The Counc il met in Special Session Friday morning, on
call of the Mayor for thE purpose of discussing street im-
provements, and for any other matters of business that
might need the action of the Council at this time. Council-
man DeWitt, dacobs, Thayer, Naters, ilJ:lite and City Attorney
Nowlin were present.
A letter from Claude Pepper addressed to Mr. ~. R.
Montgomery was discussed, with reference to sidening and
deepening the canal. It was the opinion of the Couna[l that
a letter should be written to Mr. Pepper and signed by the
Councilmen, that the Council would not approve above work
unless the property owners along th.e canal might be assured
of payment of any damages that are incurred due to the
work.
Councilman White reported that he wanted to recommend
that the necessary steps be taken to pave N.'N. 6th,Avenue
from Atlantic Avenue North to N.~. 3rd Street; also that
N.~. 5th Avenue be paved from N.W. 2nd Street running
North to N.W. 3rd Street; cost of paving be assessed to
adjoining pr~perty.

The matter of appointing an acting city engin~er, to
act as engineer for present street constnuction work was.
discussed. Councilman \Vhite moved that George W. Carr
of ','lest Palm Beach be appointed as acting City engineer
for present construction work on streets, sa id engineering
fee to be paid 50% certificate liens and 50% cash, appoint-
ment subject to Mr. Carr's acceptance. Councilman,DeWitt
seconded the motion which carried unanimously.

A motion was made by CouncilmanVfuite that Council
adopt a resolution ordering the acting city engineer to
prepare plans and specifications for present construction
work on streets. The motion was seconded by Councilman
Waters and on roll call the motion carried unanimously.

COWlcUman Waters moved that the above ordinance be adopted
on second reading. Councilman White seconded the motion and
on roll call the vote was as follows: Oouncilman DeWitt
yes, Oounoilman Jaoobs not voting, Councilman Thayer yes,
Coancilman Waters yes, Councilman White yes. Motion carried.
AttorneY NoWlin reported that he had a letter from the
attorney for Johnnie B. Samuels with reference to the deed
the eity has been trying to secure from her. He stated that
Samuels would sell the deed to the Oity for .350., said
offer being the same as previous offers., A motion was
regularly made and seconded and on roll call unanimaouly
carried that offer be accepted ~the Clerk be authorized
to issue check to Ernest, Lewis & Smith in th. amount of
.350. for her deed.
Councilman White recommended that ftcantion~ lights
be placed at the Federal and N.E. 1st street and S.E. 1st
street and that the stop lights be moved a block further
oorthaM south. 'The reconmendation met with the approval
of the Council.
The Clerk advised the Council that there ~s'an out-
standing bill against Erskine Parks for personal property
t~x and an unpaid water bill, total amount .of bill being
$111.20, and asked what procedv.re the Council wished to
take in collecting bills. Councilman White moved that
the City Attorney be authorized to take necessary steps

to collect unpaid bills. Councilman dacobs seconded the
mQtion which carried unanimously on roll' call.
Councilman Waters brought to the council's attention
the matter of the State tax which is being levied on about
all utilities such as telephones, electricity and gas.
He stated that he would like to see the City adopt an
ordinance providing for a municipal tax on electricity,
telephone and gas. After much disoussion Councilman White
moved that City Attorney be instructed to draft an ordinance
providing for a municipal tax to be levied on lights,
telephone and gas bills, said tax to be 10% up to '25.,
5% on bills up to $75. and 1% t~reafter; also that Oity
Attorney be instruoted to advise utility companies of the
council's plan to adopt sai~ ordinance. Councilman Waters
seconded the motion which carried unanimously on roll call.

The matter of pay for colored help at the Golf Oourse
was discussed and after discussion it was decided to pay the
help at the rate of 65~ an hour.
A letter from Atwell and Company regarding refunding
of City Bonds was discussed. Oouncilman Ybite recomnended
the letter be referred to Mr. 'H.A. Hubbard, Chairman of
Bond Committee for the Oomni ttea 's study on same and
reeomnenda.tion back to the Co unc ilt.
There being no further business to cane before Oouncil,
Oounci1 adjourned.
