DECEMBER 2nd, 1946.
Upon cOall of the Mayor a Special Meeting of the City Council of the City
of Delray Beach was held in the Council Chambers at 7:30 P.M., to prepare the
ballot box for the General Election to be held December 3rd, and for any other
necessary business, with Mayor M.M. DeWitt in the Chair, City Manager H. P.
Edmond, City Attorney J.W. Nowlin, and the following Councilmen present: B.C.
Butler, F.B. McNeece, J.B. Smith and C.J. White, a quorum being present.
The following items were then placed in the ballot box:
Two official voters lists
Five absentee ballots
One copy of City Charter
Two Tally Sheets
Two copies of certification of election return forms
Official ballots
Lead pencils
Sealing wax and gummed tape for sealing ballot box
Four spindle files
One scratch pad
Upon motion of Councilman Butler, seconded by Councilman Smith, and unani-
mously carried, Mr. B.F. Sundy was appointed Clerk of the Election Board, and
Messrs. A.J. Caraker, L.F. Ranson and King S. Cone were appointed Inspectors, to
serve at the General Election to be held December 3rd, 1946.
Upon motion of Councilman Butler, seconded by Councilman White, the ballot
box was officially locked and sealed, to be delivered to the Clerk of the
Election Board on the morning of December 3rd.
The Clerk presented proof of the publication of a notice calling for bids
for one 1-1/2 Ton Used Dodge Truck, six wheel drive, Model WC-6243A.

One bid was received in response to the foregoing advertisement, from
Sowell & Mayhew of West Palm Beach, Florida, in the amount of $1,350.00.
Mr. John Gregory, Fire Chief, explained that this truck would be used as
a pumper in place of the Ford truck which was purchased in 1928, and which is
now obsolete. A 500 gallon pump could be installed on the truck, and 100 feet
of 2-1/2" hose, besides the 1-1/2" booster hose. This truck, when equipped,
would replace the 1923 Brockway truck, which is also obsolete, and for which
it is impossible to replace parts and tires. Mr. Gregory stated that the cost
of necessary equipment to fit up this Dodge truck would be approximately
$1,000.00, and then the City's fire fighting apparatus would be adequate for
its present needs.
After discussion by the Council, a motion was made by Councilman McNeece,
seconded by Councilman Smith, that this Dodge truck be purchased by the City.
Upon call of roll the motion carried unanimously.
The Clerk then presented proof of the publication of a notice calling for
bids on the sale of a ~ive ton three wheel Fordson Street Roller, which was
purchased from the City of West Palm Beach in June of 1928 for $500.00. This
proof was spread upon the minutes as follows:

bidder one (1) 5 ton, three-wheel Fordson Street Roller, which was purchased by
the City in June 1928. This piece of equipment is obsolete and in poor condition.

the City at any time within the next year for $2.00 per hour, or
$4.50 per hour with operator, fuel and all expenses furnished.

After discussion, it was the consensus of op~n~on of the Council that the
City would have no. need for this roller for street repair work, and it has no
equipment. for use with it.
A motion was made by Councilman Butler, seconded by Councilman McNeece,
that the bid of Mr. W.J. Snow of $300.00 be accepted. Upon call of roll the
motion carried unanimously..
The Clerk presented proof of the publication of a notice calling for bids
for furnishing labor and equipment necessary to resurface approximately 4,500
square yards of sidewalk located on Ocean Boulevard, in accordance with plans
and specifications on file in the City Clerk's Office.

