COUNCIL CHAMBER
April 27, 1946
The Council met in-S'~cial Session at 12 :01 ,.;p.M.
on call of the MayorJ. for thei1?,~rpose of considering the
changing of Eastern Qtandard Time to Eastern Daylight, and
for any other matters of business which might need the act-
ion of the t;ouncil at this time. The following members
were present: Mr. Butler, Mr.' DeWitt, Mr. McNeece, Mr.
V~ite, and Attorney Nowlin. Mr. Hill was absent.
Mayor DeWitt advised that the schools would change
to day light saving time if the Council made the change, and
inasmuch as. the other cities in this vicinity have changed,
he recommended Delray Beach do so too;
By motion regularly made, seconded and unanimously
carried, the following emergency ordinance was adopted on
its first reading~ ~2~. .

The City Manager was instructed to nQtify the Post Times of
West Palm Beach, and Radio Station W.d.N.O. of West Palm Beach
as to the Council's action, for publication and information to
the public.
Upon Fire whief Barrow's recommendation, bdward
Wilder was appointed as a regular fireman, effective May 1, 1946,
by motion regularly made, seconded and unanimously carried.
Manager Edmond reported Jno. F. Bishop an "employee
of Police Dept. has been released from his duties' in that office
by Uhief Croft, on April 20th., and Robt. Mac Neeley had been
employed in his place. ~y motion regularly made, seconded and
unanimOUSly carried, Mr. McNeeley was appointed police desk
clerk to re'ceive the same salary Jno. Bishop was receiving.
The City Manager requested that the city owned golf
course property be surveyed and the property corners establish-
ed by a registered surveyor. Mr. White moved that the Manager
be authorized to have the survey made, property corners marked
with concrete posts, and the city be furnished a plat Showing
distances and bearing of all property lines of the property,
by a registered surveyor. Mr. McNeece seconded the motion
which on roll call carried unanimOUSly.
Mayor DeWitt reported that Uavid McClintic, lifeguard,
had received word that hll~.father had been killed in an accident.
Mr. McClintic had contacte~:'''%he Mayor and Mr. Butler requesting
a $50 advance of salary to enable him to leave immediately for
the north. Mayor DeWitt stated Mc Clintic signed an order ack-
nowledging receipt of $50 and authorizing same to be deducted
from money due him by the wity. ~he Council authorized the
Clerk to accept the order and forward amount due McClintic for
April 27, 1940

pleted his contract as life guard with the city.
