· 19. Site Plan and Conditional Use Approval - Delray Plaza.
Consider site plan approval to allow all, 730 square foot
addition to Delray Plaza, an existing shopping center and
conditional use approval to allow alternate off-street
parking. The subject property is located east of Federal
Highway, between Tropic Boulevard and LaMat Avenue.

26._ Cancellation of Lease - Citv of Delray Beach/Kiwanis Club.
Recommendation: Council action.
Action: Motion to declare that the property described in
the 1948 lease has not been used by The Kiwanis
Club of Delray Beach, Florida for any purpose for
a reasonable period of time since the date of the
lease (July 26, 1948), and that the City of
Delray Beach needs this property for a worthy
civic, public or charitable purpose, and that the
lease is therefore declared terminated within
ninety days of the date of said decision and
notification.
27. Absentee Ballots for March 1984 Citv Election. Consider
author izing the Supervisor of Elections I 'off ice to handle
the distribution and tabulation of absentee ballots for the
March 1984 City Election.

service agreement with William F. Mitchell, individually
and as Trustee for a 7.1-acre parcel of land located on the
west side of Military Trail and south of Linton Boulevard.
The property is vacant and the proposed use is for
commercial and office use. The property is not contiguous.

31. Details--Water & Sewer Bond Issue. Consider authorizing
the Administration to obtain details for the proposed Water
and Sewer Bond Issue.

32. Enoineerino Support. Consider retaining Russell & Axon to
perform the engineer ing service for the Bond Issue, with
payment to come from the Bond proceeds.

Reynolds, Inc. to perform Fiscal Agent Services for the

34. Bond Counsel. Consider retaining the firm of Mudge, Rose,
Guthrie & Alexander as the City's New York Bond Counsel for
the Water & Sewer Bond Issue, with payment to come from
the Bond proceeds.

35. Study Relative to Apportioning Costs Associated with the
Pro9osed Water & Sewer Bond Issue. Consider retaining
Ernst & Whinney to perform an evaluation relative to
apportioning the costs to be paid for with the proceeds of
the Water & Sewer Bond Issue as well as the costs
associated with the issue itself to current and potential
users of the systems.

Heights. First Reading, amending Chapter 30 "Zoning" of
the Code of Ordinances relative to providing for
establishment of building height and parking and loading
requirements when property is rezoned to SAD (Special
Activities District) .
