K1 A Special Meeting of the City Commission of the City of Delray Beach, Florida, was called to order by Mayor Cary Glickstein in the Commission Chambers at City Hall at 8:15 a.m., on Friday, June 10, 2016. Roll call showed: Present - Commissioner Shelly Petrolia Vice Mayor Alson Jacquet Commissioner Mitchell Katz Deputy Vice Mayor Jordana Jarjura Mayor Cary Glickstein Absent- None Also present were - Donald B. Cooper, City Manager Noel Pfeffer, City Attorney Chevelle D. Nubin, City Clerk Mayor Glickstein called the Special meeting to order and announced that it had been called for the purpose of considering the following Item: The City Commission conducted group interviews of the candidates (Melissa Anderson, Pam Booker, V. Lynn Whitfield and Phillip Sherwin) asking various questions. Discussion ensued regarding what the City Commission would like to do in terms of their choices of candidates. The City Commission decided to reduce the candidates down to two persons. Vice Mayor Jacquet and Deputy Vice Mayor Jarjura stated their top two candidates are Ms. Whitfield and Ms. Booker. Commissioner Petrolia stated she does not feel the City Commission is going in the right direction and it is her understanding that the city could get outside counsel for what the city is paying or less. Commissioner Katz stated his choices are Ms. Whitfield, Ms. Booker and Ms. Anderson. Mayor Glickstein stated his two choices are Ms. Booker and Ms. Whitfield. He stated he did not feel the City Commission received a fair analysis regarding outside counsel. Discussion ensued regarding the transition of the City Attorney. Vice Mayor Jacquet left the dais and meeting at 3:45 p.m. The City Commission will scheduled a meeting prior to next Tuesday's workshop. Mayor Glickstein stated he would like more time to understand how the candidates would work with others in the city and suggested that due to urgency there is a smoother transition than current. Deputy Vice Mayor Jarjura stated she is very disappointed with the process and provided comments. She stated she feels it would be prudent for Ms. Narloch to offer a discount to what the city is paying her. June 10, 2016 Commissioner Petrolia stated she concurs with comments that have been stated. Ms. Narloch explained next steps in the process regarding background checks and references. Mayor Glickstein suggested that by Monday if the background checks for the candidates are not completed by 5:00 p.m. or before the close of business, that the meeting will be rescheduled. Commissioner Petrolia asked questions regarding the information that was provided to the City Commission about fees and numbers for outside counsel. Discussion ensued regarding outside counsel fees and tracking the hours the City Attorney's office spends with other City Departments.
