NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That Chapter 30, "Zoning", of the Code of Ordinances of the City of Delray BeaCh, Florida, is hereby amended by repealing Section 30-18 "Off-Street Parking Regulations" in its entirety. Section 2. That Chapter 30, "Zoning", of the Code of Ordinances of the City. of Delray Beach, Florida, is hereby amended by enacting .a new Section 30-18 "Off-Street Parking Regulations", as is set forth in Exhibit "A" attached hereto, and which is expressly made a part of this ordinance. Section 3. That all ordinances or parts of ordinances-which are in conflict herewith are hereby repealed. S'ection 4. That should any section or provision of this ordi- nance or any portion thereof, any paragraph, sentence, or word be declared by a. Court of competent jurisdiction to be invalid, such decision shall ,not affect the validity of the remainder hereof as a whole or part thereof other than the part declared to be invalid. Section 5. M A YfO R ~--''~ ATTEST: First Reading February 26t 1985 Second Reading March 12, 1985 Exhibit "A" Sec. ,)0-18 OFF-STREET PARKING ~EGULATIONS (A) INTENT AND PURPOSE m m The · purpose of these regulations is to ensure that adequate off-street parking is provided to meet the parking needs of uses. located within the City of Delray Beach. All parking areas shall be designed and situated so as to ensure their usefulness, to protect the public safety, and where appropriate, to mitigate potential adverse impacts on adjacent uses. It shall be the responsibility of. the developer, owner, or operator of a specific use to provide and maintain adequate off-street parking for that use. (8) GENERAL REQUIREMENTS (1) Ap. plicllability of Requirements (a) Off-street parking facilities shall be provided for any new building constructed, for any new use established, for any addition or enlargement, of an existing building o~ use, and for any change in the occupancy of an existing building or the manner in which a use is conducted that would result in additional parking spaces being required. (b) For additions or enlargements of any existing building or use, or any change of occupancy or manner of operation that would increase the number of parking spaces required, the additional parking spaces shall be required only for such addition, enlargement, or change and not for the entire building or use, unless required by the Planning and Zoning Board and/or the City Council as a condition of approval of any addition, enlargement, or change. (c) The requirements of this section shall apply to temporary as well as permanent uses. (2) Smite Plan Requirements At the time application is made for any use requiring parking spaces, a site plan showing the parking facilities shall be submitted. The .site plan shall be subject to the following provisions: (a) The site plan shall indicate landscaping and screening in conformance with Sec. 30-18(C)(4) and Chapter 9, Articles IX and X of the Code of Ordinances. (b.) The site plan Shall be. drawn in accordance with Sec. 30-22, or Sec..30-21 if applicable, of the Zoning Co'de. (c) Traffic channelization and other traffic controls, including signing and pavement marking shall be approved by the City Engineer. Ingress and egress to public roads and the safe movement of traffic, including emergency vehicles, within the parking areas, shall be approved by the City Engineer. (d) Each parking area shall be individually designed relative to adjacent properties, buildings, hours of use, number of vehicles to be accommodated, street patterns, types of use, and other improvements in the neighborhood. (e) When the parking facilities are housed in an underground garage, multi-storied structure, or on the roofs of buildings, in addition to standard site plan requirements, the parking structure plan will be checked for ramp slopes and screening of cars from adjacent properties and public roads. Rev. 316/85 (f) Location and signage of parking spaces reserved for Standard and compact car parking, where allowed, shall be shown. Dimensions, including parking stall and aisle dimensions, shall be specified on the site plan for each type of parking 'stall. Depiction of a typical stall of e~o~.-type that will be used is acceptable. Operation and Maintenance All parking facilities required by this section shall be maintained for the duration of the use requiring such facilities. Such facilities shall be used exclusively for the parking of vehicles. With the exc.ept ion of automobile dealerships as set forth at Sec. ~O-18(E) (1), parking facilities shall not be used for the storage or sale of merchandise, or for the storage or repair of vehicles or equipment. Rarking facilities may be used for the sale of merchandise on a tempora-ry basis for special events when approved in accordance with the provisions of' Sec. ~O-18(F) "Administrative Relief." It shall be the responsibility of the owner or operator of a specific use to ensure that the parking facilities are kept i.