7. Ordinance No. 30-84 - Zoning Ordinance Amendment - Professional
Offices within the RM-15 Zoning District. Second Reading and
PUBLIC HEARING amending Chapter 30 "Zoning" of the Code of
Ordinances to allow professional office uses as currently
allowed in the RM-IO (Multiple Family Dwelling) District.
Recommendation: Planning & Zoning Board approved 6-1 (Wallin
dissenting) .
Action: To adopt the Ordinance on Second Reading.
8. Ordinance No. 31-84 - Zoning Ordinance Amendment - Townhouses
and Townhouse Developments. Second Reading and PUBLIC HEARING
amending Chapter 30 "Zoning" of the Code of Ordinances to
clarify the definition of townhouse to require that townhouses
be conveyed along with the lot occupied by the dwelling unit.
Recommendation: Planning & Zoning Board approved 6-0.
Action: To adopt the Ordinance on Second Reading.
9. Ordinance No. 34-84 - Internal Audit Committee Oualifications.
Second Reading and PUBLIC HEARING amending Chapter 2
"Administration" of the Code of Ordinances to expand the
qualifications of members of the lAC to include persons with
expertise applicable to personnel matters, business
administration or management.
Recommendation: Council action.
Action: To adopt the Ordinance on Second Reading.
10. Ordinance No. 35-84 - Zoning Ordinance Amendment - Definition
of Family. Second Reading and PUBLIC HEARING amending
Chapter 30 "Zoning" of the Code of Ordinances to modify the
definition of family.
Recommendation: Council action.
Action: To adopt the Ordinance on Second Reading.
11. Ordinance No. 36-84 Amendina Code - Water Rate Charges.
Second Reading and PUBLIC HEARING amending Chapter 29 "Water
and Sewer" of the Code of Ordinances relative to increasing
water rate charges.

CONSENT AGENDA
Pre-Construction and Final Acceptance - Beach Prof iles. Con-
sider authorizing Arthur V. Strock & Associates, Inc. to
conduct pre-construction and final acceptance of beach profiles
for the 1984 beach maintenance nourishment project in the
amount of $14,150. Funds are to come from the erosion control
fund.
Recommendation: Director of Public Works/City Engineer recom-
mends approval.

ject to the conditions stated in the at-
tached memorandum.
Action: Motion to approve.
Final Plat Aporoval - Tropic Isle. Section Seven. Consider ap-
proval of final plat for Tropic Isle, Section Seven, located
east of Tropic Bay Condominium, between Fern Dr ive and the
Lisbon Canal.
Recommendation: Planning & Zoning Board approved 7-0, sub-
ject to the condition stated in the attached
memorandum.
Action: Motion to approve.
16. Fine and Coarse Paper - All City Departments. Consider award
of contracts for coarse paper products to be split among three
bidders; St. Lucie Paper, Palm Beach Paper Company and Cleve-
land Cotton Products in the approximate amount of
$22,082.92. Consider award of contracts for fine paper
products to be split among two bidders; Decora and Jim Walters-
Knight Division in the approximate amount of $7,084.00. Funds
are to come from each department's expense fund for off ice
supplies.
Recommendation: City Manager and Finance Director recommend
approval.

17. Citv Hall parkina Lot. Consider award of a contract for Phase
I to Campanella Corporation in the amount of $37,305 to
rework and resurface existing northeast and northwest parking
lots and install drainage. The City's portion of the work is
$8,000 for a total cost of approximately $45,000.
Recommendation: Director of Public Works/City Engineer recom-
mends approval.
Action: Motion to approve.

18. Reauest for Solicitation of Funds - Palm Beach TRY Center.
Recommendation: City Clerk recommends approval.
Action: Motion to approve solicitation of funds from June
1st through June 15, 1984.

Odor Control Evaluation Study. Consider author izing an odor
control study for the wastewater collection system throughout
the City by Russell & Axon at an estimated cost of $17,460.
This does not include payment of map services which are
estimated at $1,560 and paid directly to the lab by the City.
Funds are to come from the 1983-84 budget.
Recommendation: Director of Public Utilities recommends ap-
proval.
Action: Motion to approve.
Relocation of Force Main 60. Consider authorizing engineering
services by Russell & Axon in preparation of plans and speci-
fications for the extension of Force Main 60 from Military
Trail to Dover Road. Construction cost for the project is
estimated at approximately $175,000 with Russell & Axon fees at
$27,400. Funds are to come from the 1983-84 budget.
Recommendation: Director of Public Utilities recommends ap-
proval.
Action: Motion to approve.
Rezoning Request - North of Avenue "L" between South FedeLll.
Hiahway and Dixie Highway ISherwood Honda). Resolution No. 43-
84 requests permission from the Palm Beach County Board of
Commissioners to rezone a 4.69-acre parcel to be annexed from
CG (General Commercial) (County) to SC (Specialized Commer-
cial) (City) .
Recommendation: Planning & Zoning Board approved 4-0 (Ellis
abstaining) , subject to the conditions
stated in the attached memorandum as well as
the additional condi tion recommended by the
City Planner.
Action: To adopt the Resolution.
Amendment No. 4 to Refuse Contract. Consider authorizing
execution of Amenqment No. 4 to the Refuse Contract.
Recommendation: Council action.
Action: Motion to approve.
23. Beach Pavilion. Consider award of a contract for the beach
pavilion to the low bidder, Brown and Bush, Inc. in the amount
of $28,500. Funding could come from the Beach Restoration
Fund, $15,488 of which was transferred from the 1982-83 Parks &
Recreation operating budget.
Recommendation: Council action.

24. Aopointments - Delray Beach Human Relations Committee. Con-
sider ratifying the appointments of Alfred Straghn, Gertrude
Green and William Whigham as members of the Delray Beach Human
Relations Committee to terms ending March 15, 1986.

and Townhouse Developments. First Reading amending Chapter 30
"Zoning" of the Code of Ordinances relative to site and indi-
vidual townhouse lot requirements.

Ordinance No. 38-84 - Gulfstream Building Rezoning. Conditional
Use and Site Plan Approval. First Reading relative to rezoning
a 1. 39-acre parcel, subj ect to SAD (Special Actiovi ties
District) and the further conditional use and site and develop-
ment plan approval for the Gulfstream Building. The property
is located at the northwest corner of N. E. 8th Street and
Andrews Avenue.
