PRESENTATIONS: A Workshop Meeting of the City Commission of the City of Delray Beach, Florida, was called to order by Mayor Cary Glickstein in the Commission Chambers at City Hall at 6:00 p.m., on Tuesday, May 10, 2016. Roll call showed: Present -Commissioner Shelly Petrolia Vice Mayor Alson Jacquet Commissioner Mitchell Katz Deputy Vice Mayor Jordana Jarjura Mayor Cary Glickstein Absent - None Also present were - Donald B. Cooper, City Manager Noel Pfeffer, City Attorney Chevelle D. Nubin, City Clerk Mayor Glickstein called the Workshop meeting to order and announced that it had been called for the purpose of considering the following Items: 16-486 FY 2015 COMPREHENSIVE ANNUAL FINANCIAL REPORT - CALER, DONTEN, LEVINE, PORTER & VEIL, P.A Sponsors:Finance Department CAFR 9-30-2015 City of Delray BeachAttachments: Mr. Jeff Snyder introduced Mr. Scott Porten who reviewed the Comprehensive Annual Financial Report (CAFR) with the City Commission referencing the Financial Section and certain pages. Mayor Glickstein asked about rating agencies, scoring and unfunded liabilities. Mr. Noel Pfeffer, City Attorney, spoke regarding timing of receiving information. He stated he has a final draft of a pension ordinance. Mayor Glickstein commented regarding Management Letters. Commissioner Petrolia asked about the city having a different auditor from the Police and Fire pension board. Mr. Porten referenced page 169 and 161 (last paragraph indicates what the findings were). Vice Mayor Jacquet asked about the golf course and monies due. Mr. Snyder indicated that this was rectified with the budget amendment at the last City Commission Meeting. Commissioner Katz asked what happens if the board votes no regarding the ordinance on May 18th. Mr. Pfeffer spoke regarding this issue. He stated there are remedies if the board fails to act. Commissioner Katz asked about the variance. Deputy Vice Mayor Jarjura asked if the increase is to address compression. Mr. Donald B. Cooper, City Manager, discussed the salary increases and vacancies. 2. DISCUSSION REGARDING LEVEL OF SERVICE 2.A 16-480 COMMUNITY IMPROVEMENT DEPARTMENT CIP Budget May 10 powerpoint FINALAttachments: Mr. Michael Coleman, Community Improvement Director, thanked his staff for staying at the meeting tonight and stated staff has put together a business plan and the ultimate goal is sustainability. He conducted a PowerPoint regarding goals, core services, departmental demographics, and stated the number of code officers are still the same as in 1998 with more work. He discussed administration and divisions. Mr. Coleman discussed staff burnout in the long term. Commissioner Petrolia commended Mr. Coleman regarding diversity in the Community Improvement staff and referenced the quality of staff. She stated the Code Enforcement division was ignored in the past and Mr. Coleman has come along and things are improving. She asked the City Manager to find monies that are available within the budget and apply it to Page 2City of Delray Beach Printed on 8/3/2016 May 10, 2016City Commission Minutes - Final Community Improvement. Vice Mayor Jacquet commended Mr. Coleman for addressing problems at the root. He commented regarding the lack of communication and disconnect between the city and the residents. Vice Mayor Jacquet stated now the department reflects the community they serve and encouraged all departments to reflect the same. He commended Mr. Stewart and how well he interacts with persons downtown. He commented regarding staffing levels in Code Enforcement and asked Mr. Coleman what he needs. Mr. Coleman stated at this point in time he needs code officers and commented regarding the Congress Avenue corridor. Vice Mayor Jacquet encouraged the department to continue reaching out to the community. Deputy Vice Mayor Jarjura stated Mr. Coleman has brought a fresh energy to the department as well as improvements. She stated hopefully some of the processes will be improved via the Capital Improvement Program and online services. She asked that we educate residents and businesses on our services. Deputy Vice Mayor Jarjura commented on landlord/tenant issues and historic properties; and enforcing the current code. She stated she supports having more code enforcement officers. Commissioner Katz applauded Mr. Coleman for his diversity in staff and thanked his staff and commented on what the staff has gone through in terms of changes in leadership. He stated morale seems to be high. He commented regarding the education board and having more of an impact on aftercare programs. Mr. Coleman stated the city now has a consultant who has put together a white paper regarding the city's aftercare programs that will be discussed next week with the City Manager and Assistant City Manager David Scott. Commissioner Katz asked about code fines. Mayor Glickstein stated he concurs with the accolades of how Mr. Coleman has right sized the department and is able to see where the department needs to go. He commented regarding population and stated the department is not properly staffed and this has to be priority. Mayor Glickstein inquired as to whether some of the volunteers from the Police Department can be trained to work in Code Enforcement. Mayor Glickstein asked which of the departmental functions can pay for themselves. Ms. Danise Cleckley spoke regarding business tax receipts and stated they are looking to bring in more revenue. Discussion continued regarding this topic. Mayor Glickstein asked who is the Assistant City Manager over this Page 3City of Delray Beach Printed on 8/3/2016 May 10, 2016City Commission Minutes - Final department now and why the low hanging fruit has not been identified. He stated this is a people problem and feels interns can assist with these projects/gaps. Deputy Vice Mayor Jarjura commented regarding identifying departments who pay for themselves and spoke regarding staff. Discussion ensued regarding revenue generating departments and buy-in in terms of making the work environment more rewarding and efficient. Mayor Glickstein referenced the paradigm shift and asked the City Manager and Assistant City Managers to figure this out. Discussion also ensued regarding the education coordinator position and the city's programs for children, youth and families. Mr. Scott spoke regarding the initiatives staff is working on with communities in terms of creating wealth in the communities. He stated the city's spending should also reflect the communities and reiterated what the staff is working on. Vice Mayor Jacquet stated the city wants to create wealth in our communities and reiterated that Community Improvement is reflecting the communities they serve. Mr. Cooper informed the City Commission that they will see the neighborhood projects in the Capital Improvement Program and stated the communities have to be involved for this to work and stated staff is getting there in terms of low hanging fruit. Deputy Vice Mayor Jarjura stated that there should be someone with grant writing experience as well as in terms of the education aspect. 