~ good operating, condition and that the parking facilities are periodically swept and cleaned. All parking lots and spaces shall be maintained so as not to create a hazard, eyesore, or nuisance: this includes, but is not limited to, removing glass and litter; pruning, nourishing, and watering vegetation; resurfacing and restriping surface ~arkings; reanchoring or replacing loose and broken wheel ~tops; and replacing or painting signs. Location of Off-Street Rarkinq Spaces (a) Off-street parking areas shall be located on the same lot or parcel of land as the principal building or use, except as set forth at Sec. ~O-18(B)(~)'(g). Street parking, parking located in a public right-of-way, or public parking facilities shall not be used to satisfy on-site parking requirements. (b). Parking lots and parking spaces should be located and arranged in such a manner as tb facilitate pedestrian access to the uses they are intended to serve. In general, parking spaces should be distributed proportionate to parking needs. (c) Employee parking should be located in the area least desirable for customer or short-term parking. For example, in the case of a shopping center the employee parking areas should be located to the rear or sides of the storefronts; in the case of an industrial use, employee parking should be that which is farthest from the building or activity site. (d) Compact car parking, where allowed, shou~ld be integrated throughout a .parking facility and in a manner so that compact and standard size cars have equal access to the most desirable parking areas. Often, this can be accomplished by placing'standard size parking on one side of an aisle, and compact car parking on the other side utilizing the Drachman Rarking System as set forth at Sec. ~0-18(C)(5)(c). Another method is to alternate a double row of standard parking spaces located on both sides of a single aisle with a double row of compact car spaces on another aisle. (e) All handicapped parking spaces shall be located as close as is practical to the entrance(s) of the' building they are intended to serve. To the greatest extent possible, handicapped spaces shall be oriented so that a user of the handicapped space does not have to go past the rear of automotive parkin9 spaces or cross an aisle in order to reach the building's main entrance. Rev. 3/6/86 - 2 - (f) All bicycle spaces shall be located as close as is practical to the 'entrance(s) of the building they are intended 'to serve, but situated so that they do .not ce_r~lict with handicapped parking and do not obstruct the flow of pedestrians using the building entrance(s) or sidewalks. (g) Off-Site Parking (1) Within the GC General Commercial, C8D Central Business District, SC Specialized Commercial, LC Limited. Commercial, LI Light- Industrial, and MI Medium Industrial zoning districts, all or part of the off-street parking spaces may be located on an off-site parking area within three hundred (300) feet of the lot or parcel of land on which the principal use or building is located when approved in accordance with the provisions of Sec. ~O-18(F) "Administrative Relief," and subject to the conditions set forth at sub-paragraph (3) below. Th'~ distance of 300 feet will be measured along an approved pedestrian rou~te. The off-site parking area shall have the same general kind of zoning classification as the principal lot or parcel of land; i.e., commercial or industrial. Pedestrian walkways to the principal building or use must be present and major obstacles to pedestrian travel shall not intervene. Examples of unacceptable intervening obstacles include heavily traveled roadways, railroad right-of-ways, canals or other bodies of water, and the lack of walkways separating the pedestrian from vehicular traffic for a substantial-distance. The purpose of this sub-paragraph (1) iS to allow off-site employee parking for those businesses lacking sufficient space; these off-site parking areas will not be utilized to satisfy customer parking needs. Within the GC General Commercial, SC Specialized Commercial, CBD Central Business District, and LC Limited Commercial zoning districts, all or part of the off-street parking spaces may be located on an off-site, parking area which has an PM-lO,. RH, or RM~15 Multiple Family Dwelling Dist tic t classification, provided said parking area is adjacent to, and abuts the lot or parcel of land on which the principal use or building is located. If the alternate site is proposed to be located in the PM-lO, RH, or R~-15 zoning districts, such site shall be subject to conditional use approval (Sec. ~0-21), and the conditions of sub-paragraph (3) below. A means of pedestrian access from the off-site parking area to the principal building or use shall be provided. Parkin9 for both employees and customers may be provided under this sub-paragraph (2). (3) The owner of Said alternate off-street parking area, and the. owner of the principal use or building (including the land on which it is situated)., shall enter into a written-agreement with the City of Delray 8each (in such form as may be approved by the --_*_.