Pursuant to Section 3.07 of the City Charter of the City of
Delray Beach, Florida, Mayor Leon M. Weekes instructed me to
advise you of a Special Meeting of Council to be held in the
City Council Chambers at 7:00 P.M., Thursday, October 9, 1980.
This meeting has been called for the purpose of:
1) Considering holding a public hearing on the proposed
1980-81 millage rate and on the 1980-81 Budget.
2) Considering Second and FINAL Reading of Ordinance No.
54-80 to adopt a millage rate.

During the September 2nd Council Workshop Meeting, Mr. Bird
raised the point about the inconsistencies relative to the
number of parking spaces to be removed from Atlantic Avenue.
The City Engineer"s July ~th memoran~ addresses the removal
'of 23 parking spaces whereas my Auguse 5th memorandum addresses
the removal of 21 parking spaces.
The reason for the discrepancy, is that the Planning and Zoning
Board did not feel that the applicant should have to pay an
impact fee for the_two parking spaces which were removed as a
result of locating the one curb cut on Atlantic Avenue.

At a meeting held July 14, 1980 William Walsh
appeared before the Planning and Zoning Board to
request conditional use approval in the LC Limited
Commercial District to allow a l68 room hotel in a
six (6) story structure. The public hearing for
this proposal was held on June 16, 1980.
The subject property is in Section 16-46-43, and
is located at the northwest corner of Atlantic Avenue
and AlA, and contains 2.26 acres.
After discussion,a.motion passed unanimously,
recommending to City Council, that the conditional
use be approved, subject to:

IRRIGATION WATER SEACRSST HOTEL SITE (HOLIDAY INN)

It is the policy of this department, working in conjuction with
the Building Department, that all water for irrigation be obtained
from a source other than city water in compliance with the City
Code. On the beach area, we have .found that, in some cases, it
has been possible to obtain water suitable for irrigation. It is
therefore the policy of this department to require all new develop-
ments to install a test well not over 30 feet deep from which we
can obtain a water sample.
If the chloride content of the water from the test well is in
excess of 2500 parts per million, the applicant is then allowed
to connect his irrigation system to the city water supply. If the
chloride content is under 2500 parts per million, he is then
required to use the well water for irrigation.
At this time, we are unsure of the chloride content in the vicinity
of the Seacrest Hotel, for, if you may recall, the old salt water
pool that was across the street had to be shut down because of the
large amount of fresh water that was available on that hill. This
subject has been discussed with Bob Currie, the architect for the
new Holiday Inn to be built on the Seacrest Hotel site, and he is
prepared to install his test well and submit the sample to this
office for analysis.

TRAFFICWAY P~~ - R/k1 RESERVATION
SUBJECT:
As part of the Comprehensive Plan, a Trafficway Plan was included.
In the context it was noted that the city would determine the right-
of \V'ay needs.
Attached is a listing of all of the 'major trafficwaYs~through6ut the
city. The material was compiled" from the Palm Beach County Traffic-
way Map"and the year 2000 Transportation Plan as prepared by the
West Palm Beach Urban Area Transportation Study. Ideally, it would
be desirable for the city to adopt this Plan and any development
occ=ring on these tr"7ffiC:\'l,:yswould dedi:=ate the right-of-\qay.
Under Section 29-16, Special Setback Provisions in the Zoning Code,
certain rights-of-way have been protected. It may be noted on the
tabulation that we would retain these setback provisions. In other
cases we have noted that the setback should be measured from the
right-of-way shown on the Trafficway Plan. This is not 'a feasible
solution in several cases and we would suggest modifying it with
a qualifying clause"where practical." Another option would be to
note that the existing right-of-way is to remain where developmerit
precludes widening.
We have sent a copy of the tabulation to various Departments for
. their review and comments, specifically on how the right-of-way
may be reserved. Also, it would be appreciated if they
would add any notes in the appropriate column.
We would recommend that an ordinance be prepared to adopt the Right-
of Way proposal and we will submit any additional comments for in-
clusion if they are received.
The Section 29-16 for Special Setback Provisions should be clarified
in several cases. Specifically; Paragraph "C" should read, "existing
and proposed rights-of-way for street, road and highway construction
have been defined on the official Trafficway Plan and adopted by the
City Council for the purpose of setting special setback lines to
preserve rights-of-\V'ay and acquire rights-of-\V'ay _ " Paragraph "pn ,
City Limits should be changed in line three to I-95 Interchange.
Paragraph "G" should be deleted. Paragraphs "L" and "H" should be
deleted and we would recommend instead of these provisions that the
setback be measured from the right-of-way shown on the Traffipway Plan.

It would be desirable to have your comments by December 28th in order
to finalize this project in a timely manner.
