Ordinance No. 37-82 - Rezoning, Conditional Use, Site and Develop- ment Plan Approval - South County Drug Abuse Foundation. Second Reading and PUBLIC HEARING rezoning and placing a 0.67 acre parcel which is presently zoned R-IA (Single Family Dwelling) District in SAD (Special Activities). This parcel is located west of Swinton Avenue, between Southridge Road and Sterling Avenue. Recommendation: Planning & Zoning Board approved 4 to 1 (Christensen dissenting). 'Action: Motion to adopt the Ordinance on Second Reading. 8. Ordinance No. 38-82 - Budget Amendment. Second Reading and PUBLIC HEARING repealing Ordinance Nos. 66-81 and 80-81 and making neces- sary budgetary appropriations for fiscal year 1981-82. Second Reading and PUBLIC HEARING amending Chapter 9 "Building and Construction" relative to definition of vehicular signs to clarify the exclusions from the prohibition of vehicular signs. CONSENT AGENDA 6th Annual Beach Festival on JUly 31st. Consider request by Sunrise Kiwanis for use of Anchor Park for the 6th Annual Beach Festival. Recommendation: Parks & Recreation Director recommends approval. Action: Motion to approve the beach festival. Contribution to Delray Beach Clean Community System, Inc. Consider appropriating $1,050 for the balance of fiscal year 1981-82 (pro- rata share of $2,500 annual contribution with funds to come from the General Fund Contingency Account. Recommendation: City Manager recommends approval. Action: Motion to contribute $1,050. Retention of Outside Counsel in Regard to Board of Adjustment. Con- sider retaining outside attorney relative to Board of Adjustment. Recommendation: City Attorney recommends approval. Action: Motion to retain outside counsel. Water Utilities Acceptance. Resolution No. 51-82 accepts water utili- ties as operational as recorded in the plat of Mack Industries _ Delray. Recommendation: City Engineer recommends approval. Action: Motion to adopt the Resolution. Sanitary Sewers and Water Utilities Acceptance. Resolution No. 52-82 accepts sanitary sewers and water utilities as operational as record- ed in the plat of Lake Forest South. Recommendation: City Engineer recommends approval. Action: Motion to adopt the Resolution, Sanitary Sewers and Water Utilities Acceptance. Resolution No. 53-82 accepts sanitary sewers and water utilities as operational as record- ed in the plat of Environment I. Recommendation: City Engineer recommends approval. Action: Motion to adopt the Resolution. REGULAR AGENDA . 17. Internal Audit Committee Study. Consider requesting the Internal Audit Committee to do a study of the City's. vehicle fleet and report back to the City Council. * 18. Recommendation: Council action. Action: Motion to request the study. Sewer Repairs - Hamlet and Country Manors. Consider awarding con- tracts for sewer repairs at the Hamlet to the low bidder, Lyons & Martin in the amount of $10,500 and at Country Manors to the low bidder, American Underground in the amount of $7,700. These repairs are necessary due to recent rains. Funding for this work is provid- ed in toe revised budget under sewer system repairs. Action: Motion to direct the administration relative to the parking lot on Ingraham Avenue. * 21. Ordinance No. 41-82 - McCulloch Annexation. First Reading relative to annexing a parcel of land located on the south side of Lake Ida Road, between Davis Road and Congress Avenue, subject to RM-IO (Multiple Family Dwelling) District (Jack S. and Robert L. McCulloch, applicants). Recommendation: Action: Motion Note: Planning & Zoning Board approved 7-0. to pass the Ordinance on First Reading. If passed, Public Hearing July 13th. * 22. Lift Station Replacement. Consider awarding contract for replace- ment of Lift Station No. 56 (Hamlet) to the low bidder, Trio Develop- ment Corporation in the amount of $31,000.00. These repairs are necessary due to the lift station sinking. Funding for this work is provided in the revised budget under sewer system repairs. Recommendation: Action: Motion Acting Public Utilities Director recommends ap- proval. to award contract to low bidder. 23. Water Service Outside City - 15768 S. W. 4th Avenue. Consider re- quest for water service outside City from George A. Von Essen and Thomas E. Brandt to serve a 3.06 acre parcel of land. Recommendation: Planning Director recommends approval.