-. City Attorney), with enforcement runnin9 to the City of Oelray 8each, providing that the land comprising the alternate off-Street. parking area shall never be disposed of except in conjunction with the transfer or sale of the buildin9 which the parking area is intended to serve, so long as the parking facilities are requi-red. The owner agrees that such agreement shall be in recordable form, the expense of recording to be borne by the owner, and that the agreement shall constitute a covenant runnin9 with the land binding upon the owners, heirs, administrators, successors, and assigns. The agreement shall be recorded by the City Clerk. The agreement shall be released by the City Council at~ such time as the alternate off-street parking facilities are no longer required or when the owner provides other lawful off-street parking facilities. The owner shall bear the expense of recording the release of agreement. (5) MultiRle Uses (a) In situations where a combination of uses are developed on a site, parking shall be provided for each of the uses on the site according to the parking requirements set forth at Sec. 30-18(D) unless a reduction is 9ranted in accordance with Sec. 30-18(F) "Administrative Relief" and the provisions of sub-section (b) below. (b) Parking facilities .may be used jointly for activities with significantly different peak hours of operation. A fifteen percent (157-') reduction of the total required number of parking spaces may be approved in accordance with Sec. 30-18(F) "Administrative Relief" provided that all of the following conditions are met: (1) A combination of two or more of the following uses are developed on a single site: - Retail businesses - Offices - Restaurants - Theaters - Residential dwelling units (2) The predominant use does not exceed seventy-five percent (75%) of the total floor area for all uses developed on the site. (3) The total floor area for all uses combined equals or exceeds 25,000 sq.ft. The parking requirements.are calculated in accordance with the individual standards for each use as established at Sec. 30-18(0), without utilizing the parking standards for shopping centers. The parking requirements for a shopping center may be derived either by applying the provisions of this section which allow a fifteen percent (15~) reduction after summing the parking requirements for individual uses, or by applyin9 the formula for shoppin9 centers set forth at Sec. 30-18(D)(4)(kk). (c) The relief 9ranted would provide parking which is no less than 3.3 parkin9 spaces per 1,000 square feet of total non-residential floor area, plus the number of residential parking spaces which would otherwise be required. Rev. 3/12/85 . ~ _ (d) Parking spaces designated for shared use shall be located so that access from them to the buildings they are intended to serve is equally available. (6) Compact Car Parking - Lon~ Term Employee Use This p~*ragraph establishes special provisions for compact car parking for long term employee use. Parking dimensions for standard and compact car spaces are set Forth at Sec. ~O-i8(C) (5) (a>. (a) When approved in accordance with the provisions of Sec. ~O-18(F) "Administrative Relief," uses which provide long term parking, i.e., a parking lot or facility that is intended 'to be used primarily by on-site employees, may be permitted to provide compact car parking spaces up to thirty (30%) per.cent of the total parking requirement. (b) Compact cars are defined as automobiles, pick-up trucks, or mini-vans whose length is sixteen (16) feet or less, whose width is six (6) feet or less, and whose curb weight is 2,800 lbs. or less. Curb weight is defined as that which is listed in the Motor Vehicle Weight Classificatio. n Records; it refers to the weight of the vehicle as it ~arrives' unmodified from the factory. (c) Compact car parking shall be counted toward fulfillin9 the total parking requirements established at Sec. 30-18(D). The use of compact car parking spaces does not reduce the required number of spaces; it reduces the size of a proportion of the total number of parking spaces. (C) DESIGN AND LANDSCAPING Driveways~ Parkinq Ac. cess~ 8ackout Parkinq, Dead-End Park. i. nq Tandem parking utilizing a driveway shall constitute acceptable off-street parking spaces for single family and two-family duplex dwellings in residential districts provided sufficient space is available to meet the requirements of this sub-section, and provided suCh parking does not result in the spaces for one unit impeding access to the spaces for another unit. (b) Each parking space shall have appropriate access to a street or alley. With the exception of single family and two-family duplex dwellings, maneuvering and access aisle areas shall be of sufficient size to permit a vehicle to enter and leave the parking area in a forward manner. This sub-paragraph is intended to prohibit the design of parking areas which, force the. motorist to back onto a through street in order to leave. For the purpose of this section, a through street is defined as a one-way or two-way road having one or more of the following characteristics: (1) Is contained within a right-of-way (2) Can be distinguished from an area used