COUNCIL CHAMBER
March 11, 1946
The Council met in regular session at 7:30 P.~~
with the following members present: Mr. Butler, ~r.
DeWitt, Mr. McNeece, Mr. White and Attorney Nowlin.
Mr. Hill arrived later.
Minutes of meetings held Feb. 25 and March 7 were
approved as written.
Manager Edmond reported bill from Smith & Gilles-
pie amounting to $390.40 was o.k. for payment as were
bills from Mike Bl~ - $4,777.57 and NuWay Plumbing
80mpany - $9,315.45. By motion regularly made, second-
ed and unanimously carried, the Clerk was ordered to
pay these bills.
By motion regularly made, seconded and unanimously
carried, the Clerk was ordered to renew insurance policy
with L. ~. Nichols for Volunteer Fireman.
Bills. H 3117 through 3185 amounting to $8,552.83
were ordered paid after the other two members of Finance
Oommittee (White and Hill) sign them as approved.
Application by Olarence Hearst to change zone of
lot 21 and N15.75' of lot 22, block 2, Atlantio Pines ,SiD
from residence zone to a business zone was, inasmuch as
Hearst paid the usual $15 fee, ordered turned over to the
Zoning Commission for their study and recommendation.
The Clerk was ordered to advise'~. Eric Andgrson
that the Oity does not wish to take any action regarding
inoculation of dogs at the present.time.
Clerk was ordered to advise Dr. ~. R. Nieder that
no reduction will be made on his 'tax bills.
Mayor DeWitt advised that he had written ~no. B..
Reid, asking him to try to make arrangements with the
dredging company to cease work 1tcl:rll twelve midnight until
eight o'cleck in the morning. He stated Mr. Reid replied
that he would contact the dredging company and see if
this could be worked out.
Attorney C. Y. Byrd presented deed from Mrs. Luoy
Helm for right of way in Seagate for the new water line.
Attorney NOWlin was to check the deed for the city.

ing beach oonoession, and request that they space their
equipment far enough apart so as not to congest the whole
beach.
The 6lerk was authorized to sell off single spaces
in aemetery four grave plots, at ten dollars for a single
space. Manager Edmond to select the plo~ to be sold in
this manner.
Attorney Nowlin submitted original electrical ordinances
bringing out, that the word 'repair' is in it.
Mr. Nowlin read letter from Harry Goodmark asking for
settlement figure on property in Delray Beach. He (Goodmark)
had attached check with his letter, to amount of $708.66 which
was settlement figure quoted and acceptable before November 1,
1945. After discussing the matter the Council instructed the
Attorney to return Mr. Goodmark's check and advise him that we
could make no exception in his case. Other persons had paid
since November 1st. and asked for settlement and their requests
were denied, So Mr. Goodmark's request would have to be denied
also.

City Attorney advised it would be about three more months
before the City foreclosure is completed.
Clerk was ordered to issue license to Smith and White.
By motion regularly made, seconded and unanimously carried
the following Ordinance was ordered placed on its first reading
ORDINANCE NO. ~.1.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DELRAY BEACH, FLORIDA, ADOPTING A OODE OF
OIVIL AND CRIMINAL ORDINANCES. PROVIDING FOR
THE PRINTING THEREOF AND FOR THE REPEAL OF
OERTAIN ORDINANCES.
There being no further business to come before the Council
