June 19th, 1946
An adjourned session of the Council meeting ot
June 18th, was held in The Council Chambers at 2:00 P.M.
with Mayor M. M. DeViitt in the Chair, and City Manager
H. P. Edmond, City Attorney J. W. Nowlin, and the following
Councilmen present: B. C. Butler, F. B. McNeece and C. J.
White.
Councilman Bu~ler reported that at a joint
committee meeting of the Finance Committee and the Bond
Comraittee, consisting of }IT. E. M. Wilson, Chairman, and
Mr. H. A. Hubbard, held at 9~30 A.M., the Finance Committee
recommended that we accept the bid submitted by the
Equitable Securities Corporation of Nashville, Tennessee,
at a purchase price of 96.13 with interest rate of 2% per
annum payable semi-annually, callable after five years at
a premium of 103, for the purchase of $ 350,000.00 Water
Works Revenue Certificates, subject to the approval by
the Council of the financial responsibility of this
Corporation.
A motion was made by Councilman McNeece, seconded
by Councilman White, that the recommendation of the Finance
Commi ttee be accepted, and upon call of roll the mot ion
carried, Councilman Butler, DeWitt, McNeece and V~lite voting
in favor of same.
Bayor DeWitt then asked for a discussion of the
subject of parking meters, explaining that the meters could
be installed for a trial period of six months at no cost
to the City, the City to receive 75%, this amount to be
applied against the purchase price of the meters if the
City decides to keep them. Contract may be cancelled at
any time up to thirty days prior to the expiration of the
trial period. He stated further that the object of in-
stalling parking meters was to simplify the regulating of
traffic in the business district, not as a source of revenue,
and that the services of one policeman could be saved.
All of the Councilmen expressed themselves as
being in favor of installing parking meters, for a trial
period, and upon motion of Councilman McNeece, seconded by
Councilman Butler, the City Manager was instructed to .
secure samples of different kinds and types of me ters, for
the selection and approval of the Council.
A motion was then made by Councilman White,
seconded by Councilman Butler, that the City Attorney be

instructed to prepare an ordinance provid ing for the
installation of parking meters on both sides of Atlantio
Avenue from 1st Avenue to 6th Avenue and for one-half
block north and south of Atlantic Avenue, or to the alley,
on both s ides of 3rd, 4th and 5th Avenues, changing of
all angle parking to parallel parking to be embodied in
the same ordinance.
Upon call of roll the motion carried unanimously.
City Manager Edmond presented estimates from
the following Companies for furnishing liquid chlorine
for the coming year:
The Mathieson Alkali ,Vorks,Inc.
John Wiley Jones Company
As prices quoted were exactly the same, a motion
was made by Councilman White, seconded by Councilman
MoNeece, unanimously carried, that the City enter into a
contract with the Mathieson Alkali Works, Inc., for our
requirements of Chlorine at a price of 10~ per pound,
agreeing to purchase not less than 2000 pounds and not
more than 3000 pounds per annum.
A letter was presented by the City Manager from
Mike L. Bl a n.1< , asking approval of Council to sublet a
part of his contract pertaining to the In~~~ Waterway
Crossing, to Powell Brothers, Inc. of Ft. Lauderdale,
Flor ida.
Upon motion of Councilman Butler, seconded by
Councilman White, unanimOUSly carried, the Cl~rk was
instructed to advise U~. Blank that upon presentation
of a properly drawn contract for this work the City Counoil
will approve same.

With reference to a request for building permit
bv Mr. ,Vesley Clements for a building to be constructed
of corrugated metal, which was denied by the Council on
June 18th, Mayor DeWitt advised that he had since learned
that the builder had intended to use bolted steel for the
cons truc t ion.
Council agreed to reconsider their action if
Mr. Clements would bring in his plans and specifications
for the building and also his model of the structure.
After a discussion of existing fire areas, Mr.
2dmond was asked to establish the fire districts now in
effect.

City ~illnager Edmond stated that Mr. E. B. Nichols
has offered the City $1700.00 for a 1 1/2 ton Dodge truck,
toge ther wi th S aile junk which is of nQ val ue to the City.
The truck was purchased in December for $1723.62. Mr. Edmond
explained that it has been driven only 2400 miles and is idle
Illost of the time as it will not carry road mattlial and it
~s too b~g for anything except haUling trash. He also stated
that the price offered is the cEiling price.
A motion was made by Councilman Butler, secon:J ed
by Councilman McNeece, that the City Manager be instructed to
dispose of the truck, the money to be used to purchase other
equipment as, and when, needed. Upon call of roll the motion
carr ied unan imously.
Council then adjourned to the next regular meeting
to be held on Monday June 24th, at 7:00 P.M.
