The Council met in Special Session at 7:30
on call of the ~ayor, for the purpose of examining
specifications and authorizing advertisement for
bids on the water plant improvements, also for any. ,.
other matters of business'vhich might need the action
of the Council at this time. All members of the
Council and the City Attorney were present.
. After reviewing letters received from ~mitb ·
& Gi>llespie , Engineers, Je,'lr .~'laters moved that the ."
Clerk be instructed to adv~rtise for bids on proposed
wate~ plant ,improvements as per copy furnished by the
Engineers. J>Ar. Deiiitt seconded the motion which
carried unanimously on roll call.
Mr. White moved that the Mayor be authorized
to apply for approval of the state Board of health,
as per copy furnished by the Engineers. Mr. Waters
seconaedthe motion which carried unanimously on roll
call.

,By motion reguiliarly made, seconded and
carried, the Mayor was authorized to apply for permits
from the F.E.C. Railway and the state Rosd Dept. as per
instructions of the l!.ngineers. .
Bill amounting to $4,238.00 from Smith ~
Gillespie was presented and ordered tabled.

At this time a discussion ensuEd regarding
bottled ~as Companies paying utility tax. ~he Clerk
was instructed to notify all gas cO!l1panies making
deliveries in this city, by registered letter, regarding
the ordinance which requires this payment of utility tax.
~f the gas companies have customers with monthly accounts
who have continuous deliveries during month, the cost
of the utility tax is based on the months consumption
rather than on the individual sales.
The 11ayor advised he had instructed the Supt.
of ~ublic works to proceed with marking the streets
at an early date. The Council expressed themselves
~as favorable to having the ol~ frames from beach shelters
, relllPved from the beach.
A discussion was held regarding beach shelters.
No action was taken at this time.

Mr. Jacobs asked the City Attorney to prepare
an ordinance covering the entrance to the city sanitary
disposal dump grounds, providing for a fine, etc.
Mr. Nowlin agreed to do this.
