ordinance on Second Reading. 8. Ordinance No. 10-86 - Amending Code - Biddin9 Procedures for Nuisance Abatements. Second Reading and PUBLIC HEARING amending Chapter 13 "Health and Sanitation" of the Code of Ordinances relative to bidding procedures for nuisance abatements. Recommendation: City Clerk recommends approval. Action: Motion to approve telephone solicitation of funds from April 1st through April 15, 1986; personal contact from April 16th through April 30, 1986. * 13. Andover Sales Center - Buildin9 Permit Appl ication. Consider request from Andover Development Corporation for the City to issue a building permit pr ior to the actual recordation of the plat of Andover, Section 1 for which a plat approval has been given. In order to issue this permit, Council action is required. Recommendation: City Manager recommends approval. Action: Motion to authorize issuance of building permit. * 14. General Em1?loyees I Pension Plan. Consider ratification of the General Employees' Pension Plan to grant a one time across-the- board increase for current retirees of the plan with funds to come from the 1985/86 general fund budget. Action: Motion to approve. * 19. Nuisance Abatement. Resolution No. 6-86 assesses costs of abat- ing nuisances in accordance with Section 13-13 on 25 parcels. West Indian Manatee Protection. affirmative and immediate action reduce mortality rates in the West Resolution No. 7-86 requests by the State of Flor ida to Indian Manatee population. Reso- lution No. 8-86 requests Congressman Mica and other Congressmen who would be affected to consider extension of Federal parti- cipation in the beach renourishment programs in Palm Beach County. Consider con- ditional use approval request for First and First Plaza to allow a church and a masonic lodge to operate in an existing str ip commercial center, located west of S. W. 1st Avenue between Atlantic Avenue and S. W. 1st Street. It is zoned GC (General Commercial) and contains .77 acres. Recommendation: Planning & Zoning Board recommends approval and Planning Director recommends denial. Action: Council action. * 23. Conditional Use Extension Request - McChr istian Office Build- ing. Consider request for conditional use extension for one year to February 12, 1987 for MCChristian Office Building, a professional office development, located on the east side of Swinton Avenue, between N. E. 6th Street and N. E. 5th Street. Recommendation: Will be considered by Planning & Zoning Board on February 10th. Action: Motion to approve. * 24. Conditional Use Approval - Young Tiny Tots. Consider request for conditional use and site plan approval for Young Tiny Tots, to allow a day care facility in an R-IA (Single Family Dwelling) District, located on the west side of S. First Reading amending Chapter 9 "Buildings and Construction" of the Code of Ordinances by enacting a new Article IX "Coastal Construction Code" to provide minimum standards for the design and con- struction of buildings and structures to reduce the harmful effects of hurricanes and other natural disasters occurring along the coastal areas which front on the Atlantic ocean.