2.B 16-482 ENVIRONMENTAL SERVICES DEPARTMENT Budget Presentation FY16-17 ESD LOS Template Attachments: Page 4City of Delray Beach Printed on 8/3/2016 May 10, 2016City Commission Minutes - Final Mr. John Morgan, Environmental Services Department (ESD) Director, highlighted the mission statement and conducted a presentation regarding the Level of Service (LOS) for the department. He discussed the department's accomplishments, core services and where the city can improve regarding public utilities, public works, public beaches, engineering and project management, geographic information systems and sustainability. Mr. Pfeffer stated he will review the statute regarding manadatory inspections. Discussion ensued regarding positions, succession planning and facility maintenance. Mr. Morgan discussed budget issues and emerging issues. Deputy Vice Mayor Jarjura stated ESD is an essential functions department and stated she hopes the complete vulnerability assessment is done. She commented regarding Federal Highway, interns, maintenance infrastructure, tree planning preservation and sustainability. Commissioner Petrolia commented regarding engaging lobbyists for certain projects and stated that ESD is doing a great job overall. She commented that the LOS can be improved in certain aspects i.e. flappers. She stated she brought this up three years ago. In addition, she commented regarding staff review projects. Mayor Glickstein commented regarding invasive vegetation and commended Mr. Morgan for the powerpoint slide showing what ESD does. He stated he would like to see this information placed on the website. Commissioner Katz welcomed the new sustainability officer to the city. Mayor Glickstein commented on the emerging issues and stated the work can began regarding seawalls i.e. ordinance. He also stated there are grants available for certain types of projects in regards to the water treatment plant. He stated there is alot of misinformation out there regarding city staff. Staff Presentation: Page 7City of Delray Beach Printed on 8/3/2016 May 10, 2016City Commission Minutes - Final Ms. Suzanne Fisher spoke regarding dogs on the beach and highlighted a proposal similiar in nature to Boca Raton. Ms. Fisher stated the initial recommendation was to present an analysis to the City Commission and stated she is seeking direction from the City Commission. Mayor Glickstein commented regarding accepting Federal monies for beach renourishment. Commissioner Petrolia commented regarding having dogs on the beach. She stated the city of Delray's beach is different and commented regarding Boca's dog beach. She asked Ms. Fisher to discuss budgetary costs for having a dog beach. Commissioner Petrolia stated it is about 50/50 for or against having dogs on the beach via emails and persons who spoke tonight. She stated she is not in support of this at this time. Deputy Vice Mayor Jarjura commented regarding listening to residents and stated she appreciates all of the emails and comments from the public and staff's work on this. She stated it is important to discuss what is going on in the city in terms of resources. She stated the resources are too thin to spread to this issue at this time and commented that Boca Raton and Fort Lauderdale having very different beaches from Delray. Vice Mayor Jacquet stated he appreciates the efforts from everyone regarding a dog beach. He stated a number of people are using the beach right now for their dogs and the city is having an issue enforcing this issue. He asked that the city create a particular area for dogs. Vice Mayor Jacquet commented regarding budget, public safety and Parks and Recreation. Commissioner Katz asked about the revenue generation in Boca Raton regarding their dog beach. He stated we receive more visitors to our beach than Boca does. He discussed Boca Raton's rates. Commissioner Katz stated he would like clarification regarding Federal monies and rates and also asked about diseases from having dogs on the beach. He stated the city has alot of bigger issues to deal with and stated there is alot of work that has been done on this. Commissioner Katz asked about turtle monitoring. Mayor Glickstein asked Ms. Fisher about expenses regarding park rangers and clean up. He commented regarding dogs and the beach. Mayor Glickstein provided specific comments regarding cities that allow dogs on the beach and those who do not, the size of the beaches, differences between beaches and parking. He stated this is a policy decision. He stated he does not support having dogs on the beach. COMMISSION COMMENTS There was consensus to move the Parks and Recreation Department item to another meeting. Commissioner Katz commented regarding reviewing purchasing thresholds and giving recognition to employees who find ways to save the city money. Deputy Vice Mayor Jarjura congratulated the City Attorney's intern for her win on the essay writing contest. She also stated the city has been selected for a code award regarding planning and design. Commissioner Petrolia commented regarding tree preservation. Discussion continued on this item. Commissioner Katz asked about the start date for the new assistant city attorney and asked Mr. Pfeffer when his last meeting will be. City Attorney Pfeffer stated there will be an item on next week's agenda regarding the appointment of an Interim City Attorney. Commissioner Katz stated he will not be in attendance at the next meeting. Mayor Glickstein stated he has gotten complaints regarding the greenway resolution that the City Commission passed and stated he was asked to have the Commission reconsider the resolution so that staff can fully explain what the resolution means. The City Manager stated staff will get this rescheduled. He commented regarding the George Bush Bridge.
