The City Council assembled at 8 P.~~. for the annual
organization meeting, as provided by Section 12 of the
City Charter. Present were: City Attorney NO'iJin,

Mr. Wilcox was declared Judge by a majority vote of
the Council.

Letter from Smith & Gillesnie re: date of commence-
ment of 'Nork by Mike Blsnk on,laterworks improvements was
read. 'I'he Clerk was instructed to notify them that January
15, 1946 was satisfactory as starting date, provided it did
not conflict with the date shown on the contract.
Tt was regularly moved, seconded and unanimously carried
that the Council meet regularly on the second and fourth Mon-
day nights of each month at 7:30 P.M.
Counci~~an White broug~up the cemetery plat matter and
advised that lhe had contacted lI'Jr. Geo. ,Carr regarding same.
~his was discussed but no action taken. Mr. White agreed to
ask Mr. Carr' to attend next Council meeting.
Mr. White asked the Clerk to have Mr. Ogren prepare a
sketch for the new cQlored cemetery. Entire Council favored
this.
A tractor owned by Jack Faircloth, which is now in Lake
Worth can be used to tryout the new beach rake, according
to Mr. Vfuite's report, and this trial will be made in the
very near future.
The Mayor advised he had aSked Smith & Gillespie regard-
ing persons qualified to hold position of City Manager, as he
thought this city needed such a person. The Engineering firm
had several persons who could meet the requirements. No action
was taken.
Mr. White asked the clerk to have the lifeguArd check on
the public beach signs.
The Clerk was ordered to issue occupational licenses to
N. P.Davies, and Mrs. Daphne Lemberger.
A oard from Herbert J. Sims offering $1,000 Delray Beach
refunding bono at 99 and interest was reag. The Clerk was' in-
structed to offer him the amount we paid for the last bond whidh
we purchased, which was less than this offer.
Letter from Golf oommittee was read and tabled.

Two letters from the planning board were read. Mr. Link
who was. in the audience stated that he did ,not think the council
could pnvent a man frOm building a gOOd sub~tantial building

because they did not like the looks of thE exterior. Mr.
White assured him the council was not going to do this. 1tr.
Link also suggested that the Builqing Inspector write the
Florida Hotel Commission asking for a defini1;ioIl of effioano;\"
apartments and tourist cabing.
It was agreed by the Council that any applicants for
pErmi ts pn l!'ederal Highway which SEeme il irregular to the Build-
ing Inspector, shall be brought before the City Council berore
permit is issued. 1~e applicant must furnish plot plan, spec-
ifications and blue p,rint.

The Clerk was asked to check the zoning commission members
terms of office. If none of thei~ terms expire she is to in-
rorm them they are re~ppointEd, also to inform the Planning
Hoard they have been reappointed; for the coming year.
The following Lmergency ,ordinance was passed on its first
reading; by motion regullar made, seconded and unanimously carried.

AN EMERGENCY ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF DELRAY BEACH, FLORIDA, PROHIBITING THE USE
OF TRAILERS AS LIVING QUARTERS UNLESS 'firE SAME COMPLY
WITH THE BUILDING CODE ~~ ZONING ORDINANCE OF THE
CITY OF DELRAY BEACH, FLORIDA.
The Clerk was instructed to n6tify person occupying trailers
on S. S. ls~. Ave. to mov~ same within the next 15 days.
The Clerk was asked to write the County Commissioner asking
what the county will do towards bUilding road to cemeter~
Councilman i1hite reported catch basins need to be built to
eliminate water standing in the streets, and said he hoped the
new street committee would get busy on this matter.

Auditor '!linn stated when the FinanCE Committee is appointed
he would like to meet with thEm and go over the city accounts.
There being no further business to come before the Council,
