Good evening. Thank you for being here. Before we hear your
suggestions for improving City services and facilities, let me review
the progress made last year toward the City's long range vision-
toward making Delray the place you have said you want it to be.
Since 1988, Delray Beach has emphasized strategic planning with
extensive citizen participation to identify issues and set our future
direction. Again, this past spring, the Commission reviewed and
refined our vision. Then, with assistance from many of you, five year
goals were set, as well as targets for the coming year. The vision for
Delray Beach in 2020 was reaffirmed as: Delray Beach will be a
'01arming Village by the Sea' with a Great World Class Beach, a
Vibrant Downtown, and a Community of Quality Neighborhoods and
Schools. Recreational and Cultural Opportunities Abound. People
Embrace Cultural Diversity. The City govemment provides
Exceptional City Services.
Aiming toward our vision for Delay Beach in 2020, our previous goals
were reaffirmed but reprioritized. Our 2010 goals are: Top Quality
Services, an Expanded and Diversified Local Economy, Quality
Neighborhoods, Community Unity, an Expanded Downtown and
Quality Educational Opportunities.

Much progress was made toward these goals in 2005.
The City Commission made Top Quality Services our first priority.
Our challenge is to develop the financial and human resources to
achieve this goal.
We finished fiscal 2005 with an operating surplus exceeding $2
million. Expenses were almost $500,000 under budget. Revenue
from building permits, sales tax, communications taxes and service
charges were stronger than expected. Still, we face challenges from
rapidly rising construction costs and the salary pressures of a tight
labor market.
Investments in technology help lower costs and improve service
delivery. By installing radio read water meters on the barrier island,
we can now read in three hours what formerly took six man days. We
also installed a new phone system and electronic document
management in the Police Department, new fleet management
software, and mobile data terminals for first line Fire/Rescue vehicles.
We are proud that the 2005 Digital Cities Survey recognized us for
the best Information Technology in the nation for cities our size. You
can inquire about and pay utility bills, apply for building permits and
schedule and track construction inspections over the internet or by
IVR. Both our City Code and Land Development Regulations are
available on-line, as well as Commission minutes, agendas and
backup material.

Quality services demand quality facilities. We completed the first
phase of our reclaimed water system, to irrigate our golf course, and
started construction on phase 2. We continue to replace two inch
water mains, and should complete this large project within three to
five years. The new Catherine Strong Park will open soon. Lake Ida
and Boy Scout Hut parks are under construction with Cornell Park
ready to start. Medians on Linton Boulevard and on Federal at Linton
have been refurbished. Several miles of sidewalk were constructed
to implement part of the Southwest Area Plan. More could have been
accomplished were it not for the extraordinary efforts diverted to
restore services and facilities after hurricane Wilma.
While discussing Top Quality Services, the City Commission focused
on values which will drive us toward that goal. These are
summarized as exceptional Service through your Performance by
acting with Integrity, being Responsible, taking Innovative action, and
practicing Teamwork. The Commission defined those employee
behaviors exemplifying these values. City staff is changing our
performance evaluation system to base it on how well employees
perform relative to these values. In this way we expect to further
improve our level of service to you as citizens.
Quality services and infrastructure help to attract new business
investment. This is essential to growing our property tax base and
other city revenues to remain financially strong. We are investing in
reconstruction of NW/SW 5th Avenue, to reinvigorate what was

historically the heart of our minority business community. Downtown
we have finished reconstruction of NE 4th Avenue, and further
beautification of Swinton is underway.
But, downtown is not our sole focus for economic development. With
assistance from the Florida Public Officials Design Institute, concepts
were outlined for redevelopment of the Congress Avenue Corridor
and the Four Corners area at Atlantic and Military. Both of these
locations offer opportunities for development of vacant land and
redevelopment of marginal or obsolescent commercial space. We
are working with both Office Depot and Palm Beach County on
options for their properties, including transit oriented development.
Our Planning staff is drafting overlay district regulations for the
Congress Corridor to encourage redevelopment. We hope to create
a setting for new business startups or for locating new office space to
attract a cluster such as internet technology or a bioscience spin-off
from Scripps Florida. These types of businesses would provide
consistent employment, regular wage gains, and opportunities for
personal advancement to our citizens.
The City, CRA, and Chamber of Commerce work together through
the Economic Development cooperative. The Cooperative's Director,
Mr. Randy Welker, is working to implement the retail cluster study
done by Mr. Blount Hunter for the downtown area. He also recruits
for vacant and obsolescent properties throughout the city. Special
efforts are devoted to Atlantic west of Swinton and to new space
being built in Pineapple Grove. Our Downtown Master Plan enables