exclusively for parking in that it serves as a conductor of traffic for a significant number of through vehicles (3) Carries a majority of the traffic of a development; this includes, but is not limited to, entrance and exit ways, and primary networks for internal circulation of traffic (4) Allows traffic to travel through the development from one public or private street to another In specific instances, exceptions to the application of the above definition of a through street' may be approved under Sec. ~O-18(F) "Administrative Relief." Rev. ~/6/85 - 5 - (c) With the exception of gasoline stations, all two-way entrance ways are to have a minimum width of twenty-four (Z4) feet and all one-way entrance ways are to have a m~_n~mum width of twelve (12) feet. When necessary to accommodate traffic flow, multi-lane or wider drives may be approved. The minimum distance between the property line and the first parking space backing into an entrance or e×it is twenty (20) feet for parking lots in excess of thirty (30) spaces. (d) Dead-end parking bays using 90° angle 'parking are discouraged, but when site conditions dictate that they be Used, they shall be designed with a twenty-four (24) foot wide by six (6) foot deep back-up maneuverin9 area. Parkinq~Surfaces and Drainaqe (a) All parking lots and parking spaces, including car storage and display areas, shall be improved either with a paved surface meeting City Engineering Department standards, or. with a hard surface material-(such as brick or turf block on a base course laid in accordance with approved manufacturer's recommendations), or with some other type of surface material acceptable to the City Engineer. (b) A surface of sod over stabilized base shall be acceptable for the one-half parking space required for guest parking in multiple family projects, as uell as for parking used on a once-a-week or occasional basis. The City Council, after receiving the recommendation of the Planning and Zoning Board, shall approve parking lots and spaces proposed to be constructed of stabilized sod. (c) All parking spaces, with the exception of parallel parking spaces, shall be provided with wheel stops not less than six inches in height. The City Council, after receiving the recommendation of the Rlanning and Zoning Board, may exempt a portion, or all, of the stabilized sod parking spaces from the requirement to provide wheel stops. (d) In paved parking lots, that portion of the parking space extending beyond the car stop may be sodded. When this option is selected, a continuous curb at least six inches in height may be substituted for the wheel stops. (e) Handicapped parking spaces shall be paved and properly marked. A paved route shall be provided between the handicap parking space and the building entrance. Where an abrupt grade change occurs, as between the surface of the parking area and a walkway, or building entrance, a curb-cut or curb-cut with ramp .shall be provided for handicap access. The ramp or curb-cut with ramp shall be designed in accordance with American National Standards Institute specifications (refer to ANSI All?.i, Section 4.? Curb Ramps). (f) The City Engineer shall approve the drainage and grading plans for parking spaces and parking lots. He shall also conduct inspections during and after construction of the parking area and its drainage system to insure that it is constructed in accordance with the approved paving and drainage construction plans. Rev. 3/6/85 - 6 - Markinq, $igninq, and Lightinq (a) With the exception of stabilized sod parking, all parking stalls shall be clearly outlined on the surface of the parking facility: parallel parking stalls shall use a single line; all other parking stalls shall use double striping. Striping and dimensions shall be as set forth at Sec. 30-18(C)(5)(a). (b) Handicapped spaces shall be striped and marked as shown at Sec. 30-18(C)(5)(a). In addition~ each handicapped space will have a sign at the head of the stall reserving it for handicapped parking only, (c) For parking facilities containing twenty-one (21) or more parking spaces, ali. aisles, approach lanes, and maneuvering areas shaiI be cieariy marked with directionaI arrows and Iines as approved by the City Engineer. The City Engineer may require additionai signage to insure the smooth and safe fIow of traffic. (d) Lighting for parking areas shaIi be designed and instaIle~' so as to confine rays to the site. (e) Compact car parking areas, where permitted, shall be cieariy marked with signs as foIiows: (i) Parking tiers shaIi have one sign for every third staiI, pIus a sign at each end staIi, indicating that the staIis are reserved for compact car parking. The sign shaii be a minimum of 12 inches by I8 inches and shaii be piaced at the front of the parking staiIs. Signs shaiI be printed as foIiows: COHPACT PARKINC ONLY (2) In addition to the above requirement, parking bays reserved exclusively for compact car parking shall have a sign located at the right side of each bay entrance indicating the type of parking for which the bay is reserved. The signs shall meet the same criteria as is specified above and shall be painted in the same manner minus the arrow. Alternate signage for compact car parking may be approved by the Chief Building Official when comparable to the standards set forth in (1) and (2) above. (f) All signage shall conform to M.U.T.C.D. criteria. Rev. 3/6/85 - 7 - (~) Landscaping (a) Ail off-street parking areas for all uses except single family dwellings shall be landscaped in accordance with Articles IX and ×, Chapter 9, Code of Ordinances, and the requirements of this section. (b) Interior landscaping for off-street parking areas shall amount to no iess than ten (i0%) percent of the totaI area used for parking and accessways. (c> Whenever parking tier.s abut, they shall be separated by a minimum five .