The Council met in Special Session on call of the
Mayor, for the purpose of further discussing proposed exten-
sions to water plant, and for any other matters of business
which might need the action of the Council at this times.
The following members were present: ~tt. Butler, Mr. DeWitt,
Mr. mcNeece, Mr. White and Attorney Nowlin. Mr. Hill was
absent. .

The Manager beought up the matter of the city los-
ing its discount on bills due to the fact that bills were not
paid until after Council meetings. By motion regularly made,
seconded and unanimously carried the Clerk was instructed to
take all bills having discounts, have them approved by the
Finance Committee and pay Same by the tenth of each month.
The Council discussed the closing of bars on Elect~
ion Day, and all members expressed themselves as being favor-
able to the bars opening after 8 P.M. on that day.
By motion regularly made seconded and unanimously
carried, Enoch Powell was granted a thirty day extension of
time to operate his ,bus line on his temporary permit, pro~
viding he secure insurance coverage on the busses.
Councilman MoNeece submitted resignation of H. M
O'Neal as Chairman of the Golf Committee due to the fact
that he will be out of the city most of the summer, Mr.
\~ite moved that the resignation be accepted and that the
Mayor being in his recommendation for appointment of a new
Chairman at the next Council meeting. Mr. McNeece seconded
the motion and on roll call. the votes ,"ere as follows: Mr.
Butler yes, Mr. DeWitt yes, Mr. McNeece yes, and Mr. White
yes. Motion carried.
Next Mr. Gillespie advised the Council that after
checking into the work they outlined at the previous meet-
ing, he found in preparing the scope of work, that part of
the work contemplated could not be done, and the city keep
within the expenditure of $350,000. He submitted the follow-
ing letter:

Pursuent to your 'instructions of May 3rd, we have
carefully considered the character and scope of the improve-
ments which you desire to accomplish in connection with your
municipal water system. .
We have analyzed these matters in conference with
your City Manager and wish to advise as follows:

It appears that the City will be able to nicely
finance approximately $650,000 of water works improvements
through the issuance of water revenue certificates. It
does not appear advisable at this time for the City to
contemplate any work in excess of this amount, to be fi-
nanced by this means.
The improvements contemplated are estimated to
coat approxim~tely as follows:
New Well supply
Distribution improvements to improve
Pressu.re conditions in northern
Porttion of the City in the northern
section of the beach area
Additional elevated storage (Approxi-
mately one million gallons)
Treatment plant of approximately
three M. G. D. capacity

Since som~ increase in present water rates will be
required in order to finance these improvements, it is be-
lieved that the per capita consumption will some what decrease
after the new rates are in effect. It is therefore felt that
the recommended capacity of the treatment plant will be ade~
quate for some time to come. The plant can be operated at a
rate in excess of its designated capacity for short periods
of time and the additional elavated storage ~ill assist in
meeti.ng peak demands.

Mr. Gillespie showed a chart of water rates for several cities
in the state, and Delray Beach rate was lower than any of those
~~~. It is 60% lower than larasota.

The Clerk was instructed to have the entire Resolution pub-
lished in the Delray News issues of May lOth., and 17th"
1946.
Application from L. L. Asheley for the operation
of an outdoor bowling alley was presented. A telegram from
property owners, and a petition signed by Mrs. A. R. Sibbs
and 27 other property owners, objecting to issuance of li-
cense for this type business in their neighborhoOd was read.
After thoroughly discussing the matter, Mr. \Vhite moved
that the license aDplication be rejected. Mr. McNeece
seconded the motion which carried unanimously on roll call.
The Clerk was ordered to issue occupational license
to the MackIe Company and A. H. Gordie.
~ity Attorney Nowlin was instructed to prepare an
ordinance which would require proper housing facilities for
all types of businesses, including shobtl~g galleries, paint
spraying shops, bowling alleys, etc.
Contract for proposed water plant improvements,
between the city and the engineering firm of Smith & Gilles-
pie was turned over to the city attorney for his eMamination
and report.
There being no further business to come before the
Council, Council adjourned.
