Upon call of the Mayor a Special Session of the City Council was held upon
receipt of the official certification from the Election Board on the election
returns, to canvas the votes cast at the Primary Election, and for any other
necessary business, with Mayor M.M. DeWitt, City Manager H.P. Edmond, City
Attorney J. W. Nowlin, and the following Councilmen present: B.C. Butler,
F.B. McNeece, J.B. Smith and C.J.White, a quorum being present.
The ballot box was opened and the tally sheets were checked and found to
be correct.
The certification of the Clerk and Inspectors of the Primary Election was
presented and read in full, as follows:

A motion was then made by Councilman McNeece, seconded by Councilman But,ler,
that Mr. M.M. DeWitt and Mr. C.J. White be declared nominees for the two year
terms for Councilmen, and Mr. J .B. Smith for a one year term, and that they are
entitled 1:,0 have their names printed on the official ballot for the General
Election to be held on December 3rd, 1946. Upon call of roll the motion carried
unanimously.
Upon motion of Councilman White, seconded by Councilman Butler, the tally
sheets were replaced in the ballot box, with all other materials used in the
election, and the ballot box was again sealed and placed in the vault where it
will be held for three days, as required by the City Charter.
