The Council met in Special Session at 7:30 P.M.
for the purpose of checking with the City Manager on a
report from the U. S. Geodetic Survey, and for any other
matters of business which might need the attention of the
Council at this time. Present were: Mr. Butler, Mr.
DeWitt, Mr. Hill, Mr. McNeece and Attorney Nowlin. Mr.
White arrived later.

The Manager advised he had discussed with U. S.
Geodatic Survey people, together with Mr. Wylie Gillespie,
the possibility of securing softer water without iron,
and after thoroughly going into the matter, the U. S.
Geodatic Survey people recommended digging three test
wells, cost of wells being $2,000. each. Three wells to
not exceed $3,500.00 to the city. U.S. Geodatic people
pay one half the cost of the work, but at the present
time their funds are used up, and they will not have
additional funds until July 1st. The Manager recommended
that the first well be dug near the water plant. If water
is not satisfactory there, to dig another well out near
Lake Ida, and if not found there, the third well to be
dug west of town. When the supply is found, the Manager
recommended digging a sixteen inch well. It was regularly
moved, seconded and unanimously carried that the Council
accept the Managers~ recommendation. Dig one test w~ll
at the plant, if proper water is found there, we stop.
if not, we go on and dig the three wells until we do find
it. Manager be allowed to spend up to $3,500.00 if it is
necll/ssary.
On the Manager's recommendation, Miss Margaret
Minschke was apPOinted as a Deputy Clerk, by motion
regularly made, seconded and unanimously carried. She
will take police court reco~8 and relieve Miss Winn of
these duties.
The Manager recommended that Paul Nichol's title
be changed to Assistant Superintendent of Water Maintenance,
duties to consist of meter reading, and maintaining the water
system; and thet his salary be increased to $180.00 per
month. By motion regularly made, seconded and unanimously
carried the ~ouncil accepted the M~nager's recommendation.
Mr. Matt Gracey having pos'ted his check to amount
of $1,000.00 and having signed cbntract and met city
requests regarding h1s plat for Grove Way, had the Manager

present plat for signature; also contract. By motion
regularly made, seconded and unanimously carried, the Mayor
and Clerk were authorized to sign contract and plat,
affixing the city seal to same.
Next, a discussion ensued regarding supports on
both sides of the canal, for pipe to be run under the
Intracoastal Waterway. The manager stated it would take
about 1300' of supports, and that Mike Blank had submitted
an estimate of $2.00 per cross tie, or a total cost of
about $500.00. It was regularly moved, seconded and
unanimously carried that the City Manager be authorized to
have the work done at a cost not to. exceed 50~ per lineal
foot of ties, to be used as four or eight foot lengths as
the Engineers and City Manager may agree.' Total cost of
work not to exceed $1,000.00. Smith & Giliespie, Engineers,
had recommended that the pipe going across the muckland be
supported to prevent breakage at joints.

Mr. Butler moved the bills be paid. Mr. White seconded the
motion which carried unanimously on roll call.
Councilman White recommended that the City Manager
check with the Engineers the bill for supervision of concrete
work at Water Plent, and have same corrected inasmuch as
Nu-Way should pay for the first two days expenses involved.
Inspector was here on date they were supposed to pour
concrete, but they delayed the work for two days.
The Manager brought up matter of Delocean property
zoning and stated the Zoning Board had met today and wanted
the Ordinance amended, limiting the type, and height of
buildings. The Council told the Manager to have the Zoning
Board make their recommeI:1dataons in a letter for present-
ation at next Council meeting, then the Attorney can check
the building code to see if building heights "and type of
construction are not covered in same.
;Mr. Hannah representing the F.E.C:. addressed the
Council and advised that the railroad was having their
station platform extended to the south w"tich would eliminate
passenger trains obstructing Atlantic Avenue crossing. He

read a letter addressed to Mr. Nowlin from Mr. Fox stating
that it was their (the railroads) understanding the Council
would withdraw their request for the N. E. 1st Street
cross ing until it. would be de te'rmined if the situation was
relieved by the station platform extension, and by the house
track being connecteda~ the south end, south of 3. 2nd
Street. Each member of th= Coul1cil expressed their approval
of mov ing the ho use track, and "extending the s ta tion pla t-
form, but all were unanimous in stating the Council said
nothing to give the railroad the impression that the Gouncil
would 'Nithdraw their request for the N. E. lst Street crossing.
They said they thoul3ht the City was entitled to the crossing;
needed it; and wanted it. Mr. Vfuite stated that some years
ago the City closed a public crossing in order that the
railroad might build a freight house, and that now the City
is aSking for a croSSing and he did not feel it would work
a hardship on the railroad to put in the crossing. Mr.
Whi te asked the Manager and the City Attorne y to wri te the
railroad expressing the Council's appreciation for Mr.
Hannah's visit and his recommendations which the Council
think are in order, also that the Council still feels they
need and should have the N.E. lst Street crossing in
addition to the other recommendations.
Mr. Vfuite moved that the Attorney be instructed
to take the necessary steps to cancel the City's contract
with Grover Baker; also that the attorney try to secure a
refund from the bonding company for Grover Baker which he
has paid them, amounting to over four hundred dollars, on
the bond. Mr. Hill seconded the motion which carried
unanimously on roll call.
Request from Delta Air Corporation for refund of
their $100.00 bond was presented. The Manager was instructed
to check the land, and if it is clear, to adviset~eClerk
to return to Delta their $100.00 bond. '
The Clerk was ordered to issue occupational
license to Pat Dugan.
Request from Mrs. Wyeth Ray for occupational
license to operate an employment agency at 215 N. E. 6th
Avenue was tabled for further consideration.

A letter requesting a fire hydrant on N.W. 2nd
Avenue and 9th Street signed by three property owners in
that section whose homes were endangered during the past
week's fire, was read and turned over to the Manager for.
study and recommendation.

Letter from Station Hospital at Boca Raton
Field advising of case of measles in this city was
ordered turned over to the city health doctor, Dr. K. M.
Davis. Clerk was ordered to write the field and thank
them for advising the city of this case.
There being no further business to come before
the Council, Council ad journed.
