09-04-45 Special .,...~.~.",.~- 2487 COURClL CHAMBER September 4, 1945 ~ The Oouncil met in Special Session at 8 P.M. for the purpose of discussing mutual problems with the Zoning Oommission, and for any other matters of business which might need the action o:f the Oouncil at this t iDle. The fallawing members were present: Mr. DeWitt, Mr. Jacabs and Mr. Thayer. Mr. Waters, Mr. White and Attorney Nawlin were absent. Members of the Zoning Cammission present were Mr. Garner, Mr. Hand, Mr. McNeece and Mr. Turpin. '\ Mr. Matt Gracey whO' was in the audience addressed the Cauncil requesting special permit :far the building af a hatel on the Sl12.5' af Ocean Beach Lot 12, far his client, Mr. R. E. McCabe. This property is at present in Apartment House zone. Members of the Council and o,f the Zoning Commission d.iscussed this request, after which Chairman Garner stated he wauld write a letter- to the City Cauncil stating, "TheZaning Cammission unanimausly expressed themselves, after applicat ian- presented t a them far a Special permit to' build a hatelan the acean frant, on any property narth af the Seacrest Hatel to' Thamas Street, that they wauld be in _:favar of issuing such a permit." Oouncilman DeWitt moved that special permit be granted Mr. Gracey far his client, R. E. McCabe to' build a hatel on theSl12.5' o:f the Nl42.5' of Ocean Beach Lot 12, providing the abutting property owners are con- tacted and have no objijction. In case of objections, the matte~ will be reconsidered by the Council. Mr. Jacabs seconded the motion which carried unanimously an roll call. . ,- Mr. Garner, next advised the Council that his Board did not feel an emergency existed re: the changing o:f zoning for Duggan and Krause. He said he thought these matters could Wait until the regular time for the Board to hold their meetings in December, when many property owners affected by such changes cauld be heard. The Mayor stated tl:e C01!1ncil deemed an emergency existed inasmuch as the war is naW over, and building can go ahead. Councilman Jacobs stated he too felt an emergency existed. Councilman DeWitt said he was not in favor of going ahead hastily on these matters and he thought'it best to go ahead with tfle coopera tion of thE Zoning Commission. After. much discussion, a letter from Samuel Ogren requesting Special Permit for the erection of hotel for his crient, Mr. Duggan, was presented to the Council. By motion \ ~ ~ .~ \ I l _ ,. ~ ) Sept. 4, 1945 , regularly made, secanded and unanimously carried, the Clerk was instructed to turn this request over to the Zoning Commission for their study and recommendation. The Clerk was also instructed to refund the difference between the "Request for change in Zone" fee and "Request for Special Permit" :fee. Members af the Council expressed themselves as feel ing if 'Special Permits' were issued in regards to hotels and apartments on tte Ocean :front, better control can be had regarding the type persons building same. Next, Mr. Garner read the copy of zone outlined by Delocean Co., which they wished the Council to use in portions of their land on which they first applied for "General Business Zone". Mr. Garner advised the Council. that his Board would meet with the Planning Board and the City Attorney to further study this matter and would make their recommendations to the Council al'te:r tha t time. By motion regularly made, seconded and unanimously carried, Wilson Harvel's salary was increased to $185.00 per month as of September 1st. The Clerk was instructed to issue occupational license to Ocean Tile Co. The Mayor advised, the colored taxi organization wished the Council to require all cab drivers to have been residents of this city for at least six months befare issuance of licenses. No action was taken on this. The Council instructed the Clerk to charge lli'1 each for the new city maps if purchallfed in lots of 100 ,. or more; and l5~ each for less than 100. Mayor Thayer stated ten men were taking a course in operation of the new police radio equipment. There being no further business to come before the Council, Council ad journed.
