11-12-46 Special '-\\:, November 12th, 1946 Upon call of the Mayor a Special Session of the City Council was held in the Council'Chambers at 8:30 P.M., in regard to the condition of the City books, and any other necessary business, with Mayor M.M. DeWitt in the Chair and City Manager H.P. Edmond, City Attorney J.W. Nowlin and the following Councilmen present: B.C. Butler, F.B. McNeece, J.B. Smith and C.J. White, a quorum being present. A letter was filed by the City Clerk, followed by a discussion of the necessity of keeping all books and records in the vault at night, as Mr. Winn, the Auditor, had been instructed to do. The fact was emphasized that the vault had been built essentially to preserve City records. The following letter from the U.S. Engineer's Office of the War Department was presented and read in full: "8 November 1946 SAKGW-3 800.61 (6699) NOTICE OF WITHDRAWAL OF AN APPLICATION FOR WAR DEPARTMENT PERMIT TO WHOM IT MAY CONCERIlI: 1. Reference is made to a public-notice issued by the undersigned on 12 August 1946, stating that a public hearing would be held at some future date to consider an application made to the War Department by the Pelican Beach Apart- ments, Inc., for a permit to construct a groin, in the Straits of Florida, at applicant's property,' at the foot of Seaview Avenue, about 1.34 miles south of Ocean Avenue, Boynton, Florida. , 2. The said application has been withdrawn, and no further action is con- templated by the War Department at this time. (Signed) Blase Nemeth BLASE NEMETH Major, Corps of Engineers Acting District Engineer" ... City Manager Edmond reported that he had checked into the operation of the Memorial Athletic Field, for which the Kiwanis Club will donate funds for the purchase of a sprinkler system, providing the City will furnish water and pay for the cost of installation. Mr. King Cone, a member of the Athletic Committee which maintains and improves the field, urged the City to share the burden to a certain extent, as the field is used by all of the children, and the public, as a recreation field. He suggested that the electric light bills be sent to the City as this would save the 20% discount allowed on City accounts, the Committee to refund the cost to the City. He further suggested that a committee be appointed by the '1"\ November 12th, 1946 City to manage the Memorial Field as a City project, which would be done with- out any cost to the City. The Committee would still function to maintain and operate the field, but would have the City's backing. Councilman White recommended that 'the present committee be approved by y the Council, and that details be handles through the City Council, all ' ~ recommendations to come from the Managing Committee. This Committee consists of the following: J.Z. Parker, Chairman - Al Turner J.B. Smith King Cone Mrs. Paul Godwin Paul Myers C.E. Duvall Representing the Lions Club Representing the Kiwanis Club Representing the American Legion Representing the Parent Teachers Association Representing the Junior Chamber of Commerce Secretary and Treasurer The City Attorney was instructed to prepare an agreement between this Committee and the City, to be submitted to the Council, in which the City would agree to furnish free water, to keep the grass mowed, to have the electricity used billed to the City, to pay cost of labor for installation of sprinkler system and to maintain the system thereafter, the Committee to have full control of the allocation of the use of the entire field with the exception of the tennis courts. A communication from the Community Recreational Services was read, as follows; asking City assistance in the reconstruction of the playing courts at the Carver High School playground. Mr. Edmond was instructed to check the requirements with Mr. S.D. Spady, Principal of the Car"er High School, so that an agreement can be worked out'. A protest was filed by Mrs. Alma Womack, owner of Lots 8 & 9, Block 6, Osceola Park, who claimed that her property valuation was not in line with adjoining property. The City Manager was asked to check the valuation of Mrs. Womack's property and adjoining properties, to ascertain if an adjustment should be made.