investors to identify Delray as a community that clearly has a plan, is
working to implement its vision, and ultimately will provide a
substantial return on investment.
Delray Beach can attract new business and create new jobs because
our community has created an environment that is attractive and
embraces new urbanism. Delray's new urban lifestyle, characterized
as livable communities, attracts a creative workforce. Reliance on
the automobile is minimized because people can live near where they
work and play.
Economic development requires a workforce. With house prices
soaring, the need for workforce housing has grown as a major issue
throughout our region. Delray is a leader in dealing with this problem.
We have awarded our first density bonuses for including workforce
housing a new development. Working with the CRA we have set up a
land trust which will own land for housing and control future price
increases. They are already acquiring properties. Transit oriented
redevelopment of the County's property on Congress will include a
significant workforce housing component.
Quality neighborhoods also require quality infrastructure and
improvements remain a priority. In the Northwest and Southwest
neighborhoods, water, sewer, drainage, and street projects continue,
with sidewalks, provide drainage and new water lines. Improvement
projects are underway in Rainberry Woods and Chatelaine. The

major project to upgrade Osceola Park will start soon. All these
projects include beautification as well as infrastructure.
Neighborhoods north and south of Atlantic Avenue continue to offer
opportunities for infill and redevelopment. Many infrastructure
projects implement portions of the Southwest Neighborhood Plan and
funding support form the CRA. In addition to underground utilities
and sidewalks, we will build pocket parks, and a Neighborhood
Resource Center will be opened on SW 12th Avenue. We are
working with the CRA and the Housing Authority on redevelopment of
Carver Estates. Crumbling homes in Carver Square have been
acquired and that site will be redeveloped. Finally, the CRA will build
an affordable townhouse project in the 100 block of SW 14th Avenue.
Neighborhoods must also be safe. So our Police continue to
emphasize community and problem oriented policing, aided by
citizens on patrol, taking responsibility for each other. We are
pleased that crime dropped 12% last year as shown on this graph of
crimes for the last five years. The dark blue line is 2005. Initiatives
like the Youth Crime Prevention Summit, midnight basketball, and the
Youth Vocational Charter School continue to give young people
positive alternatives to criminal activities and assist neighborhood
residents in bettering themselves.
Our Fire/Rescue Department, working with Environmental Services,
was able to retain our Class 2 ISO rating, placing us in the top 1 % of
Fire Departments nationwide. We also replaced two rescue vehicles

and one fire truck this year to maintain top reliability for our Fire and
EMS fleet.
Our fourth goal is Community Unity. The Commission and staff work
continuously to reinforce the concept of Delray Beach as one
community. We must all work together for improvement to happen.
As I mentioned, citizens review our goals and help set targets for the
coming year. Mayor Perlman meets periodically with groups of
citizens to discuss various issues. All our commissioners keep
themselves available for citizens bye-mail, telephone and
appointments. Our Residents Academies and Citizen's Police
Academies provide information, resources, and tools for residents to
become knowledgeable community members and effective
neighborhood leaders.
Scores of residents worked on the Chatelaine, Osceola Park, and
Rainberry Woods plans currently being implemented. Design
guidelines for two large neighborhoods on the barrier island were
developed with participation by hundreds of residents. The
guidelines, adopted early last year, ensure that new residences are
compatible with their surroundings. We hope that other
neighborhoods will ask for similar guidelines.
Each neighborhood is different. We respond to these differences with
specific plans, and strategies addressing issues important to each
different neighborhood. But such differences must not lead to
division. That is why we continue events like Community Pot Luck

Dinners, to bring together neighborhoods normally having no contact,
and support special events to highlight various cultures comprising
our community.
That is also why we started the RAC.E. initiative. Through this
initiative we are developing strategies for more positive relations
between various races and ethnic groups. The RACE report
identified numerous issues based on two large public meetings and
dozens of individual interviews. Following the tragic death of Jerrod
Miller, a Mayor's Advisory Committee on RACE was created to help
us deal with issues which crystallized following that event. With the
advice of this committee, we had an outside review of our use of
force policies and created a Police Advisory Board. To improve
understanding and communication, the Committee started Study
Circles, bringing together diverse groups to discuss racial issues in a
safe, small group setting. The Committee continues to advise on
other issues identified in the RACE report.
None of these efforts will bear fruit without good communication. We
continue to make more information about the City available on our
web site, through increased media coverage, and News for
Neighborhoods in your utility bills. You can ask a question, make a
comment, or file a complaint under .Share Your View" on our web
site. You can also sign up to have agendas, minutes, and other
documents e-mailed to you automatically. A new initiative with BRET
will provide informative TV programming such as tonight's
presentations, over cable channel 98.

