Second Reading and PUBLIC HEARING, amending Chapter 30 "Zoning" of the Code of Ordinances relative to modi~ication of approved conditional uses. Recommendation: City Attorney recommends approval. Action: . To adopt the Ordinance on Second Reading. CONSENT AGENDA 8. Beach Pro;ects. Consider authorization to proceed with the following beach projects: a. Final Design - 1984 Renourishment Project. Cost is $60,606; source of funds is the Erosion Control Fund; work qualifies for reimbursement by Federal and County Agencies. b. Phase I - Environmental Monitoring - 1984 Renourishment Project. Cost is $21,200; source of funds is th. Erosion Control Fund; work qualifies for reimbursement by State Agencies. c. Dune Monitoring Study. Cost is $17,120; source of funds is the Erosion Control Fund; work is already under con- tract with the Department of Natural Resources for re- imbursement. Recommendation: City Attorney recommends approval. Action: ;'otion to author ize purchase. 10. Reauest for Solicitation of Funds - The American Cancer Society. Palm Beach County. Recommendation: City Clerk recommends approval. Action: Motion to approve solicitation of funds from March 11th through March 31,1984. 11. Request for Solicitation of Funds - Daughter of Zion Seventh Day Adventist Church. Recommendation: City Clerk recommends approval. Action: Motion to approve solicitation of funds from November 30th through December 31, 1983. 12. Conditional Use. Site Plan Approval Extension - Laver's North. Consider request for an 18-month extension to June 5, 1985 of the conditional use and site plan approval for Laver's North. The property is located south of Linton Boulevard between S. W. 10th Avenue and S. W. 4th Avenue, if extended south. Recommendation: Planning & Zoning Board approved 6-0. Action: Motion to grant extension. 13. Vehicles - Development and Inspection Department. Consider award of a contract to Hertz Corporation for eleven used vehicles for the Development and Inspection Department at a cost of $65,637. ($5,967 per unit), with funds provided in the 1983-84 budget. Recommendation: City Manager and Director of Development and Inspection/CBO recommend approval. Action: Motion to award contract. * 14. Lease Aareement - Catherine strong Center. Consider amend- ment to the lease agreement between the City and Palm Beach County relative to extending hours for the day care activity to 7 p.m. Recommendation: City Manager recommends approval. Action: Motion to amend the lease agreement. * 15. Nuisance Abatement. Resolution No. 100-83 assesses cost for abating nuisances on 19 properties in accordance with Sec- tions 13-12 and 13-13. Recommendation: City Clerk recommends approval. Action: Motion to adopt the Resolution. * 16. Beach Restoration for Ocean Ridge. Resolution No. 101-83 supports the Town of Ocean Ridge in its efforts at beach restoration. Recommendation: Council action. Action: Motion to adopt the Resolution. * 17. Sanitarv Sewers and Water Utilities. Resolution No. 103-83 accepts sanitary sewers and water utilities as operational as recorded in the plat of Laver's North Development. Consider approval of Change Order No.2, increasing the contract price for Force Main 50 by H & H Engineering in the amount of $38,734.28, with funds to come from the Water, and Sewer Construction Account. City Manager recommends approval. to authorize roll carts instead of dump- * 20. Rezonina. Conditional Use. Site and Development Plan Ap- proval - Shell Oil Station. Consider request to rezone a 0.92-acre parcel from PRD-IO (Planned Residential District) to SAD (Special Activities District) and conditional use and site and development plan approval to allow a gasoline sta- tion with mini-mart. The property is located at the south- west corner of Congress Avenue and Linton Boulevard. Recommendation: Planning & Zoning Board voted 7-0 to recommend denial for reasons stated in the attached memorandum. Action: Motion to approve. * 21. Ordinance No. 75-83 - Amending Code - Nuisances on Property. First Reading amending Chapter 13 "Health and Sanitation" of the Code of Ordinances relative to nuisance abatement. Recommendation: City Manager and City Attorney recommend approval. Action: To pass the Ordinance on First Reading. Note: If passed, Public Hearing November 22nd. * 22. Ordinance No. 82-83 - Amendina Charter - Assuming Office. First Reading amending the Charter, Article III, "Legis- lative", Section 3.01, relative to changing date when the Mayor and Council Members assume office. Recommendation: Council action. Action: To pass the Ordinance on First Reading. Note: If passed, Public Hearing November 22nd. * 23. Ordinance No. 83-83 - Amending Charter - Oualifying Periods. First Reading amending the Charter, Article III, "Legis- lative", Section 3.03, relative to qualifying periods. Recommendation: Council action. Action: To pass the Ordinance on First Reading. First Reading relative to annexing a 2.79-acre parcel of land, subject to LI (Light Industrial) District, located at the northeast corner of the FEC Railroad and Linton Boulevard. Resolution No. 102-83 supports efforts to have a National Monument erected in Washington, D. C. honoring Americans who fought in the Korean conflict. Recommendation: Council action.
