The Council met in regular
with the following members present:
Thayer and Waters. Attorney Nowlin,
absent.
session at'8 P.M.
DeWitt, J"acobs,
and Mr. White were
Minutes of regular. meeting held August 13th
and special meeting held August 14th were read, corrected,
and approved as read and corrected.
The Mayor asked if any bids had been received
in answer to ad published in 'Bond Buyer' August 18th.
One letter had been received by the Clerk, offering
$665. City of De1ray Beach, Fla. refunding bond #726,
Series "A", dated J"uly 1, 1938 at 97 ($645.05) plus
accrued interest. This letter was ordered turned over
to.the Finance Committee, for study and recommendation.
Next a letter from Robert

This was turned over
Communication from Southern Scrap Material Co.
offering cast iron pipe for sale was presented. The
Clerk was instructed ~o request quotation on prices
from. this firm.
A letter fromM. B. Garris, together with
specifications for filling of Gleason Street, and maps
showing elevations were presented to the Council. The
Clerk was instructed to advertise for bids for this
work. Bids to be opened at 8 P.M. September 10th, 1945.
She was also instructed to advise Mr. Garris of this
action.
Mr. B. C. Butler advised the Golf Committee
coul~ secure the services of a manager for the golf course
who would .take complete charge of the building and
grounds, for a salary of $150. per month, providing he
could have the club concessions. This person could start'
work on. the 1st of November. Mr. Waters moved that the
Council accept the recommendation of ttE Golf Committee,
authorizing the Committee to hire the manager at a salary
of $150. per month. Mr. Butler to furnish the Clerk o\'iith.
a letter containing their re.commendations. Mr. DeWitt<

Letter from George R. Guy asking for exelusi~e
license for the rental and sale' of beach equipment, also
asking for pE'rmission to solicit trade on the beach was
read. After discuss ing same, Mr. E.D. Mc,'l1111ama who was
in the audience presented his check in the amount of
$1,500. and applied for an occupational license for the
rental and sale of beach equ~ment. He was advlsed that
no sales or rentals could be solicited on the east side
of the boulevard, and that no exclusive licenses could
be granted. On motlon regular1y.made, seconded and
unanimously carried, the Clerk was instructed to issue
license to The Ocean Beach Service Corp. Location to
be determined later. The Mayor agreed to reply to Mr.
Guy's :l-etter.
Next, application fro~ Gordon Lane for life
guard position was read. The Mayor agreed to ~ite Mr.
Lane's commanding officer requesting his release as
soon as possible, inasmuch ~s the city has no lifeguard
at the present time; by motion regularly !IIlde', seconded
and carried.

/ Mr.. DeWitt reported we b5ve onl'y fourteen '"
3 4" water meters left after making all taps applled for
during the month. He advlsed the line to Mr. Crego's
property is installed and ready for meter tap to be
made.

By motion regularly made, seconded and carried,
the ClerK was instructed to advertise for bids for the
purchase of a 1945 model li ton closed bab chassis
equiped with a Gar Woof Loadpacker sanitary body. Bids
to be received up to 8 P.M. September 10, 1945.
Mayor Thayer advised the I 1 truck had broken
down, arod he authorized the Superintendent to have same
repaired.$!:\id repairs to cost $235.00. Inasmuch as an
emergency existed the Mayor took this action, which was
agreeable with the Council. He also advised repairs
are badly needed at the pavi1ion,and pool.
By motion regularly made, seconded and carried,
the Clerk was instructed to advertise for bids for the
painting of locker rooms and lockers at the pool. Bids
to be opened at 8 P.M. September 10, 1945; also to
advertise for bids for the building of two shuffleboard
courts.

A letter from the Zoning Commission stating
this board did not see where an emergency existed regarding
requests for change of zoning of ocean front property
was read. The Mayor agreed to oa11 a meeting off the
Council, together with the Zoning Commission, to discuss
this matter further.

The Clerk was authorized to issue occupational
license to Chas. Cromer for merchandise etore on West
. Atlantic Ave.

$4,278.78 having been approved by the Finance Committee
were ordered paid.
Mr. DeWitt handed the Clerk a copy of Special
Business Zone wlitch De10cean Company would'like for
their property, requesting that same be sent to the
Zoning Commission for study and recommendation. Re also
requested that the Clerk write th~ property owners east
of Gleason Street, stating that the Co~il suggests
they have their property filled, quoting Mr. Garris's
figures for said w:lrk. Othe r members of the Council
expressed themselves favorab1~ toward this action.