Downtown Delray is a focal point of our community identity. After
reviewing some redevelopment proposals in 1998 and 1999, the
Commission realized that what our LDR's allowed did not fit our
future vision. The Regional Planning Council helped us create a
Master Plan to guide redevelopment of the downtown area - to keep
our downtown a unique, interesting place. Hundreds of citizens
participated in numerous charettes and public meetings to develop
the Downtown Master Plan. Implementing design guidelines,
adopted in 2004, ensure future building forms that reinforce our
citizens' vision of a city of urban amenities with a small town feeling,
pedestrian friendly streets, and areas of special character. Because
of the lead time involved, building existing or under construction today
are all pre-design guidelines. Only in 2006 will we begin seeing the
new designs now required.
Because our downtown is an interesting and unique destination, it
requires more parking and better access. The library and courthouse
parking garage, open for public parking for special events and on
Thursday, Friday, and Saturday evenings, added 538 parking spaces.
East of Old School Square we start construction next month on a
second garage with 500-600 spaces. Our Planning Department has
a draft plan for two or three additional parking facilities further east.
To improve access, we have awarded construction contracts to
convert NE and SE 1st Streets to two-way again.

But people will not come downtown unless it is clean, attractive, and
safe. With CRA funding, we now have two police officers dedicated
to the downtown, an electrician whose first priority to decorative street
lights and parking lot lights, and a crew dedicated to keeping the area
clean and attractive with well maintained and colorful landscaping.
You will see major improvement this year.
All these projects help attract more diverse businesses. Our
recruitment efforts are focused on filling the needs identified in the
Blount Hunter Cluster Study referred to earlier. A better mix will draw
more residents and others downtown as they can find what they need
here. Commercial space in Atlantic Grove is now largely open for
business. These new businesses fronting on the sidewalk and our
new library will draw pedestrians. Completion of NW/SW 5th Avenue
later this year will strengthen existing minority owned businesses and
institutions, and provide new locations. Art features included in the
design, as well as those at the courthouse, will attract walkers further
west to this attractive and unusual street.
Now let's turn to education, an area not traditionally a responsibility of
Florida municipalities. But, in the mid 1980's realtors were
complaining that they could not sell homes in Delray because of the
poor reputation of our schools. New businesses need and look for an
educated work force and quality schools. So beginning with the
Sharing for Excellence in Our Schools program in the late 1980's,
Delray has partnered with the School District to improve our schools.

Landmark facility improvements came this year with Spady
Elementary moving in to new buildings, and the new Atlantic High
School opening this past fall. Some 2,500 students attend this
central community facility. For the first time since the 1960's, most
Delray students attend high school here, reinforcing our sense of
community. The school includes vocational "career academies" for
500 students, supporting our goal of having vocational training readily
available for our residents. The construction academy will actually
build a new house on NW 12th Avenue.
The City, Palm Beach County, and the School District have jointly
planned future use of the old high school site. Aquacrest Pool
facilities will be refurbished and expanded and a complex of soccer
fields developed. A new middle school should be in place in 2010.
Before being demolished, the old school will house Plumosa
Elementary and an out of town elementary while new buildings are
built on their current sites.
While modern, functional buildings are important, students learning is
our utmost concern. We were especially excited and gratified when
Atlantic High School was ranked 18th among America's top high
schools, and S.D. Spady was named the top Montessori School in
the United States. To help improve academic achievement, the city
provides both financial and staff support for Head Start and for
tutoring in our after school programs. Our Principal for a Day
Program continues to foster business involvement and support for our
schools.

In southwest Defray, Village Academy will be expanded this coming
year to add the middle school grades as the next step toward having
all 12 grades on this site. We have worked with Community
Coordinated Child Care to make the Beacon Center at Village
Academy a model. This program reinforces the academic day for
375 children, with wrap around services for their families. The
Beacon Center is designed to help the children and families
overcome factors in their background and environment which have
typically led to poor academic achievement.
Our city has ambitious goals and we continue to move toward them.
Again this coming year more exciting projects we have worked on for
several years will cone to fruition building a stronger community with
excellent facilities.
I have only skimmed the surface of what was accomplished last year.
So, be sure to read our Annual Report, available in the lobby.
