COUNCIL CHAMBER

The Council met in Special Session at 10 A. M. on
call q$ the Mayor, for the purpose of discussing bond re-
funding with Atwill & Co., and for any other matters of
business which might need the action of the CoUncil at this
time. All members of the Council and the Attorney were pI'e-
sent.
Mr. Atwill proposed a fee and expense re~unding.
which the Council rejected. tie then proposed that the city
levy millage at 11 mills, for the rife of the bonds, 50% of
this to apply to interest, and 50% to principal, that one
years interest requirements be held in reserve. This at no
expense to the city. They, Atwill, to handle all callable
bonds, for retirement only, at 3%. The Council thanked Mr.
Atwill for his proposals and advised they would take the
latter proposal under consideration and let him know what
they decide, at a later date.
Next the Council considered the bids made on lots
in block 69. Mr. Butler, Chairman of ~inance Committee re-
ported his committee would recommend the Council accept
the bid of Aaron T. Smock, who was high bidder. Mr. Butler
moved that A.T. Smock's bid of $12,000. be accepted for the
three lots. Lot.2, less the E3', all of lots 3 and4,' block
69. ~he lots having 136' frontage on Atlantic Ave. and being
126' deep. ~hat Mr. Smock be allowed thirty days to ascertain
if he can get an insurable title on the property. The Clerk
to ~eturn checks of unsuccessful bidders to them. Mr. Hill
seconded the motion which carried unanimously on roll call.
Councilman White moved that a Resolution be pre-
pared and adopted to use one half the proceeds of above sale,
if necessary, to pave a street or build a street parallel to
the canal through the city park, from Atlantic Avenue to
First St. N.E. ~at the City commence work on docking faoili-
ties, providing it is permissable to use that part of the
park for this purpose. l~at the other half of proceeds of
sale be allocate0 for use of public improvements. Mr. Butler
seconded the motion which carried unanimously on roll call.
Next, recommendation from Zoning Commission regard-
ing Delocean property was read, and discussed. Mgr. Edmond
reported that Delocean people preferred their property which
they cohtemplated having in "Apartment House District' be
changed and placed in the new "Hotel & Apartment House Dis-
trict" which 'M:Juld insure a better type building. Mr. Edmond
stated Delocean Co. wanted blocks 152 and 160 set up for busi-
ness. ~hey want to build hotels and apartments around those
blocks, to conform with Seagate property which ab\)ll'ts. The
Zoning Board have no objection to this the Manager said. Mr.
White moved that the City Attorney draft an ordinance accord-.
ing map (Exhibit.A. dated 4/23/46) and the request, approving
the recommendation of the Zoni~ ~oard, also including in the
ordinance, limited business district on both sides of Atlantio

Avenue as shown on the map. The fOllowing property would be
placed in Hotel and Apartment Zone:- si of blocks 141, 149,
151, all of block 158. In Residence "A" the Nt of blorlks
143, 151, 135. All blocks 142 and 150. East of the Gana1.
Mr. Butler seconded the motion which carried unanimously on
roll call. 'i'he Clerk was ordered to phone Mr. Garner and
advise him the Council v.uuld like for his ~oard to call a
public hearing forwroperty owners concerned, to change the
North side of Atlantic Avenue property, e as:~ of the canal
to Andrews Ave. for a dept of the front lots into this limit-
ed business district.
Communication from Fire Chief tiarrows requesting
that Thos. Lyman be relieved of his duties as of. 1\lay 1st.,
recommending that he be paid his vacation pay was submitted.
By motion regularly made, seconded and unamimously carried
the ~ire Chief's recommendation was accepted.
On the ~ire Chief's recommendation, stating hand
drawn hose reel was of no use to the city and could be sold
for $25., the city Manager was authorized to sell said reel.
Letter from Eliz. Shanks regarding Clearing of
vacant lots was read and referred to the City Manager for
investigation and reply.
The Council discussed with the manager the method
of computing vacations for city employees, and after thoro-
ughly going into the matter, the Mayor advised that the pre-
sent system as set up by Ordinance was the most workable
system, and the Council preferred to continue using this
method.
Action was with-held regarding davlight saving
until later in the week.
There being no further business to come before
the Council, Council adjourned.