<5> foot wide landscape strip. This strip shai1 be in addition to the parking stall. Non-mountable curbs are not requi, red for these landscaping strips. Landscape isiands shali be pIaced at the end of parking rows and at intervals of no more than ten parking spaces for standard parking, 13 spaces for compact car parking, where permitted. Landscape islands *shali contain a minimum of seventy-five (75> square feet,, shall extend out,, to the same length as the adjacent parking stalis, and have a minimum width of five (5> feet. Landscape islands shai1 be protected with non-mountable curbs at least six inches in height. However, if a parallel space abuts one or fewer parallel spaces and access is adequate to that space, then the length may be reduced to 20 feet (see Figure ~). Following are the dimensions and striping for parallel parking spaces: Roadway Centerline T FIGURE (b) Parking Bays and Aisle Widths - The minimum dimensions of parking bays for standard and compact spaces are given in Tables i through 4. Except when following the Drachman Parking System at Sec. 30-18(C) (5) (c), double-loaded aisles must have the same type of parking stall on each side. The following aisle widths were used for compact cars: 30° - 18' 45° 18', 60° 20' . , and 90° - 22' The following aisle widths were used for standard cars: 30°- ZO' 45° 20' 60° 22' and 90° 24' Rev. 3/6/85 - 11 - Parking bay widths for one=way traffic and single-loaded aisles are set forth at Table 4 and Figure B below: Table 4 Parking Compact Standard' Angles B '0" 9 '0" (degrees) Stalls Stalls 30° 30' 35' 45° 32' 37' 60° 37' ~2' 90° 38' 42' Parking WIDTH The aisle widths for one-way,, single-loaded parking have also been varied recognizing two conditions: (1) That a car parked at 30° does not require as much back out maneuvering area as a car parked at 90°;· and (2) that a car not backin9 out opposite a row of other parked and backing cars does not need as much maneuvering space as one that is. The following aisle widths were used for compact cars: 30° - 15', 45° - 15', 60° - 19', and 900 - 22'. The following aisle widths were used for standard car parking: 30° = 18', ~5° - 18', GO° - 22', and 90° - 24'. Rev. 31G/B5 - 12 - (c) Drachman Park. in~ System. The Drachman Parking System is a simple, effective.way to efficiently integrate compact car and standard car parking; at the same time, it allows easy conversion of standard car spaces to compact car spaces as the prevalence of compact cars increases. This is the only parking scheme that may be used to place both standard car parking spaces and compact car spaces on opposite sides of a single aisle. This system requires a one-way flow of traffic with compact car spaces at 900 on one side of the aisle and standard car spaces at either 45° or 60° on the other. As the percentage of compact cars increases, and the percentage established at Sec. 30-18(B)(&)(a) raised, the standard car spaces may be restriped to 8' x 16' compact car spaces at a 90° angle. The combination standard and · compact car parking bay is shown'at Figure 9. (E) SPECIAL REGULA. T. IONS. (i) Automobiie Dealerships (a) Automobile deaierships engaged primariiy in new car sales may store new cars on an approved parking surface without reference to. parking staiIs, parking staI1 striping, or wheei stops. This type parking arrangement is caIied buiipen parking. Landscaping strips and Iandscaped. isiands internai to the buiIpen parking area are iikewise not required; provided, however, that the ten percent (10,%) interior iandscaping requirement shaiI be met by transferring the required iandscaping to. the perimeter of the buIIpen area. The transferred iandscaped areas shaii be designed and iocated so as to mitigate and buffer impact of the aggregated car storage area. The City Horticulturist shall advise the appropriate approving authority as to the acceptability of the proposed reallocation scheme. 