Second Reading and Public Hearing amending Chapter 30 "Zoning" of the Code of Ordinances to reduce the parking requirements for business and professional offices having a total floor area in excess of 3,000 square feet. Consider request for two additional weeks of religious services for Evangelism for Christ Church from March 3rd through March 16, 1984. Recommendation: Council action. Consider request for a 40x160 foot tent to be erected at Scarlett 0' Hara parking lot, Old Harbor Plaza, on St. Patrick's Day, March 17th. Recommendation: Director of Development and Inspection/ CBO recommends approval. Action: Motion to approve. *.14. Enabling A9reement Community Develo9ment Block Grant Proaram. Consider authorizing execution. of Enabling Agreement between the City and Palm Beach County for City participation in Community Development Block Grant Program. Consider authorizing execution of an agree- ment between the City and Russell & Axon to provide an engineering report for inclusion in the bond document for the expansion of the City's Water & Sewer systems at a cost of $12,000. Funds are to come from the 1983-84 budget with reimbursement from the sale of anticipated bonds. Recommendation: City Manager recommends approval. Action: Motion to authorize execution of agreement. * 18. Sanitary Sewers and Water Utilities. Resolution No. 16-84 accepts sanitary sewers and water utilities as operational as recorded in the plat of Rainberry Bay, Section 6. Recommendation: Director of Public Utili ties recommends approval. Action: Motion to adopt Resolution. * 19. Nuisance Abatement. Resolution No. 17-84 assesses costs on 27 properties in accordance with Sections 13-12 and 13-13 of the Code. Rezonina Request - Southeast corner of Atlantic Avenue and Congress Avenue (Shell Oil Company). Resolution No. 19-84 requests permission from the Palm Beach County Board of Commissioners to rezone land annexed from CG (General Commercial) (County) to GC (General Commercial) (City) . Consider award of a contract to Southern Pipeline to complete re- location of a 10" water main and fire hydrants along Linton Boulevard in the vicinity of the west entrance to Shadywoods Subdivision. FOP Impasse Resolution Hearing. Consider setting the date for holding the FOP impasse resolution hearing. Recommendation: Council action. *. 28. Ordinance No. 13-84 - Shell Oil Company Annexation. First Reading relative to annexing a 0.6-acre parcel subject to GC (General Commercial) to allow the addition of a pump island and canopy to Shell Oil Station, an existing gasoline station. The property is located at the southeast corner of Atlantic Avenue and Congress Avenue. Recommendation: Planning & Zoning Board approved 7_0. Action: To pass the Ordinance on First Reading. First Reading relative to changing the City's Land Use Plan Designation in the Comprehensive Plan for a parcel of land located at the southeast corner of Atlantic Avenue and Congress Avenue (Shell Oil Company) . Recommendation: Planning & Zoning Board approved 7-0. Action: To pass the Ordinance on First Reading. Note: If passed, Public Hearing March 27th. * 30. Acceotance of Easement Deed from Delrav West Plaza Partners. Ltd. Consider acceptance of an easement deed from Delray West Plaza Partners, Ltd. (Scotty's), located east of Military Trail. Council approved a water service agreement on September 26, 1983 for Scotty's, subject to receipt of a utilities easement. Recommendation: Public Utilities Director approval.
