16-611 DISCUSSION/SELECTION OF CITY ATTORNEY

A Workshop Meeting of the City Commission of the City of Delray Beach,
Florida, was called to order by Mayor Cary Glickstein in the Commission
Chambers at City Hall at 5:00 p.m., on Tuesday, June 14, 2016.

Also present were - Donald B. Cooper, City Manager
Noel Pfeffer, City Attorney
Chevelle D. Nubin, City Clerk
Mayor Glickstein called the Special meeting to order and announced that it
had been called for the purpose of considering the following Item:
Deputy Vice Mayor Jarjura spoke regarding the process and outside
counsel.
Commissioner Petrolia spoke regarding outside counsel and where she
stands on this issue.
Commissioner Katz spoke regarding the process and outside counsel.
Discussion continued regarding the process and outside counsel; and a
proposal that was received regarding outside counsel.
Mayor Glickstein discussed why he called the special meeting; and the role
of outside counsel when working with a city attorney. He also stated that at
the end of the interviews he felt the city had two good candidates to choose
from and stated there are too many unanswered questions. Mayor
Glickstein commented on the recruiter and this process.
Deputy Vice Mayor Jarjura commented stating that she spoke with the
recruiter who is willing to offer 50% of her fees back to the city.

Mayor Glickstein suggested that the city conduct an open RFP with the City
Attorney drafting the RFP.
There were further comments regarding the S. Renee Narloch &
Associates work product. He stated he feels the process should remain
open. Mayor Glickstein stated if it is the City Commission's consensus on
the dais, that Mr. Pfeffer be charged with drafting an RFP and referenced
some specifics that should be included in the RFP to mirror the department
as it exists today as well as how the department can function more
efficiently.
Deputy Vice Mayor Jarjura expressed apologies to the candidates who
applied and the individuals who are currently working in the City Attorney's
Office.
Mayor Glickstein discussed the individuals that remain in the City
Attorney's Office in terms of the RFP.
Commissioner Petrolia asked if the City Commission will be able to review
the RFP prior to it being sent out.
Mr. Donald B. Cooper, City Manager, asked if the City Commission would
like for him to contact the candidates who applied to inform them that they
are no longer under consideration at this time.
Further discussion ensued regarding retaining Mr. Noel Pfeffer.
Commissioner Katz thanked IT and the City Clerk for setting him up to
participate in the meeting via Skype. He discussed the ways proposals can
be submitted whether outside counsel or a hybrid of internal and outside
counsel.
Mayor Glickstein adjourned the meeting at 5:46 p.m.
