A Special Session of the City Council of the City of Delray Beach was
held at 5 0' clock P. Y. in the City Manager's office, with Mayor Il. Il. DeWitt
in the Chair, City Manager H. p. EdllDnd, City Attorney J. W. Nowlin, and the
following Councilmen present: B. C. Butler, J. B. Smith, and C. J. White,
a quorum being present.
As this special meeting had been called to check into the Primary and
General Elections, the meeting liaS turned over to City Attorney J. W. Nowlin,
who stated that the Primary Election would be held on N01lllmber 19th, and the
General Election on December 3rd, and candidates must file their petitions
before October 29th. Candidates must be OWDi!lrs of improved property in the
City of Delray Beach, must be qualified voters, and deposit a fee of $ 10.00.
The following resolution liaS then presented by lIr. Nowlin, and same liaS
read in full:

carried, the foregoing Resolution No. 598 liaS passed and adopted as read.
The Proclamation of the Jlayor calling a Primary Election will be published
in the Delray Beach News in the issues of November 1st, 8th and 15th, and the
Proclamation calling a Genera:}. Election will be published in the issues of
November 15th, 22nd and 29th.
.Upon the recCllllllendation of City Manager Edmond, the Council authorized the
installa tion of street lights in Seagate Stbdivision, as soon as the equipment
is available.
llr. Edmond also recoDlllended that the corner white lIaY lights be increased
in candle power from 100 cpo to 250 cpo . The matter liaS referred to the Streets
CODIIl1ttee fC1l' recollllllllndation at the next regular meeting.
Councilman F. B. IlcNeece entered the meeting.
After a discussion of the license fee to be charged the Lions Club for their
Gladiola Festival to be held in January, a motion liaS made by Councilman Butler,
seconded by Councilman White, that the Lions Olub be granted a license in the
amount of $ 30.00, to be refunded after the Festival, and the Lions Club must
agree to leave the grounds in good condition after such festival is held. Upon
call of roll the motion carried unanimously.
Upon the reCOIIIIIendation of Judge W. E. Wilcox, Council agreed to cancel the

The following letter from the City Jlanager, with reference to the
operation of the Golf Course, was read in full:
"October 9, 1946.

Gentlemen:
Some weeks ago I was given an appointment by the City Council and the Golf
Committee to make a thorough study and a reCODlllendation on the operation
of the Jlunicipal Golf Course and Club House.
I have made Iq. investigation covering numerous ccmplaints as to the operation
of the Club House, with particular emphasis in regard to the present Golf
Professional, the caddy situation and the question of lost balls. I have
found no complaint in regard to the operation of the concessions, such as
cold drinks, sandwiches, etc. as handled by llrs. Irwin.

I feel that bymllking a few changes in the method of handling caddies, lost
balls and .by Securing the services of a Registered Assistant Golf Professional
that most of the complaints can be satisfied.
For your consideration, therefore, I submit to you the following recODlllendations:
1. These reeO_ndations, if accepted and approved, to be effective until April
30, 1947, at which time other arrangements should be made for the coming
s1llllller season.

2. Mr. Clyde Smith, who is now employed as Greens Keeper, and I think you will
agree, has done a magnificent job on the. course, to be appointed Golf Course
Manager at a salary of $ 175.00 per month. llr Smith to be in charge of main-
taining the fairways and greens and will supervise the operation of the Club
House and concessions and will be permitted to appoint and Supervise the
following personnel.
(A) Mr. Scotty Irwin as Golf ProfeSSional, who will be permitted to teach
golf, opera1e the Pro Shop, sell and rent golf supplies. llr. Irwin is
to receive no salary and will be required to employ an Assistant Golf Pro-
fessional, registered with the Professional Golf Association, who will be
permitted to give golf lessons and work under the supervision of Mr. Irwin,
at no cost to the City. ibe Assistant Golf Professional will be subject to
the approval of the Golf CoDllli ttee and the City Council.
(B) llr. Irwin to have available to the Golf pla,yers, a golf ball marking
machine, thereby tJle players will be able to mark their initials on
their balls and these balls shall be returned to the owners when found by
~ne or the caddies, at a nominal fee. Balls not marked, shall be purchased
by lIr. Irwin from the finder and subject to be sold as used balls.

(.c) lIrs. Scotty Irwin to be appointed Club House Manager. She shall keep
an accurate dally register or all golf players, collect green fees,
membership dues, locker rent, etc. and shall be respons:lble to the City
Manager for all monies collected from these sources. She shall operate
the concessions in the Club House, such as soft drinks, beer and sandwiches
and shall receive no salary.
3. The Golf Course Manager shall appoint and employ, with the approval of the
City Manager, a Janitress who shall keep the Club House clean at all times
,and assist the Club House Manager as directed and shall recei"" a salary
of $ 80.00 per month.
(A) Sufficient personnel fro the maintaining and repairing of the Golf X
Couree and greens on an hourly basis - wage scale subject to the approval
of the City Council.
4. The Golf Committee shall advise the City Jlanager of necessary impI'()vemei1ts
and maintenance, submit to the City Council for approval a schedule of green
fees~ membership dues, locker rents, etc. and make necessary rules and regula,
tions for the operation of the Club House and Golf Course.

5. The City Manager shall work in cooperation with the Golf CoDlllittee in carry-
ing out their recoBUllendations for improvemente and maintenance and shall be
responsible to the City Council fOr all'monies collected by the Club House
Manager.
6. The City Manager shall have authority to make purchases for supplies and
repaire to equipment in an amount not to exc\ged $ 100.00. All purchases in
excess of $ 100.00 shall rirst receive the approval of the City Council.

A letter from the Golf Committee, ap proving the acceptance of lIr. Edmond's
recommendations, liaS read in full as follows:

. memership dues and green fees that were in effect last year with the ex-

A motion was made by CouncilJ!lan White, seconded by Councilman Smith,
that the recoDlllendation of the Golf Colllllittee with reference to the IIIlnthly
membership fee be accepted, and upon call of roll the motion carried unanimously.
With reference to areCOlIID.endation of the Planning Board made some time
ago, that all signs on Atlantic Avenue be plaoed flat against the buildings,
so that no signs would overhand the side1l8lks, Councilman Butler, as Chairman
of the Ordinance Committee, moved that no action be taken on the matter at this
time, and that the Planning Board be so notified.. The IIIltion was seconded by
Councilmlln McNeece, and upon call of roll carried unanimous:q.
