BUDGET CONSIDERATION
* 7. Levvina of Tax Rate. PUBLIC HEARING and adoption of Reso-
lution No. 84-83 relative to levying a tax on all properties
within the City.
Recommendation: City Manager and Finance Director recom-
mend approval.
Action: Motion to adopt the ResOlution.
8. PUBLIC HEARING on the Federal Revenue Sharing.
* 9. ADDropriations for the 1983-84 Budaet. PUBLIC HEARING and
adoption of Resolution No. 85-83 relative to making appro-
priations of sums of money for all necessary expenditures
of the City from October 1, 1983 to September 30, 1984.
Recommendation: City Manager and Finance Director recom-
mend approval.

10. Ordinance No. 65-83 - The Rod and Gun Club Annexation.
Second Reading and PUBLIC HEARING relative to annexing a
1.51 acre parcel of land, subject to SAD (Special Activi-
ties District), located north of West Atlantic Avenue be-
tween Barwick Road and Hamlet Drive, if extended north.

12. Ordinance No. 67-83 - Amendin9 Code - Internal Audit Commit-
~. Second Reading and PUBLIC HEARING amending Chapter 2
"Administration" of the Code of Ordinances to increase the
number of regular and alternate members of the IAC.
Recommendation: Council action.
Action: To adopt the Ordinance on Second Reading.

* 15. Extension of Conditional Use A~oroval - Shuler's Memorial
Chaoel. Consider request for conditional use approval ex-
tension for Shuler's Memorial Chapel for one year, to
September 28, 1984. Subject property is located at the
southwest corner- of West Atlantic Avenue and S. W. 6th
Avenue.
Recommendation: Planning & Zoning Board approved, 5-0,
subject to condition stated in attached
memorandum.
Action: Motion to extend conditional use approval.
* 16. ~onina Reauest - North of West Atlantic Avenue between
Barwick Road and Hamlet Drive. if extended north (Patricia
M. Jones. applicantl. Resolution No. 86-83 requests per-
mission from the Palm Beach County Board of Commissioners
to rezone land annexed from CN (Neighborhood Commercial)
(County) to SAD (Special Activities District) (City) .
Recommendation: Planning & Zoning Board approved 7-0
Action: Motion to adopt the Resolution
* 17. Nuisance Abatement. Resolution No. 89-83 assesses costs for
abating nuisances on five properties in accordance with
Sections 13-12 and 13-13. These are delinquent accounts and
this places a lien on the properties.
Recommendation: City Clerk recommends approval.
Action: Motion to adopt the Resolution.
* 18. Lift Station and Force Main Acceotance. Resolution No. 90-83
accepts the lift station and force main as operational as
recorded in the plat of Terraces at Centre Delray.
Recommendation: Director of Public Works/City Engineer
recommends approval.
Action: Motion to adopt the Resolution
* 19. Streets and Storm Drains Acceptance. Resolution No. 91-83
accepts streets and storm drains as operational as recorded
in the plat of Crosswinds, Phase I (Homewood Boulevard and
Azalea Court) .
Recommendation: Director of Public Works/City Engineer
recommends approval.
Action: Motion to adopt the Resolution.

* 20. Streets and Storm Drains Acce9tance. Resolution No. 92-83
accepts streets and storm drains as operational as recorded
in the plat of Crosswinds, Phase II (Begonia Court,
Carnation Court and Dracaena Court).
Recommendation: Director of Public Works/City Engineer
recommends approval.
Action: Motion to adopt the Resolution.
* 21. Development of Barwick Park. Phase II. Resolution No. 93-83
authorizes the submittal of an application to the Department
of Natural Resources requesting funds relative to development
of Barwick Park, Phase II.
Recommendation: Council action.
Action: Motion to adopt the Resolution.
* 22. Water Treatment Plant Improvements. Consider award of a con-
tract for Water Treatment Plant improvements to the low bid-
der, Intercounty Construction Corporation in the amount of
$112,300 with funds to come from the Water and Sewer Con-
st~uction Account.
Recommendation: Public Utilities Director recommends ap-
proval.
Action: Motion to award contract.
REGULAR AGENDA
* 23. Report on the Golf Course meeting.
* 24. Audit Services. Consider award of a contract for audit
services for the City to Ernst & Whinney for three years.
Recommendation: Council action.
Action: Motion to award the contract.
* 25. Lease of Catherine Strong Center. Consider renewal of lease
agreement from October 1, 1983 through September 30, 1984 be-
tween the City and Palm Beach County in the amount of $1.00
for use of the Catherine Strong Center.
Recommendation: City Attorney recommends approval.
Action: Motion to approve execution of lease agreement.
26. Appointments - Citizens Committee. Consider appointments of
two members to the Citizens Committee relative to the High-
land Beach Sewer Contract/Arbitration.
Recommendation: Council action.
Action: Motion to appoint Committee members.
27. Aooointments - Planning & Zoning Board. Consider appoint-
ments of three members to the Planning & Zoning Board to
three-year terms ending September 28, 1986.
Recommendation: Council action.
Action: Motion to appoint Board members.
* 28. A~~ointment - Code Enforcement Board. Consider appointment
of Donald Dilley as an alternate member of the Code Enforce-
ment Board to a term ending January 14, 1986. Mr. Dilley is
presently serving on the Beautification Committee and wel-
comes interviews.
Recommendation: Vice Mayor Jackel recommends approval.

* 29. Apoointments - Internal Audit Committee. Consider appoint-
ments of Paul Friedman and Sam Schwimer as regular members of
the lAC to terms ending April 27, 1986. Both of these men
welcome interviews.
Recommendation: Vice Mayor Jackel recommends approval.
Action: Motion to appoint Committee members.
* 30. Conditional Use A9oroval - Suoernatural Deliverance Church of
Christ. Consider request for conditional use for Super-
natural Deliverance Church of Christ to allow a 3,536 square
foot addition to the existing church to accommodate a child
care facility, located at the southeast corner of Lake Ida
Road and Depot Avenue.
Recommendation: Planning & Zoning Board recommends denial
4-1 (Carey dissenting) due to insuffi-
ciency of graphic materials.
Action: Motion to approve.
* 31. Grant for Delray Beach Librarv EX9ansion. Resolution No.
94-83 authorizes the Mayor and the Library Association to
apply to the Division of Library Services for a grant for
the expansion of the Delray Beach Library and to provide
for the expenditure of funds.
Recommendation: Council action.
Action: Motion to apply.
* 32. Ordinanc~ No. 75-83 - Amending Code - Nuisances on Property.
First Reading amending Chapter 13 "Health and Sanitation" of
the Code of Ordinances relative to nuisance abatement.
Recommendation: City Manager and City Attorney recommend
approval.
Action: To adopt the Ordinance on First Reading.
Note: If passed, Public Hearing October 11th.
