Action: Motion to discontinue the pilot cart program in the northwest area and move the carts to the southwest area. * 22. A2reement between the Citv and the American Red Cross. Consider authorizing execution of joint operating agree- ment between the City and the Palm Beach County Chapter of the American Red Cross relative to responsibilities during a natural disaster. Recommendation: City Manager and Fire Chief recommend ap- proval. Action: Motion to authorize execution of agreement. REGULAR AGENDA * 23. Beach Erosion Control. Resolution No. 2-83 authorizes sub- mission of an application to the Department of Natural Resources for allocated funds to monitor the beach erosion control project Recommendation: City Engineer recommends approval. Action: Motion to adopt the Resolution. 24. St. Patrick's Day Parade. Consider establishing the hours for the St. Patrick's Day Parade to be held on Saturday, March 12th. Staff recommends 11 a.m. Recommendation: City Manager and Police Chief recom- mend approval. Action: Motion to establish the hours for the parade. 25. Reoresentative for Testin2 Automatic Tabulatin2 Eouio- ~. Consider designating a Council Member as a repre- sentative for the testing of the automatic tabulating equipment relative to the Delray Beach Municipal Election which will be held Tuesday, March 1, 1983. Recommendation: Council action. Action: Designate Council Member as representative. * 26. Invoice from Edward Stone and Associates. Consider au- thorizing payment of invoice to Edward Stone and Associates for services rendered in preliminary design of Barwick Park. Recommendation: City Manager recommends approval. Consider approving request for the Gold- coast All American Soap Box Derby on Linton Boulevard Bridge on Saturday, July 2nd (rain day-July 3rd). Recommendation: Police Chief, Fire Chief and Assist- ant City Engineer recommend approval. Action: Motion to approve request for Soap Box Derby. * 28. 8th Street Brid2e. Recommendation: Council action. Action: Motion to authorize the City Attorney's office to institute appropriate appelate proceedings. 29. Amendments to the Civil Service Act. Recommendation: City Attorney recommends approval. Action: Motion to approve and recommend to the Florida Legislature and the local Legislative Dele- gation the adoption of certain amendments to the City of Delray Beach Civil Service Act. * 30. TeleDhone Svstem. Consider authorizing purchase of tele- phones in the amount of $8,000, with funds to come from the City Hall construction account. Telephones will be used in the new City Hall and Public Works Complex. Recommendation: City Manager and City Engineer recom- mend approval. Action: Motion to authorize purchase of telephone system. * 31. Additional TeleDhone Conduits in Citv Hall. Consider change order increasing the contract price by Cox Palmer Construction Corporation in the amount of $5,775, with funds to come from the City Hall con- struction account. This change order adds addi- tional telephone conduits to provide direct con- nection to each telephone. Recommendation: City Manager and City Engineer recom- mend approval. Action: Motion to authorize the change order. 32. Tamiami Tile Si2n Violation Matter. Recommendation: Council action. Action: Motion to remove stay of prosecution and to decline modifications to subject Sign Code provisions. 33. Final Pavment on Wells ~W and 6W and Water Mains. Con- sider authorizing final payment to Meredith Corporation for completed work on Wells 5W and 6W and Water Mains in the amount of $25,550.15, with funds to come from water and sewer constrqction. Consider accepting a l2-foot long easement from OTR, a Ohio General Partnership, located at the northeast corner of Germantown Road and Congress Avenue, for a right-of-way for sewer lift station operation. Recommendation: Public Utilities Director recommends approval. Action: Motion to accept easement. * 40. Ordinance No. 1~-8~ - Zonin2 Ordinance Amendment _ Gaso- line Stations. First Reading amending Chapter 30 -Zoning- of the Code of Ordinances to increase the width of curb cuts permitted for gasoline stations from 24 feet to 35 feet. Recommendation: City Engineer and Planning Director recommend approval. Action: To pass the Ordinance on First Reading. Note: If passed, Public Hearing February 22nd. * 41. Ordinance No. l5-8~ - Hi2h Point Water Tower Annexatio~. First Reading relative to annexing an unimproved 0.5-acre parcel of land to be used for the location of a future storage tank, located south of the L-32 Canal, between High Point Boulevard North and Davis Road, subject to R-1AA (Single Family Dwelling) District. Recommendation: Planning Director recommends approval. Action: To pass the Ordinance on First Reading. Note: If passed, Public Hearing March 8th. AGENDA 2-8-83 Page 5 * 42. Trash Truck #~~. Recommendation: City Manager and City Engineer recommend approval. Action: Motion to authorize the City Manager to sell trash truck #33 to Certified Welding Engineers, Inc. for $1,000.
