CHAMBER dune 22, 1945 10:30 A.M. ~e Counoil met in Special Session on call or ~e Mayor with the following members present: Mr.DEi"Witt, Mr. Jacobs, Mr. Thayer, and Mr. Waters. Mr. White was absent, also Attorney Nowlin. Olerk read call of meeting which was for the purpose of fixing valuations on delinquent tax ~amds of the . County, with 4Jo1lllD.ty CommissionerC. Y. layrd, also for any other matters of l>uainess which might need the action of the Council at this time. Commissioner Byrd advised the Counoil that it would simplify mattersd!' the City adopted a resolution desig" nating city officials to meet with the Board of County Commissioners on duly 2, 1945 to determine and fix valuations in accordanoe with law, on lands acquired by the County for delinquent taxes, and that said city offioials be authorized and directed to fix the valuation of such County acquired lands inside the minicipality at 50% of the last Oounty assessed valuation. A discussion e nsu4d during which Tax Assessor Ogren and members of the Council.asked Mr. Byrd questions pertaining to the above matter. The following Resolution having been read in full, was by motion regularly made, seconded am unanimously carried, adopted on its first reading:- RESOLUTION II 534 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, DESIGNATING CERTAIN CITY OFFICIALS TO MEET WITH THE BOARD OF COUNTY COMMISSIONERS FOR THE PURPOSE OF FIXING VALUATION ON LAND ACQUIRED THROUGH COUNTY TAX FORECLOSURE. '" Mr. Byrd advised the Council a move was on whereby a building would be erected for "Scout" purposes, and. he requested the. Gowncil give sp~~thDu8ht to a suitable place for said building. He suggested the park land' 011' 2.16:1 . 2,162 June 22, 1945 3, N.W. 1st Avenue, might be the most suitable location. The GoI&cil agreed to study this further. Next, Commissioner Byrd presented map of proposed four lane highway. Af'1ler viewing same, members expressed themselves as not being in favor of the road going through as sketched, but that they did think: we should have a good highway through the city, along some other . roo te . '. A oopy of letter to Senators Pepper and Andrews, and Represe:ijtativeRogers was read by the Mayor, regarding widening and deepening of intraooastal waterway. Letters from Tuller Construction Company and Layne- Atlantic Company requesting opportunity to bid on pro- posed new water plant were presented by Councilman DeWitt; turned over to the Clerk to be filed. '1'he following letter from Mr. George W. '!'his is my aooeptance of tlE appointment and .to notify you that I have already started work. We note that "it. is the wish of the Counoil", that we accept 50% of our fee in lien certificates. We estimate that with this method of finanoi:ng at least 75~ to 8~ of our fee will be actual cash outlay and that we will have to stand a oonsiderable disoount on the certifioates. In lie~ . nr63 r.jJ~ June 22, 1945 . of this situation we feel th~t it is reasonable to request the Cooncil to allow us at least 70% of our fee in cash (whioh fee would be due over a period of one to six months from this date), and that we be allowed to make our selection as to the particular certificates we ~ccept for the balance of our fee. . Carr After discussing same, Mr. dacobs moved that the City give Mr. Carr 7~ in cash for his fee, and3~ in improvement lien certificates. Certificates must be pro-rated out in ' an equal propo.tion of improved and unimproved property. II". waters seconded the motion which carried unanimously on roll call. By motion regularly made, seconded and oarried, the Clerk was instructed to abate personal property tax or J. W. NOwlin amounting to $4.60 inasmuch as Mr. Nowlin did not own the furniture which was assessed. '- Personal property tax bill a~unting to $4.60 paid by Anna BrOQerick, Which was an incorrect charge inasmuch as no ful'ni ture was in the build ing On January 1, 1944 was brought to the attention of theCounoil. The Clerk was instructed to notify Mrs. Broderick she will be given credit on the ~945 tax. The Clerk was instructed to request a sample map of the city from J.M. Smedley. '.
