7. Ordinance No. 78-84 - Brooks Annexation. Second Reading and
PUBLIC HEARING relative to annexing a 0.20-acre parcel, subject
to RM-IO (Multiple Family Dwelling) District, located on the
west side of Florida BOUlevard, between LaMat Avenue and Avenue
"J".
Recommendation: Planning Director recommends approval.
Action: To adopt the Ordinance on Second Reading.
8. Ordinance No. 81-84 - Site Plan Modification - Pelican Harbor
Shoooes. Second Reading and PUBLIC HEARING amending Ordinance
No. 43-81 which established a SAD (Special Activities District)
for Pelican Harbor Shoppes relative to increasing the floor
area from 13,400 square feet to 13,646 square feet, redesigning
the buildings into a single structure, and reorienting the
parking from the rear to the front of the building. The
property is located at the northeast corner of South Federal
Highway and Tropic Isle Drive.
Recommendation: Planning & Zoning Board approved 7-0.
Action: To adopt the Ordinance on Second Reading.

*13. Change Order - Interim Golf Course Wellfield Test Wells. Con-
sider approval of increase in Change Order #4 from Diversified
Drilling Corporation in the amount of $3,988.81 for a total
price of $187,690.38 for chlorination of wells 7W and 14W, ad-
ditional pumping test well 14W and rental of 500 lineal feet of
discharge pipe. Funds are to come from 1983 Water & Sewer
Revenue Bonds.

Extension of Site Plan Aooroval - Southridge Condominium. Con-
sider request for extension of the time limitation for site
plan approval for Southridge Condominium, an approved 37-unit
multiple family project, located at the northeast corner of
Linton Boulevard and S. W. 8th Avenue, if extended south. The
current approval will expire October 26, 1984. (Memorandum
from the Planning Director will be distributed to Council at
Tuesday night's meeting.)

Lease Agreement between the City and American Le9ion Post 188.
Consider authorizing execution of amended agreement between the
City and American Legion Post 188 AKA Sherman Williams Post to
extend the property covered by the lease agreement to include
two adjacent lots to be used for additional parking in
connection with American Legion activities.

*17. Annexation Reauest - North Side of West Atlantic Avenue. be-
tween Hiqh Point Boulevard and The Hamlet Shopoes (Paper).
Resolution No. 86-84 requests permission from the Palm Beach
County Board of Commissioner s to rezone a 2. 28-acre parcel,
subject to POI (Professional, Office and Institutional Dis-
trict) . It is zoned AR (Architectural Residential) in the
County and is designated SF (Single Family) on the City's Land
Use Plan.
Recommendation: Planning & Zoning Board approved 6-0.
Action: To adopt the Resolution.
*18. Reolacement Bond for Beach Improvement Bond. Resolution No. 87-
84 authorizes the issuance of replacement bond for a issue of
bonds designated "City.of Delray Beach, Florida Beach Improve-
ment Bonds" dated February 1, 1972.
Recommendation: Council action.
Action: To adopt the Resolution.
*19. Nuisance Abatement. Resolution No. 88-84 assesses costs for
abating nuisances in accordance with Sections 13-12 and 13-13
on 39 parcels.
Recommendation: City Clerk recommends approval.
Action: To adopt the Resolution.
* 20. Establishment of ICMA Retirement Trust. Resolution No. 89-84
establishes an ICMA Trust for certain City personnel with the
International City Management Association Retirement Corpo-
ration.
Recommendation: Council action.

*21. Annexation Reauest - West side of N. E. 9th Avenue between N.
E. 8th Street and Bond Way (Jenninas). Resolution No. 91-84
requests permission from the Palm Beach County Board of Com-
missioners to rezone a 0.23-acre parcel, subject to GC (General
Commercial) District. It is zoned CS (Specialized Commercial)
in the County and MF-IO (Multiple Family) on the City's Land
Use Plan.
Recommendation: Planning & Zoning Board approved 6-1 (Wallin
dissenting), subject to the conditions set
forth in the attached memorandum.
