Sponsors:City Manager Department City Attorney Candidates Backup MaterialAttachments: A Special Meeting of the City Commission of the City of Delray Beach, Florida, was called to order by Mayor Cary Glickstein in the Commission Chambers at City Hall at 4:00 p.m., on Tuesday, May 31, 2016. Roll call showed: Present -Commissioner Shelly Petrolia Vice Mayor Alson Jacquet Commissioner Mitchell Katz Deputy Vice Mayor Jordana Jarjura Mayor Cary Glickstein Absent - None Also present were - Donald B. Cooper, City Manager Noel Pfeffer, City Attorney Chevelle D. Nubin, City Clerk Ms. S. Renee Narloch, S. Renee Narloch & Associates, presented this item and stated they reviewed all of the applications they received and reached out to attorneys statewide. She stated that she conducted preliminary interviews with the applicants and discussed where the position was advertised. She highlighted the criteria that was utilized during her conversations with the applicants. She referenced the list of eight (8) candidates that was provided to the City Commission. Ms. Narloch stated that the City Commission decides who to interview. Ms. Narloch encouraged the City Commission to interview Melissa Anderson, Gary Glassman, Rafael Suarez-Rivas and V. Lynn Whitfield. She also recommended other candidates. Deputy Vice Mayor Jarjura discussed the candidates and her concerns regarding movement and experience. Vice Mayor Jacquet asked about Mr. Weber. Deputy Vice Mayor Jarjura asked about other persons Ms. Narloch had spoken to and how this list of candidates affects other lists for municipalities where candidates have been short listed. Mayor Glickstein inquired about Ms. Anderson and asked what is the hierarchy of the company where she works. He stated Ms. Anderson has corporate, county and city practice. He also commented regarding Mr. Glassman and Mr. Kemp. Mayor Glickstein inquired about Ms. Whitfield. He stated there are some qualified candidates here and feels the city is competing with the public sector. He stated he agrees with the shortlist of candidates. Deputy Vice Mayor Jarjura discussed the persons who were on her list. Commissioner Petrolia asked if Weiss Serota had been contacted regarding Ms. Anderson's experience with them. She stated she had completed background searches on her own regarding the candidates and she is not impressed. She stated all of the recommended candidates has things she could not live with; Commissioner Petrolia stated it is too important of a position to settle or compromise. Vice Mayor Jacquet commented regarding Ms. Whitfield and the quality of the list of candidates. He stated he feels the list was skim. He discussed what his likes and dislikes were with the list of candidates. He stated Ms. Whitfield and Mr. Glassman are his choices so far for interviews. Commissioner Katz stated he was not impressed with the list of candidates. He commented regarding outside counsel. He stated he feels it is important to go back and at least consider getting an outside practice to represent the city. Discussion ensued regarding the candidates, applications and an analysis/budget of what outside counsel would cost the city or possibly a hybrid of in house and outside counsel. There was City Commission consensus to interview certain candidates and have the City Attorney's Office and Finance Department perform an analysis regarding costs for outside counsel. The City Commission decided to interview Melissa Anderson, Gary Glassman, Pam Booker, Philip Sherwin and V. Lynn Whitfield. Ms. Narloch stated they would like the timing of the interviews sooner rather later. The City Commission decided to schedule the candidate interviews for June 10, 2016.