8ullpen parking shall not be counted toward meeting the parking requirements established at Sec. ~O-18(D). Used car sales may not use the bullpen parking arrangement. (b) New and used car display and sales parking may be accomplished on spaces that have a minimum size of 8'6" x 18'. While signs are not required for automobile display parking, in all other respects display parking shall conform to the provisions of this section. Rarking for display and sales, shall not be counted toward meeting the parking space requirements established at Sec. lO-18(D). (2) Gasoline Stations Entrance and-exit ways for gasoline stations may exceed a width of twenty-four (24) feet, but in no case shall they be any wider than thirty-five (35) feet. (F) ADMINISTRATIVE RELIEF (i>~ Approvai For Administrative ReIief (a) Administrative 'reiief in accordance with the provisions of this section may be granted after review by the Technical Advisory Committee (TAC) and City Council approval. In instances where administrative relief is being requested in conjunction with a project that has been submitted for review by the Planning and Zoning Board, the 8oard shall hear the request and make its recommendation, which shall be forwarded to the City Council for a final decision. (b) Administrative relief may be granted only for those items specified at Sec. ~O-18(F)(2) below. (c) Requests for administrative relief shall be submitted in writing to the Planning Director. The letter shall state specifically what relief is sought and provide justification why relief should be granted. In cases that warrant it, the Technical Advisory Committee, Planning and Zoning 8oard, or City Council may require the submission of a site plan, a parking and traffic study, or both, before reaching a decision. Rev. :~16185 - 18 - (d) After evaluating the application, the Technical Advisory Committee or Planning and Zoning 8oard may recommend approval of the request .as submitted, may recommend approval of the request with conditions, or may recommend denial of the request to the City Council. In reviewing the request for administrative relief, the 8oard or TAC shall consider, the following criteria: (1) The relief sought is consistent with the specific provisions applicable to the request as set forth at Sec. 30-18(F)(2)(a) thru (f) below; (2> The intent of the parking code is preserved; (3> The parking provided wiii be sufficient to serve the use for which it is intended; (4> The reiief sought wiii not be detrimentaI to the pubiic heaIth, weifare, or safety. The PIanning and Zoning 8oard or Technical Advisory Committee shaiI forward its recommendation in writing to the City Councii, and shaii forward a copy of such recommendation to the party requesting reiief. Items For Which Administrative Reiief May 8. e Approved Pursuant to Sec. 30-18(F)(1), the following items may be approved under administrative relief: (a) Administrative relief may be granted to Sec. 30-lB(B)(3) to allow the temporary use of parking facilities for the sale of merchandise. In order to apply For such relief, the applicant must submit to the Planning Director a site plan showing the area to be occupied and a letter describing the event, giving its date and its duration. (b) Administrative relief may be approved in accordance with Sec. 30-18(B) (4) (g) (1) to allow the use of an off-site parking area within 300 feet of the lot or parcel on which the principal use or building is located. In order to apply for such relief~ the applicant must submit a vicinity map which is in sufficient detaii to show the iocation of the principal buiiding and the location of the proposed off-site parking area, and which also shows the route an-d means of pedestrian access from one to the other. In the written statement, the petitioner shai1 'project the number of employees that wii1 be using the off-site parking area. The application shalI be accompanied by an agreement between the owner of the principal.building and the owner of the alternate off-site parking area as set forth at .Sec. 30-18(8) (~) (9) (3) . (c) Administrative relief may be approved in accordance with Sec. 30-18(8)(5)(b) to allow multipie uses located on the same site to jointly use parking spaces. In order to apply for such reiief, a site plan must be submitted showing the parking spaces proposed to be shared, and their location, proximity, and means of pedestrian access to the buildings they will serve. In the written statement, the petitioner shall describe the nature of the activity of the buildings that will be sharing parking spaces, their peak hours of operation, and the projected parking needs the activities will generate during peak hours, as well as throughout other periods of the day. (d) Administrative relief may be approved in accordance with Sec. 30-18(8)(6) to allow the use of compact car parking spaces for long term employee parking. In order to apply for such relief, a site plan shall be submitted showing the location and number of the proposed compact car spaces. Rev. 3/&/85 - 19 - (e) Administrative relief may be granted to Sec. 30-18(C)(1)(b) to allow an exception to the application of .the definition of a through street in specific instances. In o~der to apply fo~ such ~elief, the petitione~ shall submit a site plan and/o~ a vicinity map showing the location of the road in question and the location of its likely users. Projected traffic counts for the road shall be provided. The -probable routes of the traffic that surrounding uses will generate shall also be shown.
