" 'lhe Council met in Special Session at 7:30 P.M. on call of
the Jlayor for the purpose of discussing with Yr. John B. Reid his
plana for the development of the "Zook Tract", and for any other
matters of business which might need the action of the Council at
this tie. The following members were present: Yr. DeWitt, Yr.
Jacobs, Yr. Tha~r and Yr. White. City Attorney Nowlin was also
present. Yr. Waters ""arrived late.
The ""Jlayor invited Yr. Reid and his attorney C" 1; Byrd to
the Council table where an .informal discussion was held, A sketch
of the propoaed development liaS sh01ll1 to the Council and Yr. Reid
outlined his plans for the improvement of his prGperty. Members
of the fludience were invited to ask Yr. Reid questions, which
several did., The Mayor thanked Yr. Reid for meeting with the
Council and advised lrl:\IIi.,to have his attorney file formal applicatiOn
for various zoning chailges which will be neceBBa17, with the City.
He also asked Yr. Reid to contact the Council at such tie as the
prGpllrty has bsen filled in, when other angles of the development
can be discussed and settled.

"A communication from Yr. ?1m. Clancy was read pertaining to
City of Delray Beach refunding bonds. The Clerk was instructed to
secure copy of "News" showing financial status or the City and
send same to Yr. Clancy.

Letters from .ervicemen living in trailers on Simonson
property on South Federal Highway were read. It was brought out
that last year complaints had been received about trailers parked
on this property. and Yr. Simonson had been requested to move all
except one trailer which he owned, from the property, which he did.
Members expressed themselves as desiring trailers to be kept at
trailer camps. It was, regularly moved, seconded, and unanimously
carried that Mr. Simonson be required to live up to the Sanitary
laws and move the two trailers in question by April 1st., 1945,
also that he be warned that no further trailers are to be placed
on the property without a permit from the city.
Request for city water from Mr. W. Seward Webb was presented.
The Clerk was instructed to adviSe Yr. Webb that he must apply to
Yr. Riley of the Palm Beach Co.inallJlluch as Yr. Webb's property is
located in "Gulfstream."

Councilman DeWitt stated he had been called by Yr. Logan
who has a home south of "Seagate" on the beach. People living
in that section wished to secure surplus water from the City if
possible. They want to install a. ll11lnp which they will fill each
night, and a pump to assure proper pressure. After discussing
this it was tabled until next meeting night. Councilman neWitt
advised "Smith 8< Gillespie" had wired him our water supply is
adequate beyond present demand. .
There being no further business to come before the Council,
Council adjourned.
