* 6. Ordinance No. 15-82 - Amend Code - Alarm Systems - Second Reading and
PUBLIC HEARING amending Chapter 2.5 "Alarm Systems" relative to service
charge for excessive alarms and suspension and revocation of permit.

Recommendation: City Attorney, Police Chief and Fire Chief recommend
approval.
Action: Motion to adopt the Ordinance on Second Reading.
7. Ordinance No. 18-82 - Amend Code - Internal Audit Committee - Second Read-
ing and PUBLIC HEARING amending Chapter 2 "Administration" establishing
an Internal Audit Committee.
Recommendation: City Manager recommends approval.
Action: Motion to adopt the Ordinance on Second Reading.
8. Ordinance No. 19-82 Amending Zoning Ordinance - Parks & Recreation Land
Dedication - Second Reading and PUBLIC HEARING relative to dedication of
park and recreation land to provide for a clarifying cross reference.
Recommendation: City Attorney recommends approval.
Action: Motion to adopt the Ordinance on Second Reading.
CONSENT AGENDA
9. Appointments - Board of Adjustment - Appointment of a regular member to
the Board of Adjustment to the unexpired term of Delma Swilley ending
March 15, 1985; and appointment of two alternate members to terms end-
ing March 15, 1984 and March 15, 1985. Chairman, Board of Adjustment
has submitted the names of Louis P. Marechal as a regular member;
Delma Swilley and John M. Ghent as alternate members.
Recommendation: Council Action.
Action: Motion to appoint board members.
10. Appointment - PERC - Appointment of an alternate member to PERC. Chair-
man, PERC has submitted the name of G. Robert Fellows to a term ending
March 13, 1986.
Recommendation: Council Action.
Action: Motion to appoint commission member.
11. Water Main Extension - Lowson Boulevard. Approval of Change Order No.
1 and final payment to Vi con Construction Company in the amount of
$56,148.59 for water main extension, Lowson Boulevard (S. W. 10th
Street). Funds are available in the 1979 Water and Sewer Construc-
tion Account.
Recommendation: Acting Utilities Director and Finance Director
recommend approval.
Action: Motion to approve change order and payment of final
estimate.
* 12. Resolution No. 19-82 - Sanitary Sewers and Water Utilities in Lake-
side Subdivision. Accept sanitary sewers and water utilities as
operational.
Recommendation: City Engineer recommends approval.
Action: Motion to adopt the Resolution.

* 14. Zoning Ordinance Amendment - Parking Requirements for Restaurants,
Etc. Amend Section 30-18(F) (5) (cc) "Off-Street Parking Regulations"
relative to requiring the provision of parking spaces for any outsiQ"
area used as an extension of a restaurant, cafe, snack shop, night
club, bar and lounge.
Recommendation: Planning & Zoning Board approved 7-0.
Action: Motion that City Attorney prepare ordinance amendment.
* 15. Zoning Ordinance Amendment - Special Setback Provisions. Amend Section
30-16(F) "Special Setback provisions" relative to correcting conflict-
ing requirements for building setbacks along West Atlantic Avenue be-
tween Swinton Avenue and the I-95 Interchange.
Recommendation: Planning & Zoning Board approved 7-0.
Action: Motion that City Attorney prepare ordinance amendment.
* 16. Alley Abandonment - Block 84 (Ocean City Lumber Company). Abandonment
of the south 144 feet of the north-south alley located in Block 84,
north of Atlantic Avenue, between N. E. 2nd Avenue and the FEC Rail-
road. The alley was abandoned years ago, but was not properly record-
ed.
Recommendation: Planning & Zoning Board approved 7-0.
Action: Motion that the City Attorney draft the Resolution.
* 17. Final Plat Approval - Domaine Delray. Approval of final plat for
Domaine Delray, located on the east side of Federal Highway between
Linton Boulevard and S. E. 10th Street, subject to:
a. City Engineer's memorandum of February 22nd.
b. Acting Director of Public Utilities' memorandum of February 22nd.
c. That the sum of $500 per dwelling unit be paid to the City as pay-
ment in lieu of the Park and Recreation Land Dedication require-
ment.
Recommendation: Planning & Zoning Board approved 7-0.
Action: Motion that the final plat be approved.
18. Curb Cut Agreement. Funding and administration of Community Develop-
ment Block Grant (CDBG) projects between the City and Palm Beach County
for curb cuts along Atlantic Avenue which are designed to eliminate
architectural barriers to the handicapped.
Recommendation: City Manager and Planning Director recommend ap-
proval.
Action: Motion to authorize execution of the agreement.

19. Resource Recovery Feasibility Study: Final Phase. Participating
municipalities, West Palm Beach, Boca Raton, Delray Beach and
Boynton Beach must authorize the study as the funding distribution of
the study may be affected.
Recommendation: City Manager recommends approval.
Action: Motion to authorize the consultant to proceed with the com-
pletion of the study.
20. Concession Building - Miller Park. Approval of Change Order No. 1
increasing the contract price by $4,445.00 for a total of $48,065.00.
The change was to meet requirements of the Community Appearance Board.
Funds are available in the Florida Power & Light excess reserve funds.
Recommendation: City Engineer recommends approval.
Action: Motion to approve change order.
21. Solid Waste Collection: Reject Bids.
Recommendation: City Manager recommends approval.
Action: Motion to reject bids.
22. Construction of Sanitation Building at Public Works Yard.
Recommendation: City Manager recommends approval.
Action: Authorize construction of Building No. 3 in the amount of
$57,000.00 as set forth in Article 4 of the contract be-
tween the parties.
* 23. Clean Community System.
Recommendation: City Manager recommends approval.
Action: a. Motion to authorize City Manager to apply for certi-
fication and transfer of $3,000.00 from General Fund
Contingency Account to the Public Works budget for
application fee, travel and materials.
b. Appointment of CCS team members.
24. Quiet Title Action Relative to City Cemetery Property.
Recommendation: City Attorney recommends approval.
Action: Motion to authorize the City Attorney to institute the ap-
propriate action to quiet the title to Unit B of the City
Cemetery.