Two bids were received in response to the foregoing notice, which were
ordered spread upon the minutes, as follows:

Upon motion of Councilman Butler, seconded by Councilman White, and upon
call of roll unanimously carried, the bid of W.J. Snow in the amount of
$1,200.00 was accepted.
The following letter from Mr. J.W. Nowlin, together with required fee of
$15.00, was presented and read in full:

A motion was made by Councilman McNeece, seconded by Councilman \~ite, that
the foregoing request pe referred to the Zoning Board for their recommendation to
the Council. Upon call of roll the motion carried unanimously.
City Manager Edmond presented a plat of Seagate Section "B" for the approval
of the Council,> explaining that a portion of this Subdivision is now outside of
the City limits, but will comply with City requirerrents when the City limits are
extended to take in the territory.
A motion was made by Councilman White, seconded by Councilman Butler, that
the foregoing plat be accepted, and upon call of roll the motion carried unani-
mously.
A communication from Attorney Hugh MacVdllan was then presented, and same>
was read in full, as follows:

Gentlemen ,.
My brother and I own Lots one through six, inclusive, in Block 51
DelrayBeach and I am handling the disposition and sale of them.
These lots are adjoining the City owned Park, and it 'A<)uld appear
that they should be incorporated into and made a part of this excellent
park project. Such action would not only enlarge the area of the park,
but the additional land would, with the present park property owned by
the city, serve as a buffer area between the white and colored sections
of Delray Beach.
I recently received a request from an interested individual concern-
ing the sale of these lots. However, before offering them to this person,
I want to give the city an opportunity to purchase them.
I am pleased to offer these lots to the City of Delray Beach at the
price of $15 per front foot, free and clear from all taxes, with conveyance
to be made by special warranty deed.
Would you please advise me at your earliest convenience concerning your
pleasure in this matter?

After discussion by the Council, a motion was made by Councilman White,
seconded by Councilman Butler, that the Clerk be instructed to advise Mr.
MacMillan that the Council was not interested in his offer at this particular
time as no funds have been set up for the purchase of additional property.
A letter of application from Mr. Jerry A. Boisoneau for the position of
Li~e Guard was read, but action was deferred until the meeting of December 9th,
in the meantime the details and duties of the Life Guards to be set up by the
City Manager.
Mr. Edmond explained that he would like to employ two life guards, one to
be on duty from eight o'clock in the morning for eight or nine hours, and the
other to come on about one o'clock and stay on duty until 10 o'clock at night.
This would provide two men on duty during the middle of the day when the crowds
on the beach are heaviest. Both guards to be given police badges and authority
to police the beach, and to work in connection with the Police Department.
Mr. Edmond recommended the employment of Mr. Eugene T. Smith for approxi-
mately three months, to work and supervise work to be done on the beach.
In a motion made by Councilman Butler, seconded by Councilman McNeece, Mr.
Edmond was authorized to employ Mr. Smith at a salary of $175.00 per month.

The following letter from Mr. E.H. Varno was presented and read in full:

Delray Beach, Florida
"November 27, 1946.
Dear Sir:
I have occasion to view the traffic on Ocean Boulevard at all hours of the day
and night and I regard the intersection of Atlantic Avenue and Ocean Boulevard
as an intersection which is extremely hazardous.
Traffic coming off Ocean Boulevard to go West on Atlantic Ave. have a bad habit
of cutting the corner short which tends to crowd the eastbound traffic.
In my opinion this corner needs a traffic light badly and I would suggest that
it be operated day and night.
I am writing this merely to express my op~n~on as an observer who has had the
opportunity of watching this condition closely and I trust that you will
investigate the dangerous condition and act before an accident happens here.

A discussion followed as to the most practical method of regulating traffic
at this location, Mr. Edmond recommending the installation of islands in the
three streets intersecting, to keep traffic from cutting across the center of the
streets, or regulating traffic by putting "Stop" signs on Ocean Boulevard before
reaching the Atlantic Avenue intersection, and also "Slow" signs at the ends
of the Beach, and marking lanes for pedestrian crossings.
Upon the recommendation of Councilman White, the City Manager was authorized
to try out his plan for traffic regulation on Ocean Boulevard to determine if it
is workable.
Council, as a whole, agreed that every effort should be made by the Police
Department to enforce speed laws, and that offenders should be given summons and
fined whenever violating these laws.
With reference to the salary check of Mr. W.O. Winn, City Auditor, who was
suspended on November 13th, Mr. Nowlin informed the Council that Mr. Winn was en-
titled only to that portion of his salary due up to the date of his suspension.
